Call to Order:
Mayor Stockamp called the meeting to order at 7*00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Streets Operation Manager Kevin Lamson, City
Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk
Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Jeanne Holland, Wright County Commissioner updated the City Council on Wright County's
2024 budget, noted some potential grant opportunities for the City, and Wright County Health
and Human Services will have a booth at the Prairie Festival.
Mayor Stockamp closed the Open Forum at 7:09 PM.
2. Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Goede. All in favor.
Motion carried S-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. August 28, 2023 Meeting.

4. Planning:
4.1 Java Companies Parkview Retail 3rd Addition:
A. Presentation by City Planner.
B. Consider Resolution 2023-55 Vacating Drainage and Utility Easements.
C. Consider a Conditional Use Permit and Site & Building Plans.
D. Consider Resolution 2023-56 Approving a Site Improvement Performance
Agreement.
City Planner Licht reviewed the staff report and presentation.
The applicant, Marl< Krogh, Java Companies was present to answer questions.
CM Moores asked if there was access to CSAH 42. City Planner Licht confirmed there is no
direct access to CSAH 42,
Mr. Krogh said they have two letters of intent for quick serve food.
CM Dunlap asked if tenants were lost with not having the ATM? Mr. Krogh said they could not
make the ATM work on the site; this did not appear to impact tenants.
CM Moores asked if there is trail access. Mr. Krogh confirmed there will be trail access.
Mr. Krogh said this project will most likely be a 2024 build.
CM Moores motioned to adopt Resolution 2023-55 vacating existing drainage and utility
easements; approve a Conditional Use Permit and Site and Building Plans for Lot 2, Block 1
Parkview Retail 311 Addition subject to the conditions as state on the findings of fact and
decision as presented; and adopt Resolution 2023-56 approving a Site Improvement
Performance Agreement, seconded by CM Goede. All in favor. Motion carried 5-0.
5. Public Hearing:
5.1 Assessment for 2023 Street Renewal Project.
A. Presentation by City Engineer and the City Administrator/Finance Director,

C. Consider Resolution 2023-57 Adopting an Assessment
City Engineer Wagner and City Administrator/Finance Director Flaherty reviewed the staff
report and presentation.
City Clerl< Etzel noted no public hearing comments were received.
Mayor Stockamp opened the Public Hearing at 7:30 PM.

Christi Kingren, 7192 O'Dell Ave NE noted there were marks on the road and wanted to know if
this would affect the road? City Engineer Wagner said those are marring Is on the surface and
will not have any impact to the road; these will fade in the next two years, following the 2025
fog seal.
Mayor Stockamp closed the Public Hearing at 7:32 PM.
CM Moores noted she received some calls regarding the gap between the driveway and the
roads. City Engineer Wagner said initially the driveway would be ramped; due to the heat, the
contractor needed the pavement to be cooled so the equipment would not cause issues with
the road.
CM Dunlap discussed that he does not support special assessments for a road improvement
project like this and would not be voting in favor of adopting the assessment roll.
City Attorney Kendall discussed that the assessment process the City has conducted for this
project meets statutory requirements.
CM Moores said the City has an existing policy to charge a special assessment for street
projects.
CM Moores motioned to adopt Resolution 2023-57 adopting an assessment, seconded by CM
Goede. Voting in favor: Stockamp, Goede, Moores and Dahl. Voting against: Dunlap.
Motion carried 44.
6. City Council Reports and Updates:
Mayor Stockamp said Prairie Festival is this Saturday from 10am to 10pm at Prairie Park,
7. Staff Reports and Updates:
Assistant City Administrator/Human Resources Hille said the City Campus open house will be at
City Hall on Thursday, September 21, starting at 6pm.
City Clerl< Etzel provided an update on the 2023 photo contest.
City Planner Licht said there is no planning commission September 18, and at their next
meeting the commission will review a CUP amendment for I<wil<Trip.
City Engineer Wagner had updates regarding the School Knoll Project, I<ittridge Crossing
Pavilion, and the ongoing street projects.
Sergeant Jason Oltmanns, Wright County Sheriff's Office provided updates regarding school bus
arm violations and charitable gambling organizations in the surrounding communities are being
targeted for theft.
