Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap, City Staff: City Administrator/Finance Director Adam Flaherty, Emergency
Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City
Attorney Dave Kendall, and City Clerk Audra Etzel.

Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke.

4. Emergency Services Department Apparatus:
A. Presentation by Emergency Services Director,
B. Consider Authorization to Procure Emergency Service Department Apparatus.

Emergency Services Director Rausch reviewed the staff report and presentation.
The quoted cost for each vehicle, based on Sourcewell Contract pricing is:
• 1- 2026 Pierce Enforcer 7010 Rescue Engine $1,103,938
• 1 - 2026 Pierce Enforcer Ascendant 110 Foot Rear Mount Ladder Platform $1,740,860
• 1 - 2025 Freightliner M2-106 4WD / Midwest Fire Equipment / Type III - Wildland Urban
Interface Pumper $538,498
• 1 - 2025 Freightliner M2-106 2WD / Midwest Fire Equipment / 2500 - Gallon Tender
$403,507
• Staff is also requesting the council approve a 1016 construction contingency of $38,436
due to any modifications, technological changes or new features that may become
available before construction of these units commences in early 2026.
• There is also a Sourcewell Contract fee of $2,000 for each vendor contract ($4,000
total).
CM Moores asked what is the minimum gallons required to pump per minute? Rausch noted
that each of the four vehicles exceed the minimum requirements set by ISO.
CM Dunlap noted this request sets in motion a change of events including a building, staff, and
benefits. CM Dunlap will not be voting in favor of the purchases.
CM Moores motioned to approve the purchase of four vehicles for the Emergency Services
Department, to approve the Sourcewell contract fees, to approve the construction
contingency, each as outlined in the memo included in the packet, and that the purchase
agreements are approved in form, subject to modifications by the City Attorney, and to
authorize the Mayor and City Clerk to execute the agreements on behalf of the City, seconded
by CM Goede. Voting in favor: Stockamp, Goede, Moores and Dahl. Voting against: Dunlap.
Motion carried 4-1.
5. Preliminary Property Tax Levy:
A. Presentation by City Administrator/Finance Director.

C. Consider Resolution 2023-60 Adopting a Preliminary Tax Levy for Taxes Payable
2024.
D. Consider Scheduling the Truth in Taxation Hearing.
City Administrator/Finance Director Flaherty reviewed the staff report and presentation.

CM Dahl asked for clarification of the date and time of the Truth in Taxation Hearing. Flaherty
confirmed the meeting date and time is proposed for Monday, December 11th at 7pm.
CM Dunlap feels a 19.4% increase is unacceptable and this may cause a hardship for residents,
therefore in good conscious he does not support the levy increase proposed.
Mayor Stockamp thanked City Council and staff for their hard work to prepare the 2024 budget.
She noted the surplus is being used to reduce increases to contracted services and the campus
project is planning for the future.
CM Dunlap said a majority of the tax base is residential and thinks the levy increases need to be
reduced.
CM Goede noted it is a hard choice to increase the levy, the City Council has made a good
decision for the future of the community and residents with the infrastructure additions
proposed.
CM Goede motioned to adopt Resolution 2023-59, adjusting the 2024 debt service property
tax levy certified in the original bond resolution, motioned to adopt Resolution 2023-60,
adopting a preliminary property tax levy for taxes payable in 2024, and motioned to set the
Truth in Taxation public hearing for 7*00 p.m., on Monday, December 11, 2023. The meeting
will be held in the Council Chambers at 8899 Nashua Avenue NE, Otsego, MN 55330.
Motion failed due to a lack of a second.
CM Dunlap commented to divide the three motions and the City Council agreed.
CM Goede motioned to adopt Resolution 2023-59, adjusting the 2024 debt service property
tCIA levy certified in the original bond resolution, seconded by CM Dunlap All in favor. Motion
carried 5-0.
CM Goede motioned to adopt Resolution 2023-60, adopting a preliminary property tax levy
for taxes payable in 2024, seconded by CM Moores. Voting in favor: Stockamp, Goede,
Moores and Dahl. Voting against: Dunlap. Motion carried 44.
CM Goede motioned to set the Truth in Taxation public hearing for 7:00 p.m., on Monday,
December 11, 2023. The meeting will be held in the Council Chambers at 8899 Nashua
Avenue NE, Otsego, MN 55330, seconded by CM Dunlap. All in favor. Motion carried 5-0.
6. City Council Reports and Updates:
A. Heritage Preservation Commission Liaison CM Moores said the Commission is
now meeting monthly.
B. Parks and Recreation Commission Liaison CM Moores said about 10 neighbors
attended the open house where HKGi presented concept plans for Ashwood Park.

C. Planning Commission Liaison Mayor Stockamp said the commission reviewed a
CUP at their last meeting which has already been approved by the City Council.
D. Public Safety Commission Liaison Mayor Stockamp said the Wright County
Sheriff's Office is cracking down on school bus arm violations, road clean-up will be October
10th prior to the meeting, reviewed proposed apparatus purchases for Fire Department and
discussed mutual aid.
Mayor Stockamp thanked the Parl< and Recreation staff for a job well done at Prairie Festival
and all the sponsors for their support. The 2024 Prairie Festival will be held September 215t,
Mayor Stockamp also thanked staff for the City Campus Open House held last Thursday.
7. Staff Reports and Updates:
City Administrator/Finance Director Flaherty noted there is a special meeting on October 91h
with Sheriff Deringer; please forward any comments or questions to staff.
City Clerl< Etzel said the photo contest voting ends next Monday, October 2nd.
City Planner Licht said the next meeting will include an application for a CUP Amendment for
I<wil<Trip to add 10 parking stalls.
City Engineer Wagner had updates regarding: the East-West Watermain project starting next
week — street closures notices will be sent, I<adler Avenue, I<ittridge Crossing Shelter, wrapping
up older developments, Well #10, and Pumphouse #4.
Sergeant Jason Oltmanns, Wright County Sheriff's Office provided an update regarding Prairie
Festival, CM Moores thanked the Wright County Sheriff's staff for their professionalism
regarding an incident at Prairie Festival,

CM Goede motioned to adjourn at 7:43 PM, seconded by CM Dahl. All in favor. Motion
carried 5-0.
