2023.10.09 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 9, 2023 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:33 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Emergency Services Director Daryl Rausch, City Planner Dan Licht, and City Clerl< Audra Etzel. 1. Law Enforcement Discussion —Sheriff Sean Deringer. Sheriff Sean Deringer and Sergeant Jason Oltmanns from Wright County Sheriff's office were in attendance to provide the City Council with updates and answer questions. Sheriff Deringer thanked the City Council for their partnership with Wright County. Sheriff Deringer and City Council discussed: social media posts, using cell data to assist with cases, health and human services providing assistance to inmates, call statistics within Otsego/St. Michael/Albertville, call stacking, transporting suspects/inmates, reporting, vehicle equipment delays, price increases to equipment, extreme protection agency — storing guns for free, cannabis law changes, mental health calls, and grant funding. The City Council thanked Sergeant Oltmanns for his dedication to the City of Otsego. CM Dunlap has concerns regarding the hour's language in the contract. Sheriff Deringer is very mindful of the costs and is working with the County Board on future contracts; there is an 18- month requirement for hour increases to be requested. Sheriff Deringer said the City Council has the statutory authority to provide public safety and he understands Wright County is not the only option. The City Council thanked Sheriff Deringer for his time. City Administrator/Finance Director Flaherty noted the contract will be on the next City Council agenda for consideration of approval. 2. Election Planning Discussion. City Clerl< Etzel provided election updates regarding: election judges, precinct boundary map, election drop box, voter operations account — election funding, write-in candidates, early voting, agent delivery, restored eligibility to vote to felons not incarcerated, permanent absentee voting, translating election materials, affidavit of candidacy, election judge violations, Page 1 of 2 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING OCTOBER 9, 2023 sample ballot publications, public accuracy testing, ePollbook signatures, and intimidation and interference related to performance of official duties. City staff presented a recommendation that the City discontinue use of the election drop box. CM Dunlap motioned to not use the election drop box for the 2024 election cycle, seconded by CM Goede. All in favor. Motion carried 5-0. City Administrator/Finance Director Flaherty recommended the City Council hold a special meeting to discuss the 2024 Capital Improvement Budget. Mayor Stockamp motioned to schedule a special meeting on October 23, 2023 at 5:30pm, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Adjourn. CM Goede motioned to close the meeting at 6@45 PM, seconded by CM Dunlap. All in favor. Motion carried 5-0.
