Call to Order.
This meeting was called to order at 6:34 PM.
Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, John Braun, Gregory Hubbard,
Mark Wolf, Loren Green, and Kyle Heltemes; City Council: Mayor Jessica Stockamp, CM Tina
Goede & Ryan Dunlap & Emergency Services Director Rausch
2. Consider agenda approval.
Commissioner Mark Wolf motioned to approve agenda as written. Seconded by
Commissioner John Braun. All in favor. Motioned carried. 7-0
3. Consider the following minutes:
3.1 September 12, 2023
Commissioner Dan Freiberg motioned to approve the minutes as written. Seconded by
Commissioner Kyle Heltemes. All in favor. Motion carried. 7-0
4. Open Forum.
No comments were made.
5. Review received monthly reports.
5.1 CentraCare EMS Quarterly Report (July-September) - Frank Zinken present - Frank
introduced himself to the new commissioners. He also discussed about EMTs
transitioning to paramedics and discussed staffing levels. Talked about the upcoming
constructions of the highway 25 bridge in Monticello in 2024 and potentially shutting
down the entire bridge. The bridge is in CentraCare’s service area and he discussed a
potential challenge coming with this construction, but was still in discussions with
MNDOT.
5.2 Elk River Ambulance & Alina EMS Quarterly EMS Report (July-September) - Brian
Nord present for Allina Health Buffalo - Talked about pre-arrival information - Discussed
Response times and what the public expects. Talked about EMTs transitioning to the
paramedic roles. Elk River ambulance manager was not present. See attached
documents.
5.3 Albertville Fire Department - Eric Bullen Present - Over 440 calls for this year - 7-8
Firefighters short by January. See attached documents.

5.4 Elk River Fire Department - Mark Dickinson - Over 500 runs for the year - personnel
change - New Assistance Chief Joe Libor. See attached documents.
5.5 Rogers Fire Department - Patrick Farrens - Hiring a fire logistics employee to help.
Talked about administrative items occurring within the department.
5.6 Wright County Sheriff Department. - Sergeant Oltmanns - Presentation
5.7 Daryl Rausch - Completed the specs on the fire apparatuses. Trucks should be
delivery of trucks from 2026 to mid-2026. discussed fire apparatus - talked about
meeting with firms on the design of the Otsego fire station. Talked about starting a build
in 2025. talked about the schedule of the fire department. Mutual aid agreements.
