AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council adopt a resolution dividing precinct 3B and establish new boundaries and 5th precinct. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The City currently has four voting precincts and respective polling places. Precinct 3B Otsego Elementary School has approximately 6,000 registered voters; which is more than the recommended size. Christ Church Otsego, located at 15849 90th Street NE has agreed to partner with the City as a new polling location. Minnesota Statue §204B.14, Subd. 4 states any changes in the boundary of an election precinct must be adopted at least ten weeks before the date of the next election and, for the state primary and general election or presidential nomination primary, no later than December 1 in the year prior to the year of the state general election. The precinct boundary change shall not take effect until notice of the change has been posted in the office of the municipal clerk or county auditor for at least 56 days. The next election will be the Presidential Nominating Primary on Tuesday, March 5, 2024. The attached precinct map divides Precinct 3B Otsego Elementary and establishes Precinct 5B located at Christ Church Otsego, 15849 90th Street NE (formerly part of 3B and a small portion Precinct 4B Guardian Angels). Polling places must be fully accessible, large enough to accommodate the election activities, free of other non-election activities, smoke free, liquor free, and must be located either within the precinct boundary or within one mile of the precinct boundary. The proposed precinct map was reviewed by the Administrative Subcommittee at their meeting on July 12th and discussed at the City Council special meeting on October 9th. Staff has prepared a resolution and map for City Council approval.
