City staff recommends the City Council approve Resolution ordering the preparation of a feasibility report regarding
improvement of streets within Vasseur’s Oak Grove 3rd and 4th Additions and Halls 1st, 2nd, and 3rd Additions.

BACKGROUND/JUSTIFICATION:
The 2024 Capital Improvement Plan has the Vasseur’s Oak Grove 3rd and 4th Additions and Halls 1st, 2nd, and 3rd Additions
areas identified as a Street Renewal Project. The streets are all paved with ditches.

The existing roadway consists of a 3 ½” bituminous surface approximately 20 -24 feet wide. The streets are narrower
than the City’s typical section. The pavements are experiencing block, alligator, edge cracking, and thermal cracking due
to its age. Storm water analysis of Vasseur’s Oak Grove 3rd and 4th Additions will be completed to determine if
improvements are warranted.
Typically, pavements within PCI Ratings of 50 or less are in their final stages of useful life and will need to be
reconstructed in the very near future.
Staff is requesting a feasibility report be completed to determine the best method of street renewal. The report is
required per Statue 429 in order to assess benefiting property owners. The report will provide estimated project costs,
identify benefiting properties and funding options, and estimate assessment amounts. The 2024 Capital Improvement
Plan has $1,186,000 allocated for the project.
