2023.10.23 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, October 23, 2023 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference (*) Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Special Presentation: 2023 Photo Contest Winners. The City held its 7th annual photo contest. There were 7 participants that submitted a total of 23 photos. 737 votes were cast on-line and 131 during the Prairie Festival. The viewer's choice winner for the on-line voting was Lauren Berning who submitted the photo Dairy Farm in Winter. And the viewer's choice winner at the Prairie Festival was Loren Green who submitted the photo What a Ride. Mayor Stockamp and the City Council congratulated both winners. Each winner received a certcate, prize, and a framed print of their photo. Ms. Berning was in attendance for the presentation. Mayor Stockamp opened the Open Forum at 7:05 PM. No one from the public spoke. Mayor Stockamp closed the Open Forum at 7:05 PM. 2. Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Goede. All in favor. A. Approve a Final Plat Subject to the Conditions in the Findings of Fact and ED Decision. B. Adopt Resolution 2023-67 Approving a Development Contract, CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. Administration: 4.1 General Obligation Sewer Revenue Note of 2023A. A. Presentation by City Administrator/Finance Director. Be Consider Resolution 2023-68 Providing for Issuance and Authorization to Execute Agreements, City Administrator/Finance Director Flaherty reviewed the staff report. CM Moores asked if it was common to receive such a large grant? Flaherty said the grant funding is available to assist in offsetting costs of environmental mandates. CM Dunlap asked about the funding sources. Flaherty said new development fees and monthly users provide the funding, no funds are levied through property taxes. CM Dahl motioned to adopt Resolution 2023-68 accepting the offer of the Minnesota Public Facilities Authority to purchase a $34,045,359 General Obligation Sewer Revenue Note of 2023A, providing for its issuance, and authorizing execution of a bond purchase and project loan agreement with point source implementation grant, seconded by CM Dunlap. All in favor. Motion carried 5-0. 5. Engineering: 5.1 Otsego Creek Protect: A. Presentation by City Engineer, B. Consider Adopting Resolution 2023-69 Accepting Bids and Awarding Contract. City Engineer Wagner reviewed the staff report. The City Council had no questions or comments. CM Dahl motioned to adopt Resolution 2023-69 accepting bids and awarding contract for the Marquette Avenue Culvert Construction on Otsego Creek project, City Project No. 23-12 to Northern Lines Contracting, Inc. of Hanover, MN in the amount of $237,632,50, seconded by CM Goede. City Engineer Wagner said he anticipates the contractor will start in November. The developer will still be required to build a road as part of a future residential subdivision. All in favor. Motion carried 5-0a 6. City Council Reports and Updates: A. Heritage Preservation Commission Liaison CM Moores said the Commission is meeting monthly. Be Parks and Recreation Commission Liaison CM Moores said there is a survey on line asking residents for input regarding the Prairie Park Master Plan C. Planning Commission Liaison Mayor Stockamp said the commission reviewed a CUP for Kwil< Trip at their last meeting. City Planner Licht noted the applicant has withdrawn their application. D. Public Safety Commission Liaison CM Goede provided updates from the Albertville, Elk River and Roger's Fire Departments, Ambulance Departments, and Wright County Sheriff's. Mayor Stockamp said Pumpkin Patch was well attended with about 1,500 in attendance. She thanked the EII< River and Albertville Fire Departments for attending. CM Dunlap said Aldi is opening this Thursday. 7. Staff Reports and Updates: Assistant City Administrator/Human Resources Hille thanked Steve Springer for his 16 years of service. City Engineer Wagner had updates regarding: East-West Watermain with Palmgren Ave NE expected to close next week, I<adler Avenue paving, and ILL[ Be Crossing Park Shelter. Emergency Services Director Rausch provided updates regarding: Public Safety Commission, working with the Fire Chiefs from the contracted Fire Departments, recent training, fire fighter academy, resolution to establish the Fire Department, training fund opportunities, and tabletop training for staff and elected officials. Sergeant Jason Oltmanns, Wright County Sheriff's Office provided updates regarding: Queens Avenue criminal behavior and school resources officer's issues with students being dropped off.
