2023.10.23 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 23, 2023 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:32 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and Ryan Dunlap, City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Streets Operation Manager Kevin Lamson, Emergency Services Director Daryl Rausch, City Planner Dan Licht, and City Clerk Audra Etzel. 1. 2024 Budget, Tax Levy and Capital Improvement Plan Review. Streets CIP City Administrator/Finance Director Flaherty reviewed the materials included in the packet including the CIP summary, cash flow projection, and project cost summaries. City Engineer Wagner reviewed the PCI Map and projects proposed for 2024. CM Dunlap asked if the Cedarburg Estates project will become a reclaim due to the low PCI rating. Engineer Wagner noted the mill and overlay will be sufficient. Mayor Stockamp asked about Vasseur's Oak Grove Estates reclaim project. Engineer Wagner said a storm sewer will be installed to improve drainage in the neighborhood. CM Dunlap wanted to know if the Otsego Waterfront project will close the road to businesses. Engineer Wagner said the contractor will be responsible for traffic control and will make sure the businesses have access. Streets Operation Manager Lamson said they do not foresee additional streets needing to be added to the project list at this time. Parks CIP Flaherty reviewed the materials included in the packet including the CIP summary and cash flow projections. Flaherty also reviewed a presentation prepared by Parks and Recreation Director Jacobs. The City Council discussed the need to further define the scope of the upcoming Parl< Rehabilitation projects and that the Parl<s and Recreation Commission should initiate that process and potentially have a future joint meeting with the City Council. CM Dunlap asked how the cost for Ashwood Parl< was determined. Flaherty noted this is the most recent cost estimate from HI<GI after incorporating comments from the public engagement session and from Parks and Recreation Commission review. Flaherty reviewed that Minnesota Statutes outline how the funds can be used. Public Safety CIP Flaherty reviewed the materials included in the packet including the CIP summary and cash flow projections. Emergency Services Director Rausch provided more detail on timelines for the Fire Station project. CM Dunlap asked when the department would see staffing costs. Rausch anticipated staffing to start in 2026. Mayor Stocl<amp asked about storage of the vehicles prior to the station being built. Rausch has spoken with Street Operations Manager Lamson about using cold storage if needed or the building inspector noted the vehicles could possibly be stored at the new fire station prior to the certificate of occupancy being issued. General CIP Flaherty reviewed the materials included in the packet including the CIP summary and cash flow projections. Mayor Stocl<amp asked about the water tanker/sprayer truck. Lamson said the current truck does not lay enough water and staff has borrowed from a neighboring community. Rausch added this could also be used for responding to fires. CM Dahl at 6:48 motioned to continue this special meeting following the 7pm City Council meeting, seconded by Moores. All in favor. Motion carried 5-0. Mayor Stockamp motioned to open the special meeting at 7:41pm, seconded by Goede. All in favor. Motion carried 5-0. Property Tax Levy Flaherty reviewed the 10-year projected property tax levy, noting staff can not anticipate unknown expenses and increases. CM Dunlap asked about the increase for the two bonding projects. Flaherty said the increase would be due to the City Campus and Fire Station Projects. Fund Balance Policy —Calculation of Transfer Flaherty noted that a resolution will be presented to the City Council at a future meeting to approve the transfer in accordance with City Council direction to offset levy increases for the City Campus Projects, Page 2 of 3 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING OCTOBER 23, 2023 Next Meeting City Administrator/Finance Director Flaherty recommended the City Council hold a special meeting to discuss the 2024 Utility Budget. Mayor Stockamp motioned to schedule a special meeting on November 27, 2023 at 5:30pm, seconded by CM Goede. All in favor. Motion carried 5-0. 2. Fire & Emergency Services —Identity and Branding Discussions. Emergency Service Director Rausch presented information regarding apparatus color(s) and design. The vehicle requirements and preferences were reviewed, including: reflective striping, aluminum rollup doors, all aluminum cab and body, graphics and striping design, final graphic layout, and base color choices. Rausch said the organization will be called Otsego Fire and Emergency Services. Rausch presented several examples of different color combinations. Mayor Stockamp has reached out to several fire departments and red is the recognized color for fire vehicles. Following a lengthy discussion, the City Council agreed to use Pierce No. 90 classic red and white combination, with the red being on the top; and a classic stripe. The graphics package, logo, and font can be determined later into the build. CM Dunlap motioned to use classic red and white combination for the fire and emergency services vehicles as discussed, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Adjourn.
