OTSEGO CITY COUNCIL MEETING

Call to Order:
Mayor Stockamp called the meeting to order at 7:05 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Engineer Ron Wagner, City Planner Daniel
Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Open Forum:
Mayor Stockamp opened the Open Forum at 7:06 PM. No one from the public spoke.

2.Consider Agenda Approval:
City Administrator/Finance Director Flaherty stated an additional packet item was distributed
to the Council and is for a routine pay application for the Kittredge Crossings Park Shelter
Repair Project.
CM Dahl motioned to add the item to the consent agenda as Item 3.14, seconded by CM
Dunlap. All in favor. Motion carried 5-0.
CM Dunlap motioned to approve the agenda as amended, seconded by CM Dahl. All in favor.
Motion carried 5-0.

A. Presentation by City Engineer.
B. Consider Adopting Resolution 2023-74 Ordering Feasibility Report.
City Engineer Wagner reviewed the staff reports and presentation for each of the three items.
Mayor Stockamp noted an incorrect street referenced for item 4.2. City Engineer Wagner will
correct the street as noted.
CM Dunlap motioned to adopt Resolution 2023-72 approving Hakanson Anderson to prepare
plans and specifications for the 2024 Street Maintenance Projects, to adopt Resolution 2023-
73 approving Hakanson Anderson to prepare plans and specification s for the 2024 Mill and
Overlay Project, and to adopt Resolution 2023-74 ordering the preparation of feasibility
report regarding improvement of streets within the Vasseur’s Oak Grove 3rd and 4th Additions
and Halls 1st, 2nd, and 3rd Additions areas, seconded by CM Dahl. All in favor. Motion carried
5-0.
5. City Council Reports and Updates:
The City Council had no updates.

6. Staff Reports and Updates:
City Administrator/Finance Director Flaherty said the recruiting for the IT position closes this
Friday and City offices will be closed next week on Thursday and Friday for Thanksgiving.
City Clerk Etzel said election judges are needed for the upcoming 2024 elections, information is
available on the website.
City Planner Licht said the November 20th Planning Commission meeting is canceled due to a
request from the applicant to delay their public hearing until January.
City Engineer Wagner had project updates regarding: east-water connection project, Palmgren
Avenue reopened, and Otsego Creek water project. CM Dunlap noted the east-west
connection piping appears to get smaller. City Engineer said the piping does go from 16” to 12”.
Sergeant Jason Oltmanns, Wright County Sheriff’s Office provided updates regarding: seasonal
parking reminders notices being placed on vehicles in violation of the ordinance, co-responder
program (social worker responding with sheriff’s office) started today, and scheduling of
deputies for the upcoming year.
CM Moores asked to have seasonal parking added to the website. CM Moores asked about the
availability of co-responder program and CM Goede asked if a social worker was paired with
one deputy. Sergeant Oltmanns said the co-responder program is 8 AM to 5 PM and explained
the current process to match deputies with social workers.

CM Dahl motioned to adjourn at 7:26 PM, seconded by CM Dunlap. All in favor. Motion
carried 5-0.
