WATER SOFTENER SURVEY Reminder to City water users to complete our Water Softener Survey! The overuse of water softeners is a major cause of salinity (salt) in wastewater, which could end up in nearby bodies of water. By not using your water softener as frequently, you can save money on electricity, softener salt, and water. Some things to remember: • Check the softener settings to make sure they are at an optimal hardness level (City of Otsego is an average hardness of 15 grains per minute). • Change the timer to a demand-based softener, which will recharge only when needed based on water use. • A water softener may not be needed; or you may be able to use an alternative like a salt-free water softener, which does not use electricity or chemicals and creates no wastewater. Cutting down on salt use helps protect aquatic life, avoids potential fines, and extends the life of your home’s water pipes. As I am thinking back to warmer days, I want to take this opportunity and extend a sincere thank you to all of the organizations and volunteers who continue to make the Otsego Prairie Festival & Car Show the best it can be! This past September, we celebrated the Prairie Festival’s 22nd year with more than 11,000 people in attendance. My hope has always been for this event to continue to grow each year and we cannot do so and be as successful without the people who contribute their time, efforts, and talent to our community. The complete list of donors can be found on the festival website at otsegofestival.com Now, looking ahead to winter fun, snowmobiling continues to be a popular activity in Otsego, which is available due to the efforts of the Otsego River Riders. Otsego River Riders works with the City and local land owners to answer questions or address concerns related to snowmobiling in the community. The City Council greatly appreciates the efforts of the Otsego River Riders and encourages snowmobilers in the community to support the club efforts to help keep trails open in the City. Information regarding the Otsego River Riders is available at their website at otsegoriverriders.com or on Facebook. The Otsego River Riders meet at Wyndham Garden Hotel in Otsego on the first Thursday of the month between October and March with dinner and social hour starting at 6:00 p.m. and an official club meeting beginning at 7:00 p.m. The Wright County Snowmobile Association (WCSA) and member clubs like Otsego River Riders maintain approximately 300 miles of trails in Wright County, with approximately 26 miles of trails in Otsego. The trails that the WCSA maintain open on or after December 1, depending on conditions. The WCSA groomers start maintaining trails when there is 10 inches of snow on the ground, and continue to maintain the trails until March 31 (or as snow conditions allow). The trail map can be accessed via the Polaris Ride app; paper maps are available at local gas stations and restaurants, on the WCSA website (csatrails.com), and from the ORR club. People are reminded that while riding in the City of Otsego: • Snowmobiles may only be operated in the City between the hours of 8:00 a.m. to 11:00 p.m. Sunday through Thursday and between 8:00 a.m. and 1:00 a.m. on Friday and Saturday. Please contact Medicare.gov or 1-800-MEDICARE to get information on all of your options. 3www.ci.otsego.mn.us TRUTH-IN-TAXATION MEETING The annual Truth-in-Taxation meeting will be held on Monday, December 11 at 7:00 p.m. The meeting is held to provide a forum for input and questions from the public regarding the proposed budget and property tax levy. At this same meeting, the Otsego City Council will consider adopting the: 1) 2024 Operating Budgets; 2) Property Tax Levy for Taxes Payable in 2024; and 3) 2024-2033 Capital Improvement Plan. 2024 PRELIMINARY PROPERTY TAX LEVY The Otsego City Council adopted the preliminary property tax levy on September 25. During five City Council meetings, City Council and Staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing a tax levy of $11,148,427, which is an increase of $1,818,404 (19.49 percent). The following graph charts the change in the City’s property tax levy compared to tax capacity (tax base) over the past 10 years. The tax rate is a simple measurement that calculates the property tax levy compared to the tax base. The City’s tax rate has been decreasing each year since 2013. The tax capacity (tax base) is estimated to increase approximately 23 percent based on continued new residential, commercial, and industrial development. The estimated tax rate resulting from the tax levy and tax capacity is 28.625, which is a decrease of 3.20 percent from 2023. When compared against statewide 2022 tax rates for cities with a population between 15,000 and 25,000, the Otsego tax rate of 28.625 compares favorably with the average of 51.54. Questions? At the Sheriff’s Office, we certainly see an increase of theft of packages from your patio or door step. With all the gifts being shipped, it becomes an easy target for someone to simply walk up to your front door and snatch it. This type of theft can be difficult to counteract simply because the draw of front door delivery is the convenience. Most delivery services offer signature requirements; however, this takes away most of the convenience factor and is seldom used. Maybe simply using signatures for those high price items is a fair compromise. We’ve seen some interesting security features you can purchase like a full size bench for the porch that doubles as a lock-box for deliveries. The most common doorbell cameras also have package delivery notifications so you are notified by phone when it’s dropped off. Similarly, theft right from your mailbox comes and goes in waves. Cash, gift cards, checks, and credit card information are again sometimes easy targets. The postal service and local law enforcement agencies in the past few years have seen a dramatic spike in overall mail theft numbers. For those who travel out of state for the winter, either short or long term, the Sheriff’s Office has some services that can give you some peace of mind. Either our deputies or reserve unit conduct “home checks” on residences if requested by homeowners. Essentially, you can let us know you are out of town and we will make a note in the computer system to keep an eye on your address. You can notify our dispatch of these requests; all we ask is for how long you’ll be out of town, what cars will be in the driveway, any lights that are going to be left on, and a contact number. We suggest saving our non-emergency and dispatch numbers in your phone. If you find yourself getting off the plane in Miami and realize you forgot to close your garage door, we’d much rather respond to close your garage door then have a burglary when you get home. If you have specific security concerns for your home, request to speak with a deputy. Wright County processes early voter registration, which must be completed at least 21 days before Election Day. In-person Election Day registration is also an option. Voters could submit a vote once a day, every day, and voted in person at the Prairie Festival as well. At the October 23 City Council meeting, the 2023 Photo Contest winners were awarded. The winning photo, as well as the title and photographer, are shown on this page. 2023 Online Viewers’ Choice DAIRY FARM IN WINTER BY LAUREN BERNING WHAT A RIDE BY LOREN GREEN 2023 Prairie Festival Viewers’ Choice 7www.ci.otsego.mn.us SHOVEL FIRE HYDRANTS The City is requesting your help in keeping fire hydrants accessible. Snow piled or shoveled close to hydrants restricts operation during a fire emergency. Please clear a three-foot circle around the hydrant near your home to assure easy access for the fire department. SIDEWALK SHOVELING Property owners are responsible for removal of snow, ice, and other debris from concrete sidewalks adjacent to their property within 36 hours after the snowfall has stopped. Per Minnesota State Statute 160.2715, it is unlawful to plow snow onto the road. Recommendation: To minimize plows filling an already- cleared driveway with snow, residents should pile shoveled snow downstream of plowing operations – on the right side of the driveway when facing the street – to avoid having the snow plow push it back onto the driveway. Residents should clear a pocket on the left side of the driveway (when facing the street) for plows to drop snow. SNOWPLOW SAFETY Otsego plows approximately 134 linear miles of city streets, which equates to 311.1 actual lane miles. Crews also plow 160 cul-de-sacs, 23.4 miles of bituminous trail, and 1.9 miles of sidewalk. Plowing activities begin whenever road conditions make driving difficult and are also dependent upon the time of day, current snow depth, and forecast. Larger roadways and collector streets are plowed on a priority basis followed by residential streets. Cul-de-sacs are plowed curb-to curb after residential streets are cleared. Sidewalks or trails near schools are cleared after roadways are cleared. Motorists are also urged to use caution during winter weather conditions and be aware of possible city, county, and MNDOT snowplowing operations. The street behind the plow will be the safest place to drive. Fully equipped trucks weigh as much as 66,000 pounds, 15 times more than an average car. Stay back, stay alive. Slow down and stay behind the snowplows. Drivers should allow at least five car lengths between their vehicles and snowplows. Please educate children on the dangers of snow removal and make sure they play safely. Please remind them to: • Never build tunnels or snow forts in the snow banks near the street. The force and weight of the snow coming off the plows can collapse the tunnels or forts and harm the child. • Keep sleds and toys out of the street and away from the edge of the road. Snow banks make it difficult for plow drivers to see children playing in these areas. Children should never play near the edge of the road. • Stay away from the plow. If a plow is on your street, children should stay back at least 20 feet or more from the road. It is best to have children play near the house as the snowplow approaches and stay there until the plow has passed. Wright County clears the snow and ice from the county roads within Otsego. For issues related to snow removal or maintenance on a County road, please call 763.682.7384. 8 2023 Winter Otsego View WINTER PARKING • There is no parking on any public street between 2:00 a.m. and 6:00 a.m. starting annually on November 1 and running through April 30. Vehicles parked on public streets during these hours are subject to immediate ticketing and/or towing. • There is no parking on any public street after a snowfall of two inches or more until after the street has been plowed to its full width. Vehicles parked on public streets during a snow emergency are subject to immediate ticketing and/or towing. The City Council would like to thank all the current Advisory Commissioners as well as past Commissioners for their service to the City of Otsego. Planning Commission The Planning Commission shall have such duties as assigned in State Statutes and the City Code. The Commission shall act in an advisory capacity to the City Council in all such matters including, but not limited to: • To prepare and keep current a Comprehensive Plan for meeting present requirements and such future needs as may be foreseen, based on demographic and statistical trends and data available. • To establish principles and policies for guiding action affecting development in the City and its environs. • To prepare and recommend to the City Council ordinances, regulations, and other proposals promoting orderly and economically sound development along lines indicated as desirable by the Comprehensive Plan. • To determine whether specific proposed developments conform to the principles and requirements for the Comprehensive Plan and City Code. • To keep the City Council and the public informed and advised as to all planning and development matters. Parks and Recreation Commission The duties and functions of the Parks and Recreation Commission shall be as follows: • Develop and recommend to the City Council a Comprehensive Plan for development of the future parks and trails system. • Provide recommendations and act in an advisory capacity to the City Council regarding parks, trails, facilities, park maintenance, and related capital improvement projects. • Study of current recreation programs and desires of citizens for such services. Public Safety Commission The Public Safety Commission is appointed by the City Council and is charged with developing a citizen complaint procedure, promoting public interest in and an understanding of police work. They serve as a forum for the citizens of Otsego to voice their opinions regarding community safety, police, fire, and ambulance services. Heritage Preservation Commission The City Council appoints an advisory commission known as the Otsego Heritage Preservation Commission (OHPC), made up of five residents having an interest in historic preservation. The heritage of the City is among its most important assets and the OHPC works to safeguard this heritage by preserving sites and structures and documenting the history of the people and events in the community. The OHPC helps to foster civic pride in notable accomplishments of the past. Learn more about how to get involved with the City of Otsego. Watch for applications to join the committees, which will be available December to January. Each member serves a four-year term, with the term commencing on March 1, 2024. Teenagers 14-17 years of age may ride on City streets with a valid snowmobile certificate in their possession. • On City streets with curb, snowmobiles must be ridden on the street, single file in the direction of traffic as close as practical to the curb; where no curb exists, snowmobiles may ride off the paved surface but not more than 6 feet from the edge of the pavement. • The City has designated residential areas available on the City website where snowmobiling upon City streets is prohibited except to go to/from your property to a designated trail. Snowmobiles may not exceed 10 MPH within these designated residential areas. • Use of any motorized vehicle on City trails and sidewalks is prohibited except for a person operating an electric personal assistive mobility device. The City Council also appreciates that all snowmobilers in the community be safe and respectful of their neighbors and their private property. Two of these organizations are featured here. GIFTS ANONYMOUS Gifts Anonymous, an outreach program of the Otsego Lions, collects new, unwrapped gifts and cash donations to help area families each holiday season. Parents or guardians can choose items, including toys, winter gear, stocking stuffers, and wrapping paper. The Otsego Parks and Recreation Department will be allowing participants to register for winter and spring programs. Preregistration is required for every event and program. No on-site registration will be allowed. Mayor Jessica Stockamp came prepared for the cold, dressed in warm snowmobile gear with her vintage sled. She greeted over 1,400 attendees. There were more trick-or-treat stations this year. The new Bubble Station was one of the crowd favorites. Council Member Brittany Moores and her daughter Marla created gigantic bubbles for the kids to “‘POP” and handed out little pumpkin bottles of bubble solution. Thanks to everyone who dressed up in Halloween attire. We loved all the costumes and smiles. It looked like everyone had a fun time.
