2023.11.13 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, NOVEMBER 131 2023 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, City Planner Daniel Licht, City Engineer Ron Wagner, and City Clerk Audra Etzel, 1. City Campus Protects — Progress Report. Wold Architects representatives Karl Schmidt and Jonathan Loose, and Kraus -Anderson representative Dan Kjellberg provided a progress report on the City Campus Projects, Mr. Loose noted this is the end of the design development. The updated drawings have been sent to Kraus -Anderson for updated cost estimates. Mr. Loose said the City Hall and Public Works expansion would be bid at the same time for cost savings. Mr. Kjellberg confirmed it is best to go out for bids now to capture the lowest bids. Mayor Stoclamp asked what are the anticipated cost savings to do both projects at the same time? Mr. Loose and Mr. Kjellberg noted it is difficult to provide an estimate but discussed the project factors that would provide the anticipated savings. Mr. Loose outlined the upcoming timeline saying the drawings would be finished in December for bid authorization, bidding in January, and the contract awards considered in February. Mr. Schmidt reviewed the proposed City Hall drawings including: the site plan, floor plan, exterior elevations, exterior renderings, and interior views. City Council reviewed the City Hall renderings and discussed: final square footage, public access on the west side, storage area for elections equipment, bathroom requirements, secure access to employee space, employee exits, mechanical room and access to the roof, the garage will store two passenger vehicles, benches under canopy entrance, front counter barrier options between staff and public, city council chamber window and wall options, flag location, north- east door to council chambers, open office spaces design, and lunchroom design. CM Dunlap asked about adding a time capsule and/or cornerstone to the project. The City Council agreed this would be a good addition. CM Moores motioned to schedule a special meeting for a public hearing for financing %J the City Hall Campus Project on December 11th at 5:30 PM, seconded by CM Goede. All in favor. Motion carried 5=0. Mr. Loose presented drawings of the public works facility expansion project. The City Council would like for the back walls to be repurposed in the expansion, if possible. 2.
