City staff recommends the City Council continue the Memorandum of Agreement with the Minnesota Department of
Health for radiochemistry blending strategies.

BACKGROUND/JUSTIFICATION:
The City of Otsego’s Public Water System has maintained an ongoing agreement with the Minnesota Department of
Health to comply with National Primary Drinking Water Standards for Gross Alpha and Combined Radium. These
contaminants are naturally occurring in ground water and at levels sufficient to limit water production from this source
and establish a blending strategy with lower-level sources to ensure drinking water standards are met.
The attached agreement includes a sampling schedule which defines future year’s water rate quantities and production
framework from the elevated wells. Sampling results continue to trend increasing levels of radiochemistry. The City is
diligently expanding infrastructure, identifying new water source locations and evolving to water treatment technologies
to fully abate radiochemistry concerns. Legal and staff has reviewed the agreement supporting full execution to define
water production operations.
