City staff is recommending the City Council order Advertisement for Bids for the City Campus Facilities Project.

BACKGROUND/JUSTIFICATION:
The City initiated a Facility Space Needs Study (the Study) due to the need for vehicle and equipment storage for public
works, as well as current and future staffing needs based on the City’s long-range plans.
In November 2020, the City sought proposals to develop the Study and entered into an agreement with Wold Architects
and Engineers (Wold) to complete the Study in February 2021. The Study developed a program that will provide the City
spaces to successfully conduct Council and Commission meetings, provide spaces for public use, deliver high quality
customer service and programming, and maintain and securely store municipal vehicles and equipment for the next
twenty years.
In November 2022, the City Council evaluated two phasing options for completion of the City Campus Facilities Projects
(the Project). Each of these options delivers on the recommendations of the Study. In December 2022 the City entered an
agreement with Wold to perform architectural design services.
In February 2023, the City sought proposals for Construction Management Services and in July 2023, entered an
agreement with Kraus-Anderson Construction Company to provide services for the Project.
This process has developed into a proposal for construction of new facilities and expansion and renovation of existing
buildings within the City Campus consistent with the City’s strategic vision to proactively expand infrastructure to provide
core services.
The Project design has been completed where the next step is to order the advertisement for bids. Pending Council
approval, the bids would be advertised on the City website and through an electronic construction site administered by
Kraus-Anderson. Bids will be received up until January 30, 2024, with City Council consideration of award in February
2024.

Re: Request to Solicit Bid Package 1 New City Hall and Public Works Expansion for Bids
Dear Adam & City Council,
The New City Hall and Public Works Expansion projects are at the stage of preconstruction
where the next step is to solicit for bidding. The breakout for this Bid Package is illustrated
below with a total project cost of $26,454,145. Construction costs for this Bid Package are
estimated to be in the amount of $20,913,295. The remaining Future Bid Package(s) are
still in the early stages of design that will pick up again once bids are received for this first
Bid Package.
The schedule for this Bid Package is anticipated as follows:
Final Construction Documents Issued: December 22nd, 2023
Issue/Advertise for Bids: January 4th, 2024
Receive Bids: January 30th, 2024
Request Council Approval to Award Contracts: February 12th, 2024
