Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Laurie Jones, Vern Heidner, Tracy Kincanon, and Pam Black Also Present: Mayor Jessica Stockamp and Councilmember Ryan Dunlap Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland 1. Announcements No announcements. 2. Consider the Following Minutes 2.1 September 5, 2023 Planning Commission Meeting Vice Chair Stritesky motioned to approve the September 5, 2023 minutes as written. Commissioner Black seconded. All in favor. Motion carried. 7-0. 3. Public Hearing Item: 3.1 Kwik Trip Conditional Use Permit City Planner Licht gave the planning report. Nicholas Newman, Kwik Trip Inc., LaCrosse, Wisconsin was present (via Zoom). Mr. Newman stated his objection to the conditions regarding the semi-truck parking as not relevant to this request and would not agree to them. City Planner Licht stated the overall functionality of the parking situation is relevant to the Conditional Use Permit amendment. City Planner Licht stated the conditions are reasonable and Mr. Newman’s objection is noted. Chair Offerman opened the Public Hearing at 7:10 p.m. No public comments heard. Chair Offerman closed the Public Hearing at 7:11 p.m. Vice Chair Stritesky asked if changing the conditions regarding semi-truck parking was allowed. City Planner Licht stated because the amendment is related to parking within the site that the Planning Commission or City Council have the ability to add or modify conditions applicable to MINUTES OF OTSEGO PLANNING COMMISSION October 2, 2023 Page 2 of 2 said parking. City Planner Licht said that the Planning Commission could modify or delete any or all of the proposed conditions if it chose to do so. Vice ChairStritesky asked Mr. Newman why they object to the conditions when they would serve to improve site operations and potentially improve business. Mr. Newman responded that semi-truck operators must take a minimum time off from driving and the business provides a location for drivers to stop and park for this period. Commissioner Black asked how this would be enforced. City Planner Licht said it would be complaint based and the parking onsite would be monitored if necessary due to a complaint. City Planner Licht noted the store operator has responded well with any recent requests from City staff regarding semi-truck parking issues. Commissioner Foster asked for clarification regarding date on the planning report presentation. City Planner Licht stated there was a typo on the document. Chair Offerman stated he is in favor of adding 10 stalls for employee parking. Commissioner Heidner stated this was not intended to be a truck stop when it was approved noting the required removal of the semi-truck operator amenities from the store and limits put on the number of semi-truck parking stalls. Commissioner Jones stated the conditions are reasonable. Commissioner Black motioned to approve the Kwik Trip Conditional Use Permit subject to the conditions listed on the planning report dated September 26, 2023. Commissioner Jones seconded. Motion carried 7-0. 5. Updates 5.1 Updates on City Council actions Mayor Stockamp updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht noted the October 16, 2023 will be canceled due to no pending applications. 6.
