01-09-06 CCOTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL JANUARY 91 2006 6:30 PM 1 Mayor Larry Fournier will call the meeting to order. Mayor Fournier called the meeting to order at 6:30 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Dan Scharber, Jessica Stockamp and Mark Thorsted. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Andrew MacArthur, City Attorney; Dan Licht, City Planner; Ron Wagner, City Engineer and Brad Belair, Public Works Director. Plebe of Allegiance: Mayor Fournier led in the Pledge of Allegiance. 2 Consider agenda approval. Mayor Fournier requested to remove Item 7.1.; add Item 10.3. Set City Council Workshop for Transportation Issues; add Item 8.2. Traffic Study including Kadler Avenue Interchange and add Item 8.3. Otsego Creek Cleaning Update. Mike Robertson requested to add Item 10.3. Appoint someone to Wright County Planning. CM Scharber motioned to approve the amended agenda. Seconded by CM Heidner. All in favor. Motion carried. 3 Consider the following minutes. 3.1. December 27 2005 Council Meeting. CM Heidner requested to remove the update regarding MEADA. CM Heidner motioned to approve the City Council Minutes as amended. Seconded by CM Stockamp. Voting For the Motion: Mayor Fournier, CM Heidner, CM Stockamp and CM Thorsted. Abstained: CM Scharber (did not attend the meeting) Motion carried. 4 Open Forum: (5 minute limit) 4.1. Special resentation• HPC/Peavey House Discussion. Ron Black, Chair of Heritage Commission, stated he has looked into possible uses of the Peavey House. One possibility is to lease to the organization called ",Love Elk River", an organization that provides transition housing for people. Mr. Black will get more information and requested to continue this discussion to February 13, 2006 City Council Meeting. Ron Tong stated that he feels the Otsego River Riders (Snowmobile Club) has done a good job putting up signs but he is concerned with the snowmobiles running on boulevard areas and making a mess of lawns. 5 Consent Agenda (Non -controversial items). 5.1. Approve Claims List. 5.2. Approve Resolution No 2006-01 Establishing Depositories for City City Council Meeting of January 9, 2006. Page 2. Funds. 5.3. Approve Resolution No. 2006-02 Adopting an Official Newspaper. 5.4. Approve 2006 Pay Equity Report. 5.5. Approve Pay Reguest #10 to Gridor for $474,785.00 WWTP East III. 5.6. Approve payment $19,156.86 to Bonestroo for Engineer service WWTP East III. 5.7. Approve Pay Request #4 to Oertel Architects for $56,548.00 Otsego Public Works study. 5.8. Approve Resolution 2006-03. Morrie Calman, Inspector at the East Wastewater Treatment Plant updated everyone on the construction of Phase III. Mayor Fournier requested to remove Tim Rochel's Claim for mileage from the Claims List. CM Heidner motioned to approve the Consent Agenda as amended. Seconded by CM Stockamp. All in favor. Motion carried. 6. Public Works. 6.1. Review Sewer & Water Emergency Plan. Kurt Neidermeyer, People's Service, he reviewed the plan. Mayor Fournier suggested adding another electrician in the plan. 6.2. Lawn mowing proposal. Brad Belair went over the proposal. The Council requested to clarify the fuel surcharge in the contract and update Brad's suggestions and bring back. 11.2. Storm Damage Insurance Estimate Report Brad Belair said he reviewed everything with the Insurance Adjuster. The Council directed Mr. Belair to re -roof the old school house and repair the City Hall air conditioner. The Council also directed Brad not to start any repair on the Peavey House. Brad also updated the Council on his staffs Otsego Creek Clean Up. 7. Dan Licht, City Planner. 7.1. Final plat approval for Great River Centre of Otsego. (This was tabled to the next City Council Meeting) Mike Robertson said that Wright County is going to update their Comprehensive Plan and requested a representative from Otsego. The Council agreed with Mike's recommendation to have Staff keep informed of the progress and if needed send Dan Licht. 8. Ron Wagner, City Engineer. 8.1. Set date for information meeting for Christian Acres Improvement. Ron Wagner went over the proposed improvement. The Council set February 1, 2006 at 7 PM for the Information Meeting. City Council Meeting of January 9, 2006. Page 3 8.2. Traffic Study including Kadler Avenue Interchange. The Council directed the City Engineer to bring back an estimated cost and description of what would be studied. 8.3. Otsego Creek Clean Ug. Ron Wagner is working with Brad Belair and will January 18, 2006 Information Meeting. 8.4. Any other Engineering Items. Mr. Wagner said he has reviewed the VFW Ponds and he will be contacting the contractor. 9. Andrew MacArthur, City Attorney. There were no legal items. 10. Council Items. 10.1. Motion carried. 10.3. City Council Workshop Mayor Fournier set Friday, January 13, 2006 at 9 AM for a City Council Workshop regarding transportation with Terra Development. 11. Mike Robertson, City Administrator. 11.1. Discuss proposed 2006 Project Priorities The Council directed to move the Personnel Manual Update up to Number 1 under the City Administrator; start advertising for a Building Inspector soon and move up the Kadler Avenue Interchange as a higher priority. 12.
