Call to Order:
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Laurie
Jones, Vern Heidner, Tracy Kincanon, and Pam Black.
Also Present: Mayor Jessica Stockamp and Councilmember Ryan Dunlap.
Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland.

2. Consider the Following Minutes
2.1 October 2, 2023 Planning Commission Meeting
Commissioner Black motioned to approve the October 2, 2023 minutes as written.
Commissioner Kincanon seconded. All in favor. Motion carried. 7-0.
3. Public Hearing Item:
3.1 Villas of Kittredge Crossings
City Planner Licht gave the planning report.
Paul Tabone with Centra Homes, 11460 Robinson Drive NW, Coon Rapids was present. Mr.
Tabone stated he agreed with the planning report. Mr. Tabone said there was a change in the
market and they are reducing the number of dwelling units by 6 to change twin homes to single
family homes.
Chair Offerman opened the Public Hearing at 7:06 p.m.
No public comments heard.
Chair Offerman closed the Public Hearing at 7:06 p.m.
Commissioner Heidner asked about the building size of the homes. Mr. Tabone stated the
homes will be long and narrow 2 story dwellings.
Chair Offerman asked about the trail completion and voiced concern of this being delayed
again. Mr. Tabone said he understands this is a concern with the project and will work with the
city to complete it. City Planner Licht stated an easement is needed from Centra Homes to
Otsego Planning Commission

complete the trail and that is part of the delay. Chair Offerman expressed concern with the
property (grass, light poles, etc.) City Planner Licht stated Centra Homes stepped in and fixed
those maintenance issues this summer. Chair Offerman asked about trees located in the
sidewalks on the preliminary grading and drainage plan. City Planner Licht stated the trees are
required to stay or be replaced on Kittredge Parkway.
Vice Chair Stritesky asked about the timeline for completion. Mr. Tabone stated phase 1 is near
completion, intention of starting phase 2 summer of next year.
Vice Chair Stritesky motioned to recommend approval of vacation of drainage and utility
easements, Villas of Kittredge Crossings PUD Development Stage Plan Amendment and
Preliminary Plat amendment subject to the conditions listed on the planning report dated
December 14, 2023. Commissioner Heidner seconded. Motion carried 7-0.

Mayor Stockamp updated the Planning Commission on recent City Council actions.
5.2 Updates on future Planning Commission Items
City Planner Licht noted upcoming Planning Commission meeting items.
6. Adjourn.
Vice Chair Stritesky motioned to adjourn. Seconded by Commissioner Kincanon. All in favor.
Motion carried 7-0.
