Development The City had a busy 2023 with completed projects including Due North Car Wash, ALDI, Michael’s, Smile Orthodontics, New Century Service, Blu Dot, Dakota Supply Group, and Satellite Shelters. A few projects started in 2023 are nearing completion and should be open for service early in 2024 including Starbucks, Kennedy Vision, and The Little Gym. The City approved a number of projects in 2023 that have not yet broken ground, but are expected to begin construction in 2024 including O2B Kids Daycare, Christian Brothers Automotive, R&L Carriers, and a retail center with spaces for three future tenants, two of which have been indicated as quick service food. An appointment to serve on an advisory commission is a wonderful way to become involved in your community. Appointed members have staggered terms to provide for continuity in the work undertaken by each commission while allowing opportunity for change over time. Each year, the City will advertise openings for each commission in December through early January. Candidates are interviewed by the full City Council and appointments begin in March. Members of the advisory commissions attend meetings with a Council representative along with a City staff liaison to review and make recommendations to the City Council on decisions that come before them. The Parks and Recreation Commission considers opportunities for recreation programs and reviews development plans for new City parks and trails. The Planning Commission works to establish the long-term vision for Otsego through the Comprehensive Plan, formulates development regulations, and reviews proposed projects. The Public Safety Commission will be particularly active in the coming months working with the Emergency Services Department on establishment of City fire protection services, along with coordination with the Wright County Sheriff’s Office and local ambulance services that cover Otsego. The Otsego Heritage Preservation Commission plays a significant role in documenting the history of the community as well as the ongoing change that is occurring. All the commission members serve the City with little recognition, but their contributions to the community and the decisions the City Council makes are irreplaceable. As we look ahead to all the great things that we have planned for 2024, I wanted to take the time to personally thank all the City Council advisory commission members who continue to serve our community. There may be a favorite restaurant or store residents would like to see in the community or the same franchise in close proximity. It is a common misconception that the City controls the number of restaurants, gas stations, or stores in Otsego or chooses the franchises that locate here. These decisions are made almost entirely by the private sector based on trade areas, market demographics, and competitive locations, as well as agreements with existing franchises. The City defines the type of land uses that are to be developed within Otsego generally as residential, commercial, and industrial as part of the Comprehensive Plan in specific locations to plan necessary transportation and utility infrastructure to support the designated use. The Zoning Ordinance establishes districts that allow for similar and complementary uses within these residential, commercial, and industrial areas and sets forth standards like exterior materials, minimum lot area, setbacks, number of parking stalls, landscaping, signs, lighting, and stormwater management. Once the Comprehensive Plan is adopted and zoning districts are established, a landowner has entitlement to develop provided the use complies with the standards set by the City. City has limited authority to pick and choose which businesses will develop and would likely face a lawsuit if an allowed use were not approved without cause. More information about the Comprehensive Plan and development process is available for reference on the Planning Department page of the City website. ZIP CODES The United States Postal Service determines zip codes and zip code boundaries. Otsego properties are served by five post offices, each with a separate zip code: 55301, 55330, 55362, 55374, and 55376. Having multiple zip codes is not unusual for a City that is a former rural township. Because the USPS is not adding new post office locations, it is unlikely Otsego will have a single zip code specific to the City boundaries. USPS and area postmasters have approved the use of “Otsego” as a mailing address within the City regardless of zip code. Using “Otsego” as part of your address helps better identify the City and strengthen community identity and we encourage you to include it on all of your mailed correspondence. ANOKA • RAMSEY • ELK RIVER 4 2024 Spring Otsego View A STATEMENT FROM THE EMERGENCY SERVICES DIRECTOR Daryl Rausch Otsego’s Commitment to Enhanced Emergency Services In 2018, the City of Otsego embarked on a comprehensive evaluation of its current fire and emergency services. Operating under contracted departments with a predominantly volunteer staffing model, the City Council recognized the imperative need for a response model and service levels more appropriate to a growing suburban community to ensure the utmost safety for Otsego residents. On November 21, 2022, understanding the urgency for transformative action, the City Council was presented with a compelling recommendation to establish an independent Emergency Services Department. This strategic shift underscores the importance of improved response times, localized control, tailored emergency response strategies, rapid adaptability, enhanced resource allocation, community engagement, and alignment with organizational values. This proposal also led to the appointment of Daryl Rausch as the Emergency Services Director in 2023, bringing leadership to the City’s emergency response efforts. Following this appointment, meticulous planning ensued, culminating in the City Council’s adoption of City of Otsego Resolution Number 2023-78 on November 27, 2023. This resolution formally approved the establishment of the Otsego Fire & Emergency Services Department, marking a significant milestone in the City’s commitment to enhancing safety, fortifying emergency preparedness, and ensuring the welfare of its growing community. To address the current long lead times and rising costs for equipment acquisition, a dedicated fleet of fire apparatus has been ordered. By early 2026, the first two apparatus — a structural firefighting engine and a 2,500-gallon tanker — should be delivered, followed later in the year by a rescue engine and a 110-foot ladder platform. Currently, the department is conducting a detailed space- needs, staffing, and conceptual design study for the Emergency Services facility near 75th Street and Odean Avenue. Once this phase is complete, the City Council will approve moving forward with schematic design and initiating facility construction in 2025, with full department operation commencing on January 1, 2027. To involve the community in this crucial development, a community listening session and open house will be hosted in the spring to present the initial design and operational plans for the department. As the City continues to grow, so too does the demand for parks and recreation services in the community. Several planned and proposed projects in and around Prairie Park have led to the need for a park master plan based on community and stakeholder input. The Prairie Park master planning process began in August 2023, with City staff and park planners conducting an analysis of the existing conditions of the park. An Advisory Committee made up of City residents and stakeholders is guiding the process and providing detailed input on engagement, concept design, and implementation. Kitty Baltos, Chair of the Parks & Recreation Commission, serves on that committee. “Prairie Park is Otsego’s premier park in a system that is well developed and maintained,” she said. “Because of its high usage level, it’s important to ensure that the park continues to meet the needs and expectations of our growing community. This can be accomplished by looking at new trends in park development as well as listening to community members about what they want to see for the park.” In the fall of 2023, residents provided input on Prairie Park via an online survey and interactive map, resulting in almost 700 visits to the interactive map and nearly 400 survey responses. The results delivered many different ideas for park improvements with high interest in the following improvements: • New permanent restrooms to serve the splashpad, playground, pickleball courts, and ball fields • Ball field improvements, including new dugouts, ADA updates, shade structures, concessions, and restrooms • Playground and splashpad improvements, including shade options around both • Trail improvements and connections in the park and from neighborhoods to the park • Development of an indoor community recreation center The input gathered gave the Advisory Committee, City staff, and park planners direction on moving forward with development of concepts. Currently, the team is developing three concept plans for review and discussion with the Advisory Committee. The next steps in the process are to finalize the preliminary concept plans for future improvements, seek community feedback on the draft concepts at Prairie Park on May 14, and develop a preferred plan and implementation steps. The purpose of this notice is to notify property owners of the valuation and classification of their property for property taxes payable in 2025. Here is a brief overview of your property’s valuation, classification, and what to do if you have questions or concerns: Property Valuation The Assessor’s Office estimates market values based on the assessment date of January 2 each year. ESTIMATED MARKET VALUE Estimated market value is an estimate of the amount a typical buyer would pay for a property as of the assessment date. This value fluctuates annually based on changing market conditions and changes to individual properties such as new improvements. According to State Statute, Minnesota Assessors are to value property at 100 percent of market value. HOW DO WE ESTIMATE THIS VALUE? • By maintaining accurate and updated property records of every property in Wright County. • Verifying and analyzing the sales of real property that occur during the sales study time period. − By statute, the sales study time period occurs from October 1 through September 30 of the year preceding the assessment date. The 2024 Assessment sale study time period was from October 1, 2022 through September 30, 2023. − Only qualified sales involving a typical buyer and seller are considered in this analysis. Sales that are influenced by atypical factors are excluded. − A ratio study is developed comparing the previous year’s assessed value with the net sale price of the property. The Department of Revenue closely follows this study and uses it to ensure accuracy and uniformity of assessments in compliance with Minnesota property tax statutes. − A market condition and trending study is conducted by the Department of Revenue based on the sales used in the ratio study. This statistical analysis is used to trend sale prices forward from the sale study time period to the assessment date. • Adjusting values based on property type, neighborhood, style of property, or any other elements of comparison that are identified through the ratio study. This means that not all properties will see the exact same changes in value from year to year. PROPERTY CLASSIFICATION The property classification used for tax purposes is determined according to the use of the property as of the assessment date of January 2. • The property classification impacts the tax capacity of the property which determines the proportion of property taxes paid in the following year. Taxable Market Value x Classification Rate = Tax Capacity • Classification rates are set by State Statute. • The property classification for property tax purposes may differ from the zoning of the parcel. CONCERNS ABOUT YOUR VALUATION NOTICE If you disagree with the value or classification of your property, or you have general questions regarding the information on your valuation notice, please contact the Wright County Assessor’s Office by calling 763.682.7367. By contacting your Assessor, you will be able to: • Review your property data with the Assessor. The first step is to make sure that the data on record for your property is accurate. If corrections are needed, the Assessor will be able to make those corrections. • Review any factual data you have regarding the value of your property. This may be in the form of an unbiased appraisal, market analysis, sales data, or other property- specific evidence that indicates a value/classification that differs than what is on the 2024 Valuation Notice. If the evidence supports making a change to the property, the Assessor will be able to make those changes. Most questions and concerns are resolved through communication between the property owner and the Assessor. Concerns resolved at this level require no formal appeal and no further action by the property owner if completed prior to the scheduled Local Board of Appeal and Equalization meeting. FORMAL APPEAL OPTIONS If you continue to have concerns after communicating with your Assessor, there are more formal appeal options available to the property owners in the City of Otsego. 1. Local Board of Appeal and Equalization Meeting – April 23, 2024 at 6 p.m. If you wish to appear at this meeting, the steps below need to be taken. a. Contact the Wright County Assessor’s office at 763.682.7367 to be placed on the agenda. b. Schedule time for the Assessor to review your property if this has not already been done. Please note: For the Local Board to make a change to your assessed value, the Assessor must be given access to inspect the interior and exterior of your property per State Statute 274.01b. c. Prepare factual evidence and provide to the Assessor ahead of time. This ensures that the council has time to review the data prior to the meeting date. It is the owner’s responsibility to show clear and convincing evidence that the estimated market value or classification set by the Assessor is incorrect. 8 2024 Spring Otsego View d. Attend the meeting to present your evidence to the Council and answer any questions they have regarding your property. e. It is important to remember that the purpose of this meeting is to review the valuation and classification of the property for the 2024 assessment, taxes payable in 2025. Property taxes due in 2024 are based on the 2023 assessment and the timeline for local appeal options has expired. 2. County Board of Appeal and Equalization Meeting – June 17, 2024 at 4 p.m. If the Local Board of Appeal and Equalization does not resolve your concerns, you may then appeal to the County Board of Appeal and Equalization. • The process for appearing at the County Board is the same as the steps identified above for appealing at the Local Board of Appeal and Equalization. • For districts that hold a Local Board of Appeal and Equalization meeting, attendance is required at the local level prior to appealing at the county level. • Appointments for the County Board of Appeal and Equalization meeting must be made by June 10, 2024. 3. File a petition to the Minnesota Tax Court. For appeals that are not resolved through the Local and County Boards, the property owner retains the right to file in Tax Court. • The deadline to file in Tax Court is April 30 of the year in which the taxes are payable. The 2024 Assessment deadline is April 30, 2025. • Information regarding filing in tax court can be found via their website: mn.gov/tax-court. Residential development projects and new home construction slowed in 2023 with market factors such as interest rates and higher home values. The final number of new homes constructed was 221, which brings the five-year average to 388. The City is expecting a groundbreaking for Phase 2 of the River’s Edge Apartment complex near Trunk Highway 101 and County Highway 42 which includes 67 additional units. The City expects that 2024 new home activity will stabilize and possibly increase as the City recently approved a residential development called Anna’s Acres and has received a development application for another residential neighborhood on 70th Street NE between Maciver Avenue and County Highway 19. The State Demographer currently estimates the City’s population to be 22,705. Fire and Emergency Services After years of consideration, planning, and research studies, the City has taken the first step in developing a City-operated Fire & Emergency Services Department. Director Rausch was hired as the City’s first public safety focused position, and he started working for the City in July 2023. Rausch has already made significant progress for public safety in the community by developing branding for the department, developing relationships with neighboring cities and county partners, and identifying a project timeline for the department to be operational in January 2027. The City has ordered four apparatus for the department that were funded with federal aid dollars and City reserves, for which current and previous City Councils have been planning and saving for many years. The apparatus were the longest lead-time aspect of the department development, so it was vital to complete this step early in the process. The City Council recently approved Phase 1 of the Fire & Emergency Services Building Project, which will include development of a space-needs analysis, conceptual building design, and cost estimates for the building. The City has great partners on this project and is looking forward to hosting a Public Engagement and Listening Session sometime in the spring of 2024. Water Quality The City is currently in the design phase of a drinking water improvement project that is scheduled to initiate construction during 2024. The water treatment facility will be constructed at one of the City’s wellhouses and improve water quality by removing contaminants such as manganese, radium, and iron. The project is being primarily funded by an award of $3.4 million in Federal funding. This project, in conjunction with a watermain installation project completed in 2023, will allow for improved drinking water to be distributed throughout the City’s water utility system. The City’s Capital Improvement Plan budget outlines similar water treatment projects at each of the City’s wellhouses in the future. Parks and Recreation In 2023 the Parks and Recreation Department conducted a public engagement process including meetings and surveys to develop a conceptual plan for the City’s next neighborhood park, currently referenced as Ashwood Park. The City’s Heritage Preservation Commission is studying the history of this park land to provide an official name for the future park. This park addition is being completely funded with Park Dedication fees which are paid to the City with each new development project that occurs in the City. The park is currently preparing for the public bid process, with construction scheduled to begin in 2024, and will be located north of 75th Street and west of Odean Avenue. Over the past few years, the City has been developing conceptual plans for an improvement project at Carrick’s Landing Park, located on the shores of the Mississippi River near the Guardian Angels Riverview Landing Facility. In 2023, the City applied for an Outdoor Recreation Grant through the Minnesota Department of Natural Resources, and was successful, receiving an award of $350,000 to cover approximately 50 percent of the project costs. With the financial assistance the grant award has provided, the City is currently preparing the project for the public bid process, with construction scheduled to begin in 2024. New amenities of the park will include a shelter facility, additional paved trails, accessibility to the river’s edge, benches, signage, and a floating deck. Beyond these improvements, the City is also working to establish a rental equipment program that would allow the community to access the river at Norin Landing Park, float the river, and return equipment at Carrick’s Landing Park.
