01-02-24 Planning Commission Minutes OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER January 2, 2024 7:00 PM Call to Order: Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Pam Black, Vern Heidner, and Laurie Jones (*) Absent: Tracy Kincanon Also Present: Mayor Jessica Stockamp, Councilmember Ryan Dunlap, Councilmember Tina Goede (*) Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland (*) Attended via video conference (*) 1. Announcements No announcements. 2. Consider the Following Minutes 2.1 December 18, 2023 Planning Commission Meeting Commissioner Heidner motioned to approve the December 18, 2023 minutes as written. Commissioner Black seconded. All in favor. Motion carried. 5-0. 3. Public Hearing Item: 3.1 Wright-Hennepin Electric Cooperative Association substation City Planner Licht gave the planning report. Martha West with Wright-Hennepin, 6325 Eagle Lake Drive Maple Grove, was present and agreed with the planning report. Ms. West gave a summary on the substation project. Chair Offerman opened the Public Hearing at 7:21 p.m. Nancy Anderson, 9031 Mason Ave NE, asked for clarification on the notice that was mailed to her. City Planner Licht explained the public hearing notice map. Ms. Anderson asked how the proposed site was selected. Ms. Anderson also had concerns about grading of the site and impacts for the nearby creek/wetland. City Planner Licht stated there will be no impact to the wetlands according to the grading plan. Chair Offerman closed the Public Hearing at 7:29 p.m. MINUTES OF OTSEGO PLANNING COMMISSION January 2, 2023 Page 2 of 3 Chair Offerman asked the applicant to explain how the location is chosen. She spoke of the process of finding a parcel that meets their criteria and stated the process started in 2021. Vice Chair Stritesky motioned to approve the development of an electric substation for Wright-Hennepin subject to the 11 conditions listed in the December 27, 2023 planning report. Commissioner Heidner seconded. All in favor. Motion passed 5-0. 3.2 Coborn’s Expansion City Planner Licht gave the planning report. Tom Bruce, Rice Companies, applicant was present and agreed with the planning report. Chair Offerman opened the Public Hearing at 7:44 p.m. Kathy Coles, 15613 90th ST NE, voiced concerned with the current store noise, pollution, and traffic, and that she is opposed to the addition to the store. Chair Offerman closed the Public Hearing at 7:46 p.m. Commissioner Jones asked about the location of the canopy for the e-commerce area. City Planner Licht said that the accessory structure meets setback requirements and also does not obstruct a front view of the store. Commissioner Jones asked if the applicant was doing anything to help the west neighboring property with their concerns. City Planner Licht stated they completed the landscaping that was initially required and City staff has discussed operational changes with Coborn’s. Commissioner Jones asked about the delivery truck loading times and the noise concerning neighboring homes. Mr. Bruce stated that there are four to six trucks deliveries a day, but was unsure about the delivery times. Commissioner Jones asked about idling trucks and if there was a separate ordinance. City Planner Licht stated no. Commissioner Heidner voiced concern about traffic on west side of the building with trucks blocking through movements. Chair Offerman agreed with Commissioner Heidner’s concerns. City Planner Licht suggested two additional conditions, a 20-foot-wide fire lane be posted along the west curb subject and hours for truck delivery be made subject to City Council approval. Vice Chair Stritesky motioned to approve the expansion of Coborn’s PUD-CUP Amendment expansion subject to the 11 conditions stated in the December 27, 2023 planning report, and: MINUTES OF OTSEGO PLANNING COMMISSION January 2, 2023 Page 3 of 3 12. A 20-foot-wide fire lane shall be posted along the west curb line, subject to review and approval of the Emergency Services Director. 13. Allowed hours for semi-tractor/trailer and service vehicle deliveries shall be subject to review and approval of the City Council. Seconded by Commissioner Black. All in favor. Motion carried 5-0. 5. Updates 5.1 Updates on City Council actions Mayor Stockamp updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht updated the Planning Commission on upcoming planning items. 6.
