Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Planner Daniel Licht, Utility Manager Kurt
Neidermeier, Parks and Recreation Director Nick Jacobs, and City Clerk Audra Etzel.
1. South Central Water Treatment Plant — Progress Report and Proposed Scope of Worl<.
Engineer Scott Schaefer of AE2S reviewed the packet material and presentation.
Mayor Stockamp asked about the formula to remove the commercial usage from the per capita
usage (GPCD). Engineer Schaefer said the formula used for 2023 is an estimate, the numbers
will be updated once the data has been reviewed.
CM Dunlap asked about the water tower holding requirements. Engineer Schaefer said the
water towers do maintain enough water for emergenci wes needs.
Mayor Stoclamp asked how the maximum day demand (MGD) impacts the phasing if less water
is used? Engineer Schaefer said less usage would help, but the water demand is unknown.
Mayor Stockamp asked if Otsego is unique with their water usage compared to the surrounding
community? Engineer Schaefer noted the housing stock in Otsego is fairly new and most
homes have irrigation systems, drawing more water from the system. Engineer Schaefer said
public education to watering more efficiently would be helpful in promoting the reduction of
water usage. Mayor Stockamp asked to have more education included in the plan. Utility
Manager Neidermeier said the irrigation enforcement is a challenge for staff. City
Administrator/Finance Director Flaherty said staff will look into options to educate users.
Mayor Stockamp asked how much land is needed? Engineer Schaefer estimated 20-25 acres
would be needed for the water treatment plant and a well would require a lot similar to a
residential lot. Utility Manager Neidermeier noted staffing would be required at the water
treatment plant,
Engineer Schaefer estimates afour-month window to negotiate and complete the due diligence
of the potential sites. Utility Manager Neidermeier said the focus area for the site is in the
general area of the east -west connection.

City Administrator/Finance Director Flaherty said the rate study does factor in the estimated
project costs. CM Dunlap would like to see the water access charges be increased to help pay
for the growth. Mayor Stockamp said the growth is not the only reason, adding the quality of
the water to the existing users also needs to be factored into the formula.
The City Council concurred with the information presented.
CM Dahl at 6:45 pm motioned to continue this special meeting following the 7pm City Council
meeting, seconded by Moores. All in favor. Motion carried 5-0.
Mayor Stockamp reopened the special meeting at 8:32 pm.
Utility Manager Neidermeier did not rejoin the meeting. City Attorney Kendall joined the
meeting.
2. Closed Session —Develop Offer for the Purchase of Real Property (MN Statute 13D.05,
Subd. 3. C-3).
Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute
13D.05, Subd. 3. (C-3) to develop an offer for the purchase of property at PID #118-500-203201.
CM Dunlap motioned to close the meeting at 8:34 PM to enter a closed session to discuss PID
#118-500-203201 in accordance with Minnesota Statute 13D. 05, Subd. 3, C-3 to develop an
offer for purchase of real property, seconded by CM Dahl. All in favor. Motion carried 5-0.
Mayor Stockamp motioned to close the closed session at 9:07 PM, seconded by CM Goede.
All in favor. Motion carried 5-0.
Mayor Stockamp motioned to reopen the special meeting at 9:07 PM, seconded by CM
Moores. All in favor. Motion carried 5-0.
3. Adjourn.
CM Dunlap motioned to adjourn the meeting at 9:08 PM, seconded by CM Dahl. All in favor.
Motion carried 5-0.
