BACKGROUND/JUSTIFICATION:
The streets within the residential developments of Vasseur’s Oak Grove 3rd and 4th Additions and Halls 1st, 2nd, and 3rd
Additions were paved between 1977 and 1979, all were overlayed in 1999 with a sealcoat in 2005.
The existing roadway consists of a 3.5” bituminous surface approximately 20-24 feet wide. The streets are narrower than
the City’s typical section. The pavement is experiencing block, alligator, edge, and thermal cracking due to its age. Storm
water analysis of Vasseur’s Oak Grove 3rd and 4th Additions will be completed to determine if improvements are warranted.
The existing residential street surfaces have PCI (Pavement Condition Index) Ratings of 45 to 54, which is below the
average in the City of Otsego. Typically, pavements with PCI Ratings of 50 or less are in their final stages of useful life and
will need to be reconstructed or overlaid in the very near future.
The proposed improvements will include reclaiming existing streets to a depth of approximately 10”, shaping the reclaim
material and placing 3.5” of new pavement. Each street will be rebuilt to a total width of 20 feet for Vasseur’s Oak Grove
and 24 feet for Halls to keep them within the existing roadbed and mitigate the need for additional material and grading.
Typical street section will be rural, with a 1-foot aggregate shoulder, and existing ditches/swales to manage stormwater.
As part of the project, any existing centerline (crossing) culverts will be replaced and upgraded to concrete.
The City Council authorized the preparation of a Feasibility Report in November 2023 to determine what needs to be
completed to remedy the issues, determine a cost estimate, and allocate costs. A Public Hearing to present the study to
residents will need to be held to continue forward with the project with the potential for assessments in accordance with
Minnesota Statutes, Chapter 429.
The Capital Improvement Plan (CIP) included a budget in the amount of $1,186,019 for this improvement project. The
total estimated project cost is $1,198,472 and will be funded by special assessments in the amount of $159,432, and the
remaining balance of the project paid with funds from the City’s Pavement Management Fund.

I. INTRODUCTION
The purpose of this Feasibility Report is to present the City of Otsego with
a preliminary examination of municipal street improvements for the following list
of streets within Otsego, Minnesota. This report discusses the proposed scope
of improvements, preliminary cost estimates, and a project schedule.
For this project, there will be 11 residential streets to be rebuilt via
reclamation/repaving. Proposed reclaimed streets will mostly be funded by the
City with a predetermined assessment cost to the properties along those streets.
This report has been prepared in compliance with Minnesota State
Statutes 429 for projects resulting in special assessments.

The PCI rating for the 11 residential streets listed range between 45-54,
which is well below the average of all streets in the City of Otsego. A PCI rating
of around 50 indicates that structural degradation will accelerate, and thus require
more frequent repairs. When repairs of low PCI streets become a substantial
annual cost to the City, it is recommended that the street be reconstructed. In this
case, all the streets have had one asphalt overlay applied and one sealcoat.
Existing street surfaces are over 45 years old, with overlays being nearly
25 years old. The pavements are experiencing block, alligator, edge cracking, and
thermal cracking due to its age. As shown in the provided photos (pages 5-6), the
streets listed for this feasibility report have a very high number of patches.

II. PROPOSED PROJECT
The 2024 Street Renewal Project is scheduled to renew 11 residential
streets by reclamation and repaving. The streets to be rebuilt fall under a typical
rural street section (no curb) utilizing ditches and culverts to convey storm water.
The streets in Vasseurs Oak Grove Estates 3rd & 4th Additions are currently 20
feet wide and will remain at 20 feet wide. Streets within Halls 1st, 2nd, & 3rd
Additions are currently 24 feet side and will remain at 24 feet wide. Typical
sections are provided in Exhibit C.
In all cases, the road profile elevations will increase about 3.5 to 4 inches
for all streets due to the reclamation process, where it will grind, mix, and place
the existing asphalt and aggregate to be used as the new road base for asphalt
paving. The resulting combined asphalt/aggregate base is thicker and more
robust that the original base, thus substantially improving the structural strength
of the road.
Due to the increased road profile elevation, driveway entrances will be
modified to match the road. This will require removal of a portion of the existing
entrance (minimum of 5 ft in length) to suitable point where it can be sloped to
match the new road. Concrete drives will be sawcut at the nearest expansion
joint. All driveway entrances will be rebuilt in-kind.

III. INITIATION
The feasibility report was initiated by the City Council as the streets were
included for the 2024 Capital Improvement Plan. This was due to the PCI ratings
being some of the lowest in the City and in accordance with the City’s policy
regarding the streets renewal program.
IV. FEASIBILITY
From an engineering standpoint, the project is feasible and the value of
existing housing is positively benefited by accessing a bituminous paved street in
good condition. It can be accomplished as proposed and need not be constructed
in conjunction with any other project. The City and the persons assessed should
review the project for benefit to determine the economic feasibility of the proposed
improvements.
V. RIGHT-OF-WAY / EASEMENTS
The existing residential streets and proposed street improvements are
located within the existing 66-foot-wide right-of-way.
VI. PERMITS
No permits would be required to accomplish the work.
VII. COMPLETION
This project is proposed to be completed during the 2024 construction
season.
VIII. PRELIMINARY PROJECT SCHEDULE
The preliminary project schedule for the 2024 Otsego Street Renewal
Project has yet to be determined.
IX. ESTIMATED PROJECT COST
This report includes a detailed estimate of construction costs for all
reclamation street improvements (Exhibit D) and has an estimated total project
cost of $1,198,472.
The quantities and unit prices herein are estimates only and are not
guaranteed. Unit prices were derived from previous similar projects. Contractors
will be paid only for work completed.

X. PROPOSED FUNDING
The funding for the CIP street renewal project is expected to be provided
by two sources: City of Otsego and benefitting property owners.
There are 11 street reclamation projects that will receive funding from the
City and each of the 146 benefitting properties.
XI. ESTIMATED ASSESSMENT
Estimated total project cost of $1,198,472 to reclaim the 11 streets will be
paid for by the City, and an assessment of $1,092 from each of the 146 benefitting
properties. The aggregate assessed benefit to the City will be $159,432, with the
remaining cost of $1,039,040 to be covered by the City of Otsego.
XII. ASSESSMENT
The assessment value of $1,092 is a pre-determined cost established by
City policy.
Assessments can be paid in full or partially prepaid once the assessment
roll has been adopted by the City Council after all costs are determined. Any
unpaid portion of the assessment will be added to the property tax of each
property payable starting in 2025. The length of assessment and the interest rate
are determined by the City Council and typically correlates with the City bond
length and rate which the City receives.

A total of 81 properties within Halls 1st, 2nd, & 3rd Additions will be
included in the 2024 Street Renewal Project. Only those properties addressed to
the eight streets within Halls 1st, 2nd, & 3rd Additions will be assessed. List of
property owners is provided in Attachment 1.

XIII. CONCLUSION AND RECOMMENDATION
This report analyzed the feasibility of improving streets. The proposed
improvements are necessary, cost effective, and feasible from a technical and
engineering standpoint, and also benefit the assessed properties proposed as
shown in the tables and maps provided in Exhibit E and Attachment 1.

RESOLUTION NO: 2024-26
RECEIVING REPORT AND CALLING HEARING ON THE IMPROVEMENTS WITHIN
VASSEUR’S OAK GROVE 3RD AND 4TH ADDITIONS AND HALLS 1ST, 2ND, AND 3RD ADDITIONS
WHEREAS, pursuant to resolution 2023-74 of the City Council adopted November 13, 2023, a report has been prepared by
Hakanson Anderson Associates, Inc. with reference to proposed Improvement No. 24-03, the improvement of streets within
Vasseur’s Oak Grove 3rd and 4th Additions and Halls 1st, 2nd, and 3rd Additions, and this report was received by the City
Council on February 26, 2024; and
WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and
feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of
the improvement as recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The City Council will consider the improvement of such streets in accordance with the report and the assessment of
benefiting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429
at an estimated total cost of the improvement of $1,198,472.
2. A Public Hearing shall be held on such proposed improvements on the 25th day of March 2024 in the City Council
chambers within the Prairie Center at 7:00 p.m. and the City Clerk shall give mailed and published notice of such
hearing and improvement as required by law.
