02-20-24 Planning Commission Minutes OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER February 20, 2024 7:00 PM Call to Order: Vice Chair Aaron Stritesky called the meeting to order at 7:00 PM Roll Call: Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Pam Black, Vern Heidner, Tracy Kincanon, and Laurie Jones* Absent: Chair Alan Offerman Also Present: Councilmember Jeffrey Dahl and Councilmember Ryan Dunlap Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland Attended via internet conference (*) 1. Announcements City Planner Licht mentioned the City Council has changed zoom meeting policy. Individuals are able to view the meeting but not comment. Public wishing to comment will need to attend in person or submit comment to city staff prior to the meeting. 2. Consider the Following Minutes 2.1 February 5, 2024 Planning Commission Meeting Commissioner Heidner motioned to approve the February 5, 2024 minutes as written. Commissioner Kincanon seconded. All in favor. Motion carried 5-0. 3. Public Hearing Item: 3.1 Everbrook Academy Daycare City Planner Licht gave the planning report. Paul Tucci, Oppidan Holdings, 400 Water Street, Excelsior, Minnesota, was present and agreed with the planning report. Mr. Tucci discussed the proposed white vinyl privacy fencing. Vice Chair Stritesky opened the Public Hearing at 7:12 p.m. No public comment was heard. Vice Chair Stritesky closed the Public Hearing at 7:12 p.m. Commissioner Heidner asked how many children are in the adjacent daycare. City Planner Licht stated that location is licensed for 189 children. This location will be licensed for 156 children. MINUTES OF OTSEGO PLANNING COMMISSION February 20, 2024 Page 2 of 3 Commissioner Kincanon asked if the connector street would be improved. City Planner Licht answered yes. Vice Chair Stritesky and Commissioner Heidner voiced dislike for white vinyl and chain link fencing and agreed the property should have metal rod fencing like the other daycares in the area. Commissioner Heidner had concerns of the durability of the vinyl fencing. Vice Chair Stritesky asked the applicant about changing the metal roof awning. Mr. Tucci stated he would like to leave the metal awning as it was presented. Commissioner Foster asked how many daycares the applicant built in the area. Mr. Tucci answered 1. Mr. Tucci stated the owner/operator of the daycare is the second largest provider in the country with 1,100 locations. Vice Chair Stritesky suggested adding 10-feet of windows and a 2-foot metal awning to the east side of the building. Commissioner Foster and Commissioners Heidner agreed. Commissioner Heidner motioned to approve vacation of drainage and utility easements; a preliminary plat for Shoppes at Great River Centre Third Addition; and a PUD Development Stage Plan for Lot 1, Block 1, Shoppes at Great River Centre Third Addition, subject to the 14 conditions listed on the February 15, 2024 planning report, and: 15. The east elevation shall incorporate a 10-foot wide glass window(s) similar to appearance on the west elevation with a metal roofed awning overhead. Commissioner Foster seconded. All in favor. Motion carried 5-0. 3.2 Well #4 Expansion City Planner Licht gave the planning report. Vice Chair Stritesky opened the Public Hearing at 7:36 p.m. No public comment was heard. Vice Chair Stritesky closed the Public Hearing at 7:36 p.m. Commissioner Kincanon asked if you can see the holding area from the street. City Planner Licht answered yes and the landscaping around the area will be turf grass. City Planner Licht answered this is the first of several that will be built. Commissioner Kincanon motioned to approve the Conditional Use Permit for the expansion of Well House #4. Seconded by Commissioner Black. All in favor. Motion carried 5-0. 5. Updates 5.1 Updates on City Council actions Councilmember Dahl updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht updated the Planning Commission on upcoming planning items. 6.
