AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council approve the plans and specifications and authorize a competitive bid process for the construction of Ashwood Park. No No BACKGROUND/JUSTIFICATION: August 2023 – Master Plan and Design Opportunity The 2.1-acre parcel dedicated to Ashwood Park is unique, with characteristics making its development into a neighborhood park both challenging and interesting. The parcel is heavily wooded, and a large section of its northern half is occupied by forest wetland. An approximate 60-foot-wide strip of land has been cleared between the new roadway and the existing woodline, with the remainder of the parcel in forest of mixed character. A single residential property to the north separates the project area from another 1-acre city-owned lot, and a new roadway to the south separates the project area from a second 3-acre city-owned lot to the south. While the parcel is not well suited to a typical neighborhood park program (parking, play fields, picnic shelter, traditional playground, etc.) its character lends itself extremely well to the exploration of a nature-based park program. The integration of existing natural features (trees, wetland, boulders, natural materials) could create a one-of-a-kind neighborhood park that fits well with several of the Park System Plan’s guiding principles. The conceptual design approach for this park meshes the desires of the community with the natural character of the site, integrating traditional neighborhood park elements in a way that responds and enhances the site’s existing natural resources. This project represents a real opportunity for Otsego to create a unique public space that is truly unique and exciting for both residents and visitors in an area of the City that will see a large amount of future growth. September 2023 - Community Engagement At the September Parks and Recreation meeting, Commissioners conducted the Ashwood Park Community engagement. In August flyers were mailed to residents who live within ½ mile radius of Ashwood Park. The ½ mile radius is the service area which is identified in the Parks and Recreation Master Plan. If residents were not able to attend in person a QR code was on the flyer which directly linked to the survey. Residents were invited to attend the September Parks and Recreation Commission meeting and voice their opinions on which concept they prefer and which amenities/program they would like to have at the new park. Feedback from the meeting was used to guide the development of Ashwood Park. The September meeting had 12 residents attended in person and the survey had 57 respondents. It was determined through the meeting and survey elements from both concepts should be considered. November 2023 – Master Plan Approval In November the Parks and Recreation Commission met and reviewed the survey results and the preferred concept that were created from community feedback. It was determined at the September meeting that elements from both concepts presented should be infused into the park design. The primary focus was to maintain as many trees as feasible and to have a nature play/theme. One traditional element incorporated into the park was the half-sized basketball court. Residents who attended the community engagement meeting were adamant an element for multigenerational play was included in the park design. The Parks and Recreation Commissioners approved the presented information and gave recommendations which were used to move from the master plan into the construction documents phase. February-March 2024 – Construction Documents Staff and Park Planning Consultants HKGi have worked to test and develop Ashwood Park to the construction document phase. In this phase elements and amenities from the Master Plan and concepts are tested, to ensure their feasibility on the site where Ashwood Park will be constructed. The minor changes made from the master plan was the cornhole lane and the sledding hill were removed. Both were removed due to topography issues and to achieve the goal of preserving as many specimen trees as possible. In February the Parks and Recreation Commission was provided with a presentation and update on Ashwood Park for potential recommendation to the City Council. Final selection of amenities was conducted through the collaboration of the Parks and Recreation Commission, City Staff, and HKGi. Ashwood Park offers a unique one-of-a-kind experience that will serve the residents of Otsego for years to come. With natural surface nature trails, edible gardens, interpretive signage, nature themed playground, and nature play this is one of the most unique parks in Otsego. The Parks and Recreation Commission unanimously voted to approve the construction plans for Ashwood Park and recommended the City Council authorize the competitive bidding process. Bidding: The attached presentation has the estimated project costs and the direct purchase cost, which estimates show a total of $648,934. This is within the budget of $650,000 identified in the 2024 CIP, with funding from park dedication fees from new development in the City. The one alternative identified by the Parks and Recreation Commission for the project was the Bocce court. If bids are favorable the Parks and Recreation Commission recommended including the court in the construction of the park, due to the senior demographic that live in proximity of the park.
