Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Tina Goede, Brittany Moores, and Ryan Dunlap.
City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Engineer Ron Wagner, City Planner Daniel Licht,
City Attorney Dave Kendall, and City Clerk Audra Etzel, Absent: Councilmember Jeff Dahl.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Special Presentation: Sarah Harry of Courage and Grace Counseling. Ms. Harry provided
information regarding the Courage and Grace Counseling foundation and her focus on mental
health and suicide prevention. The City Council asked questions regarding the services and
thanked Ms. Harry for sharing their program.
Mayor Stoclamp opened the Open Forum at 7:19 PM. No one from the public spoke.
Mayor Stockamp closed the Open Forum at 7:19 PM.
2. Consider Agenda Approval:
CM Moores motioned to approve the agenda as written, seconded by CM Goede. All in favor.
Motion carried 4-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. March 25, 2024 Meeting.
B. March 25, 2024 Special Meeting.
3.3 Approve City Council Special Compensation for March 2024.
3.4 Approve Pay Application #20 for the West WWTF Improvements Phase 1 Project,
3.5 Adopt Resolution 2024-32 Approving Plans and Specifications and Ordering
Advertisement for Bids.
3.6 Prairie Pointe 3rd Addition:
A. Approve a Final Plat Subject to the Findings of Fact and Decision.
Be Adopt Resolution 2024-33 Approving a Development Contract.

CM Moores motioned to approve the consent agenda as written, seconded by CM Dunlap.
All in favor. Motion carried 4-0.
4. PlanninB:
4.1 Les Schwab Tire Cent
A. Presentation by City Planner.
B. Consider Approval of Conditional Use Permit and Site & Building Plans.
C. Consider Adoption of Resolution 2024-34 Approving a Site Improvement
Performance Agreement,
City Planner Licht presented the staff report and presentation.
Zach Graham, Graham Engineering, Inc. represented Les Schwab Tire Center, agreed with the
staff report and was present to answer questions.
CM Goede asked if this is the second store to be opened in Minnesota. Mr. Graham discussed
the growth plan in Minnesota and noted that depending on construction schedules it could be
the second location.
CM Moores asked about the lighting requirements. City Planner Licht explained the lighting
limits within the property, noting this allows the developer to meet the requirements.
CM Moores asked if Mr. Graham will have any issues with the landscaping plan. Mr. Graham
said they have no issues meeting the landscaping requirements.
CM Dunlap asked about the overnight parking. City Planner Licht noted parking would be
allowed on the north side of the building. Mr. Graham has no issues with the parking
requirements; generally, they do not hold cars overnight.
CM Moores asked about noise concerns. Mr. Graham noted that within 250' with the doors
open the noise is conversation level based on their recent study.
CM Goede motioned to approve a Conditional Use Permit and Site and Building Plans for Les
Schwab subject to the conditions as stated with the Findings of Fact and Decision and adopt
Resolution 2024-34 approving a Site Improvement Performance Agreement, seconded by CM
Dunlap. All in favor. Motion carried 4-0.
5. City Council Reports and Updates:

6. Staff Reports and Updates:
6.1 Consider Scheduling a Special City Council Meeting on April 22, 2024.

City Administrator/Finance Director Flaherty asked the City Council to call for a Special Meeting
on April 22, 2024, at 5:30pm.
Mayor Stockamp called for a Special Meeting on April 221 2024, 5:30pm, seconded by
Moores. All in favor. Motion carried 4-0.
Assistant City Administrator/Human Resources Hille provided an update on active recruitments.
City Administratornance Director Flaherty said City staff will be completing the audit next
week and the Local Board of Appeal is scheduled for Tuesday, April 23 at 6pm.
City Planner Licht provided an update regarding the upcoming Planning Commission Meeting.
City Engineer Wagner provided an update on active development and City projects.
7. Adjourn.
CM Goede motioned to adjourn at 7:40 PM, seconded by CM Moores. All in favor. Motion
carried 4-0.
