CITY OF OTSEGO
PUBLIC HEARING PROCEDURE

To increase public understanding of the procedure being followed for this public hearing, the following specific
steps will be used:
1. The City Administrator/Finance Director will provide a brief overview of the materials included in the
packet and introduce the City’s project team.
2. The Architect will provide an overview of the City Campus Facilities Phase 1 Projects.
3. The Municipal Financial Advisor will review the Capital Improvement Plan document.
4. The Mayor will open the public hearing and invite comments and questions.
▪ Comments and questions are to be directed to the City Council.
▪ Those speaking are asked to give their name and address for the meeting minutes.
▪ Please limit individual comments or questions to 5 minutes or less.
5. The Mayor will ask for any additional public comments, and if hearing none, will close the public hearing.
6. The Architect, Municipal Financial Advisor, and/or City staff may respond to questions or comments from
the public hearing.
7. The City Council may discuss the information received and ask questions of the Architect, Municipal
Financial Advisor, and/or City staff.
8. No action by the City Council is required to be taken at this public hearing.
The City Council wants to ensure that citizen comments on the issue before the City are received at the proper time and
place to be most effective. For comments to be legally considered by the City Council on this matter, they must be
presented at a properly noticed public hearing. In conducting the public hearing and establishing a legal record of
proceedings, after the public hearing has been closed, people wishing to provide additional comments may be advised that
comments are no longer able to be heard.
