As we jump right into summer, make sure to stop by and check out the Otsego Farmers Market. The farmers market area will move closer to the intersection of Cty. Rd. 39/Parrish Ave. due to the addition of the new ACE Hardware and pet store in the previous farmers market location. The Farmers Market will run every Tuesday (June 18-August 27) 3:00 to 6:00 p.m. Special thanks to Coborns for hosting us and our Park and Recreation staff who continue to bring in local farmers, crafters, and vendors for the residents to enjoy. The Otsego Lion Club and Guardian Angels-Riverview Landing have partnered with the City to offer the “Power of Produce” Program (POP) for youth and seniors who attend the farmers market. Each week, registered participants receive a POP token at the Park & Recreation booth which allows them to purchase fresh fruits or vegetables. Tokens can be spent or saved up for a larger produce item at a future Farmers Market. This summer begins the start of some exciting projects happening in the City park system which include: • Construction of a new neighborhood park will begin this summer. It will be located in the Ashwood Neighborhood which is west of 75th & Odean. This park is yet to be named, but the Park & Recreation department is working with the Otsego Heritage Preservation Commission to assist them in finding a historic family name with ties to the area of this park. If you are out at the parks this summer, check out the historic signs to learn more about the history of our community. • The City applied for and received a DNR grant that will allow us to construct and update the park at Carrick’s Landing. This project includes a pavilion with an overlook, steps down to the river, handicap trail to the river, and a fishing dock which also includes a portable system to take a rented canoe/ kayak or your own off the river. The rental system lockers will be located upriver at Norin Landing boat launch and then you are able to come off the river at Carrick’s Landing. • The Parks department is continuing to seek input for the Prairie Park Master Plan. To check out the details of the two proposed park improvement options and provide input, please go to the City of Otsego website to share your comments on social pinpoint. Thank you to the staff, Park & Recreation commission members, and the Prairie Park Master Plan advisory group which includes members of the public and sport user groups that have put in an enormous amount of time to formulate a plan that will enhance our parks and needs for years to come. And finally, make sure to mark your calendars to come to the Otsego Prairie Festival & Car Show on Saturday, September 21. The Otsego Festival & Car Show is an all-day community event with activities, games, vendors, food trucks, entertainment, live music, and ending with fireworks at dusk. CONSUMER CONFIDENCE REPORT The 2023 Consumer Confidence Report can be found on the City of Otsego website at ci.otsego.mn.us/199/Municipal-Water. Your drinking water comes from a groundwater source: seven wells ranging from 323 to 494 feet deep, that draw water from the Mt. Simon, Mt. Simon-Hinckley and Tunnel City-Wonewoc aquifers. Otsego works hard to provide you with safe and reliable drinking water that meets federal and state water quality requirements. The purpose of this report is to provide you with information on your drinking water and how to protect our precious water resources. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1.800.426.4791. One crucial aspect of this is having reliable fire and emergency services readily available. Currently, Otsego relies on contracted fire and EMS response services, but recent trends suggest that establishing our own Fire & Emergency Services Department is not just a proactive step but a necessity for the future. The primary motivation behind establishing our own department is to ensure timely and effective response to emergencies as our community expands. Over the years, concerns have been raised regarding service levels and response times, particularly as Otsego and our neighboring communities experience rapid growth. By having our own department, equipped with modern facilities and state-of-the- art equipment, we can better address these concerns and tailor our response to the unique needs of our community. Financial considerations also play a significant role in this decision. While contracted services may seem cost-effective in the short term, projections indicate that escalating costs could surpass the operational expenses of our own department soon. By establishing a dedicated department, we can better control and predict our budgetary requirements, ensuring long-term fiscal sustainability. Having our Fire & Emergency Services Department enables us to take a proactive approach to community risk reduction. Through targeted education, outreach programs, and immediate advanced life support EMS response, we can minimize fire and life safety hazards and improve overall safety outcomes for residents and businesses alike. Additionally, having local control over our department allows us to adapt and innovate in response to evolving needs and challenges. Furthermore, having a dedicated department instills a sense of pride and ownership within our community, fostering a stronger sense of unity and resilience. To further strengthen community resilience, our department will foster active engagement within the local community. Establishing pathways for residents to actively participate in and support community safety initiatives will encourage a sense of ownership and mutual aid. Through collaborative efforts and increased understanding, we can create a safer and more cohesive community for everyone. Moreover, the establishment of our Fire & Emergency Services Department can lead to improved Insurance Service Office (ISO) ratings and lessened property loss claims. Closer proximity to fire stations, coupled with safety-centric review of development plans and regular commercial building inspections, can significantly mitigate fire risks, leading to fewer losses and ultimately lower insurance premiums for our community members. Everyone is encouraged to participate. Photos may be of Places (community events/ activities, landmarks, streetscapes, buildings) and/or Nature (flowers, critters, weather, parks, sky etc.) within the City of Otsego. Contest Rules and Guidelines: • Participants will be required to sign a waiver (available on City website). • Photos that were submitted in past Otsego Photography Contests will not be considered. • The contest is open to Otsego residents, businesses, and students. Not only do permits protect you legally and financially, they also help keep you physically safe, because the project is inspected regularly by pros who ensure all code requirements are met and maintained. Some of the consequences of not pulling a permit (if required) may be: • Fines. Doing work without a required permit can cost you up to double the permit fee. • Homeowners insurance cancellation. If something were to happen such as a tree falling onto your home during a storm, your insurance company can deny your claim based on lack of permits. • Difficulty selling your home. While you may ‘get away’ without pulling a required permit, if you decide to sell your home, the seller is required by law to disclose any remodeling/renovations done to the home. This potentially could scare off buyers, especially if there was unpermitted electrical work done that is now covered. Additionally, you could potentially have to pull a retroactive permit requiring you to pay even more than it would’ve cost originally and delaying the sale of your home. WRIGHT COUNTY ASSESSOR’S OFFICE Property owners in the following areas can anticipate the Assessor’s Office to be knocking on their door to complete a required property review: • All parcels east of Hwy. 101 • All parcels north of 85th St. and east of O’Dean Ave. Under Minnesota Statute 273.08, the appraiser is required to physically review each property at least once every five years (this is known as a quintile). M.S. 273.20 “Any officer authorized by law to assess property for taxation may, when necessary to the proper performance of duties, enter any dwelling-house, building, or structure, and view the same and the property therein. Any officer authorized by law to assess property for ad valorem tax purposes shall have reasonable access to land and structures as necessary for the proper performance of their duties. A property owner may refuse to allow an assessor to inspect their property. This refusal by the property owner must be either verbal or expressly stated in a letter to the county assessor. If the assessor is denied access to view a property, the assessor is authorized to estimate the property’s estimated market value by making assumptions believed appropriate concerning the property’s finish and condition.” Gather information The appraiser gathers information on all characteristics of the property that affect market value, including but not limited to: size, location, age, condition, quality of construction, and other features. Analyze sales and determine value Each year the assessor analyzes actual sales of properties in each community. Sales in a 12-month time period (October 1 to September 30 of the previous year) are reviewed and verified. These sales are used as a guide to help determine what similar properties would likely sell for if they were placed on the open market. Department of Revenue guidelines require that the overall level of assessment be between 90-105 percent of sale price. WATER SOFTENER SURVEY Water softener salt from household use is impactful to our receiving rivers. Help our natural resources by regularly inspecting your softeners proper operation, ensure regeneration settings are flow based and efficiency settings are on. Hardness levels in Otsego average 15 grains with 0.8 mg/L of iron. Each fall and spring, residents should remember to review mailbox standards to evaluate the construction and sturdiness of your mailbox prior to the snowplow season. When you review your mailbox, make sure it is installed so that the bottom edge is 45” to 48” above street level, with the post 20” back from the curb or front of the box. That amount of clearance is needed to keep the plow’s wing from hitting the box. These are standards that are set by the United States Postal Service. If there are any plastic newspaper tubes attached to the mailbox, they should be above the 45” height requirement as well. Check to make sure the construction is stable enough to withstand the force of the wet snow and ice coming off of the wing of the snowplow. The City does not assume liability for mailboxes damaged during normal plowing operations, unless it is determined the plow made direct contact with a mailbox meeting the installation requirements. Decorative and plastic mailboxes are not within the requirements and will not be replaced if damaged. Always check with your local Postmaster for approval on custom-made boxes. If you do not have a raised curb, also ask your local postmaster for guidance on placement of the mailbox from the side of the road. As a reminder, Otsego properties are served by five post offices, each with a separate zip code. SUMP PUMP REMINDERS It is prohibited from discharging your sump pump into the sanitary sewer/ wastewater system. Stormwater is precipitation from rain or snow that does not get absorbed into the ground. It flows across our yards, driveways, and roads, and picks up contaminants on its way into storm drains and ditches. These drains and ditches lead directly into our waterways. The contaminants in stormwater are known as illicit discharge. What is Illicit Discharge? An illicit discharge is any contaminant that enters the city’s storm sewer system. Illicit discharge includes things like pet waste, fertilizer, yard waste, salt from winter de-icing, sewage, pesticides and herbicides, sediment from construction sites, gasoline or oil, commercial car wash wastewater, sewage, and chlorinated pool water. Is Illicit Discharge harmful? The short answer: yes! Unlike water from our homes, stormwater is not treated before it enters our lakes, rivers, and streams. Illicit discharge negatively impacts aquatic life and diminishes both the health and beauty of our waterways. Fertilizers and yard waste contain phosphorus, which is a key contributor to potentially toxic algal blooms. Pet waste contributes to harmful bacteria, and chlorinated pool water can be lethal to some aquatic species. Can I help prevent illicit discharge? There are many small actions you can take to help keep contaminants out of our waterways. Clean up after your pet, compost your yard waste, minimize your use of fertilizers or switch to a phosphorus-free fertilizer, maintain your septic tank, check your car for leaks, and throw away litter. How can I recognize illicit discharge? There are several possible indicators of illicit discharge: unusual water color or cloudiness, strong pungent or musty odor, scum or foam on the water surface, oil sheen, floating debris, or dead fish. What Should I do if I see Illicit Discharge? NEW PARK “ASHWOOD” PARK Slated for construction this summer is the newest addition to the City of Otsego parks system. This 2.1-acre park is located at 7675 O’Brian Ave. Currently the park is heavily wooded and the goal is to preserve as many trees as possible while offering park amenities. “Ashwood” is currently a place holder name as a new name will be recommended to the Parks and Recreation Commission this summer. The focus of this park is traditional play features with nature play elements incorporated. Traditional elements will be a 2-5 ages playground and 5-12 ages playground. New nature play elements will also be offered in the play container. These elements include sand play, balancing ropes, logs, log steppers, and building pieces. This will be the first nature play area in the City of Otsego parks system. “Ashwood” will also offer a half-sized basketball court with a new park feature called a multi goal. The multi goal offers a basketball hoop, soccer goal, and wide panel back board for field hockey or hand ball. “Ashwood” will also have shaded seating, picnic benches, bike racks, interpretive signage, solar lighting, an edible garden, and a natural surface trail with a small paved walking loop. Another new feature to the City of Otsego parks system is the Bocce ball lane, offering residents the ability to play leisurely or competitively! You and other players will learn the rules and etiquette of pickleball from a professional who will teach all the fundamentals of hitting and serving.
