2024.04.23 Special City Council Minutes (LBAE)SPECIAL OTSEGO CITY COUNCIL MEETING TUESDAY, APRIL 23, 2024 6:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 6:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Brittany Moores, and Ryan Dunlap, City Staff: City Administrator/Finance Director Adam Flaherty, City Planner Daniel Licht, and City Clerk Audra Etzel, Absent: Councilmember Tina Goede. 1. Local Board of Appeal and Equalization. Comments by the Wright County Assessor's Office. Tammy Anderson, Assistant County Assessor; Jaimee Jensen, Appraiser; Mathew DeVriendt, Appraiser; and Adam Bloomquist, Appraiser. Assessor Anderson presented the 2024 Assessment Overview PowerPoint that was included in the packet. CM Dahl asked how can a resident provide proof of their valuation. Assessor Anderson said they start by asking the property owner to verify the data to determine the property is listed correctly, and if the data is correct they are asked to provide sales comparisons, market analysis, or an appraisal in the sales time period, and their office reviews the data provided. Appraiser Jensen reviewed the 2024 City of Otsego Assessment Summary that was included in the packet. CM Dunlap asked how often homes are appraised. Appraiser Jensen said their office is required to appraise 20% of the properties every five years. Appraiser DeVriendt had one value reduction recommendation based on inspection of the respective property and has had discussion with the property owner, who have previously agreed to the reductions, and is looking for a motion to approve: David I<limesh• 11.8-500-214300; value of $295,600 reduced to $276,300. CM Dahl motioned to reduce the value based on inspection and recommendation from the County Assessor's Office as noted, seconded by CM Moores. All in favor. Motion carried 4-0. CM Dahl motioned to change classification Useon inspection and recommendation from the County Assessor' as noted, seconded by CM Moores. CM Dunlap asked what their new tax classification rate would be. Assessor Anderson noted the change would go from 1.25% to 1%, noting there may be some state implications. All in favor. Motion carried 4-0. Opened to property owners in attendance: Corey Tanner, 7952 Palm�ren Avenue NE 118-073-002090, had a visit last year from the assessor's office last year and was wondering if he needed to reach out to their office each year? Appraiser Jensen said the issue is noted on the record and does not need to be addressed going forward. Mr. Tanner asked about the appraisal process. Appraiser Jensen said it is a mass appraisal based on data; if a resident appeals, they typically go on site to inspect. Mr. Tanner asked about the land value. Jensen said a larger lot is considered a wash for a city lot and a value is applied equally, not based on size. Assessor Anderson explained that some subdivisions can be based on square footage. Eugene Goenner, 420 Birch Street, River Falls, WI, 118-500-194400, has agricultural land within the City and his value is proposed to increase 3387o. Mr. Goenner noted there has been no change to the property and would like a consideration since the use of the land has not changed. Assessor Jensen said the property is adjacent to a new development and near utilities. City Planner Licht said Mr. Goenner's property is outside the west sewer district for utilities and not proposed to be expanded to this property for 5-10 years. Assessor Anderson and Appraiser Jensen said a letter from the City outlining the future of the property will help support their recommendation along with other data to make a recommendation for an AG value. Assessor Anderson said Green Acres protects those farming near developing land and from rising property values; there is a three year pay back if the land is sold while under the Green Acres program. Assessor Anderson noted the Green Acres values are set by the State. Mayor Stockamp motioned for no change to the value for PID 118-500494400, seconded by CM Moores. All in favor. Motion carried 4-0. Assessor Anderson reviewed the formula and the different programs that will impact valuations less than $500,000, Assessor Anderson also explained the Homestead Exclusion included in the packet. 2. Adjourn. CM Dahl motioned to close the Local Board of Appeal and Equalization and adjourn the meeting at 6%58 p.m., seconded by CM Moores. All in favor. Motion carried 4-0.
