ITEM 3.2B SCC 8.25.2014 MinutesITEM 3_213 SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER August 25, 2014 Call to Order. Acting Mayor Vern Heidner called the meeting to order at 7:13 PM. Roll Call: Acting Mayor Vern Heidner; Councilmembers: Jason Warehime, Tom Darkenwald and Doug Schroeder. Absent: Mayor Jessica Stockamp. Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director; Ron Wagner, City Engineer; Kevin Lamson, Lead Street Maintenance and Tami Loff, City Clerk. 1. 2015 Budget Discussion. City Administrator Johnson reviewed the proposed street budget. The sign material budget was discussed because the original request was decreased even though the blanket replacement program is not complete. Following discussion with Lead Street Maintenance Kevin Lamson, City Administrator Johnson requested an opportunity to review the budget again and bring back a refined, and likely increased, amount to the September 8 budget meeting for consideration. The dust coating budget has gone up due to a 4% cost increase. There was discussion on the rental budget with Council agreement on the approach and amount. Lead Street Maintenance Lamson stated it includes rental to assist Albertville with the compost site. The City Council agreed and concurred with the street budget. City Administrator Johnson reviewed the proposed fleet budget. She stated that after recent discussion with Lead Street Maintenance Kevin Lamson, staff's recommendation is to increase operating supplies $2,000 for tire replacements. The Council concurred with the fleet budget as adjusted. City Administrator Johnson and City Engineer Wagner reviewed the proposed engineering budget. The Council concurred with the engineering budget. City Administrator Johnson reviewed the proposed City Hall/Public Works Building budget. There was discussion on the old town hall use. The Council concurred with the City Hall/PW Building budget. CM Heidner brought up for discussion video recording or streaming the City Council meetings. After discussion of the benefits and costs, the Council agreed not to video record for streaming purposes at this time. 2. Adjourn. CM Schroeder motioned to adjourn. Seconded by CM Darkenwald.
