BACKGROUND:
I received a call and subsequent emails from Mark Fuchs of Elk River Municipal Utilities on August
271h regarding some electrical upgrades they are planning within Mississippi Shores. They will be
upgrading a stretch of overhead power to underground from CSAH 39 to the County Park. The route
will follow from south to north — Packard Ave to 92'rd St to Padgett Avenue to 96th St to the Park.
While they are completing this stretch they will be updating 3 existing HPS lights to LED lights.
They will also be replacing two wood poles with fiberglass poles. The 3rd is already fiberglass.
There is no charge to the City for this maintenance work.
The question Mark posed to me is, at this time does the City want to incorporate the cost savings of
mobilization and upgrade the area to meet the City ordinance regarding street light placement. The
City of Otsego's Ordinance on street lighting requires any new development to install one street light
at every intersection, at the end of cul-de-sacs, and mid -block if the spacing of intersections exceeds
600'. Following the ordinance, the route would require 6 additional street lights. (see attached .map
for locations) The cost for the street lights would be $1450 each or $8700 plus any applicable taxes.
The cost per month charged for ongoing maintenance and electricity is $9/fixture or an additional
$54/month or approximately $650/year. There is no monthly cost difference between HPS and LED
as Mark stated the savings in electricity for the LED fixture is used to offset the extra cost of the LED
fixture itself. Elk River Municipal Utilities needs to know prior to September 15th, which is why the
request was not put before a sub -committee.
When considering the street lights, Mark also mentioned the LED lights are much better at placing
light downward onto the street where it is needed and not up or to the sides like the old standard HPS
cobra style fixture. Some items for the council to keep in mind while making the decision, nearby
residents may or may not want additional lights and other residents nearby not getting the upgrade
may feel slighted, but it does meet ordinance and has a safety component. Budget is also always a
question. The need for all of the additional street lights is also questionable. Street light #8 within

the very short 91" Circle cul-de-sac seems repetitive as it is so close to street light #7 at the
intersection of Packard Avenue and 91 st Circle.
If you have any questions I will be available at the Council Workshop. Staff has no recommendation
regarding street light placement within older subdivisions unless there is information regarding traffic
accidents or crime related issues. Staff is are unaware of any issues along this route and have
received requests for additional street lights.

The price we charge for the pole and fixture is the same if we install a High Pressure Sodium or LED fixture. The LED
fixture is higher price up front so we left the monthly charge the same. The charge is $9.00 per month per light.

Ron,
I am sending a map with the locations of the new poles on. In this project there are a total of 9 poles, one is a fiberglass
pole and will stay as is, two are existing wood poles that Elk River will change out to fiberglass pole and LED light with no
cost to Otsego. The other six are new poles and lights that would be at a cost to Otsego. The cost is $1450.00 per pole,
$8700 total plus tax, not sure if Otsego is taxed. I also sent a picture of the LED light fixture.
