Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Tina Goede, Brittany Moores, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, and City Planner Daniel Licht.
1. Introductory 2025 Budget Discussions:
City Administrator/Finance Director Flaherty introduced the 2025 Budget process and outlined
the materials in the packet.
Flaherty reviewed the proposed budget calendar and asked if a budget review meeting would
be possible during the day. The Council was agreeable to exploring dates. After review of
availability, the City Council concurred with August 7, 2024, at 1PM. Flaherty noted he will have
the City Council officially call this meeting at a later date and will provide a calendar invitation
to save the date.
Flaherty proposed holding the Truth in Taxation meeting at an earlier date that does not align
with the same meeting where the City Council is considering adoption of the respective budget
items. The City Council concurred with this approach. Dates will be discussed throughout the
budget process.
Flaherty and Assistant City Administrator/Human Resources Hille reviewed the proposed 2025-
2029 Staffing Plan, which documents proposed staffing additions for the next 5 years. It was
noted that this draft staffing plan was reviewed at prior Administrative and Public Works
Subcommittee meetings and the updated draft incorporates the comments received. The City
Council supported the proposed staffing plan and will hear further information at the
department budget reviews.
Flaherty reviewed two charts comparing tax rates from cities within Wright County and cities of
comparable size. Flaherty noted that preliminary data from the Assessor's Office shows limited
growth in market values and that additional tax capacity information will be available later in
the budget review process.
Hille presented the proposed revisions to the Employee and Volunteer Recognition Program
Policy. Discussion was held, and staff will return with additional information as requested.

Hille presented the Employee Allowances Evaluation which was data collected from the
Classification and Compensation Study. Staff has evaluated the data and is presenting a
recommendation. The City Council agreed with the recommendations and will approve at a
future meeting.

CM Goede motioned to adjourn at 6*59 PM, seconded by CM Dahl. All in favor. Motion
carried 5-0.
