Item 3.1 5.21.2024 Draft Public Safety Meeting MinutesPage 1 of 2 PUBLIC SAFETY COMMISSION OTSEGO PRAIRIE CENTER May 21, 2024 6:30 PM Call to Order. This meeting was called to order at 6:30 PM. Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, Gregory Hubbard, Mark Wolf, Kyle Heltemes, and Alternate Judith Sibert; City Council: Mayor Jessica Stockamp, CM Ryan Dunlap CM Tina Goede, and Emergency Services Director Rausch. 2.Consider agenda approval. Commissioner Mark Wolf motioned to approve agenda as written. Seconded by Commissioner Greg Hubbard. All in favor. Motioned carried. 6-0. 3.Consider the following minutes: 3.1 April 9, 2024 A typo was noted on the minutes of the previous meeting. Kyle Heltemes will correct the error and resend to Katie Kalland. Otherwise Commissioner Mark Wolf motioned to approve the minutes as written. Seconded by Commissioner Greg Hubbard. All in favor. Motion carried. 6- 0. 4.Open Forum. A touch a truck event was held at Otsego Prairie Park on May 14th. Daryl Rausch noted he was approached by many people inquiring about employment opportunities for the new fire department and also training, volunteering, etc. at the event. He felt this was a positive outlook to future hiring events as the date comes closer to fruition. The subject of the NorthStar facility was brought to light again. During the last meeting the question arose about K9 sweeps within the building but no mention of outside. Therefore, Judith Sibert asked if law enforcement could use K-9s to sniff for drugs in cars parked at the NorthStar lot. Dan thought there might be issues because the cars are parked on private property and the cars themselves are privately owned. It was decided more information would be needed for this. 5.Review received monthly reports. 5.1 Albertville Fire Department. Did not attend. 5.2 Elk River Fire Department. Did not attend. Item 3.1 Page 2 of 2 5.3 Rogers Fire Department. Did not attend. 5.4 Wright County Sherriff Department. Corporal Blitz was in attendance. He has been with the WCSO for 6 years. He mentioned the greatest number of traffic violations they have seen are running stop signs, speeding. They also received three calls for people soliciting services or goods. Mayor Stockamp mentioned that they need a permit and are issued a badge that should be visible, so people know they have permission. Aside from routine calls to the NorthStar Center all other calls have gone down. Three people were arrested for breaking into cars and stealing items and credit cards. Since Wright County does not practice catch and release, they are still sitting in jail because of backlog cases from countless other cities. Hopefully their capture will reduce further crimes. They may be released Wednesday or Thursday. Several churches were also broken into in Monticello and other cities with an ongoing investigation. The trailer that was stolen from Rockwoods has been recovered and the thief has a prior criminal record. 6. Fire Prevention and Recruitment Supplies Daryl Rausch distributed a pamphlet from FireHouseTents.com. The package of interest includes a 10’X10’ canopy tent, sidewall, and a table coverall. This would have the City of Otsego emergency Services logo and whatever title you want. This package sells for $999.00 and includes delivery. A decision on ordering was tabled until the budget is determined. 7. Emergency Services Director Rausch Updates. Daryl mentioned the architectural drawings for the new fire hall are at 65% and will be distributed to contractors for bid. The new WCSO Sergeant for Otsego will be Jordan Barto. 8.
