RECOMMENDATION:
City Staff is recommending authorization to initiate a competitive bid process for the Otsego Wellhouse 4 Drinking Water
Improvements project.

BACKGROUND/JUSTIFICATION:
The existing Wellhouse 4 is in the northwest portion of Otsego near 90th Street and Kadler Avenue. It currently combines
well water and provides necessary chemical additions as treatment. The design is essentially complete, has been
approved by the Minnesota Department of Health, and will be ready to solicit bids from qualified general contractors.
In accordance with the 2020 City of Otsego Drinking Water Master Plan, the design of the improvements will add
filtration, backwash recovery, code updates for chemical systems, a new chemical addition for improved treatment, and
various related improvements. The purpose of the filtration and related systems is to remove iron, manganese, and
radium from the raw well water.
The project will be advertised on the City website and QuestCDN and be in accordance with Minnesota public bidding
statutes. The construction contract terms and conditions are consistent with previous construction projects.
Project funding is anticipated to be a combination of the federal Congressional Directed Spending grant, an “emerging
contaminants” grant (the project qualifies due to manganese removal), and a low interest loan from the State Revolving
Fund.
The anticipated project bidding schedule is outlined below, and pending Council approval, will be initiated once all
project parties including the PFA, the EPA, and MDH have signed off on their respective documents:
• Bid Advertisement and Pre-Bid Meeting: June to July
• Bid Opening: July
• City Council Consideration of Award: July to August
