Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap. City Staff: Assistant City Administrator/Human Resources Sabrina Hille, Parks and Recreation Director Nicl<Jacobs, IT Manager Ben Boyd, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:03 PM. Wright County Commissioner Jeanne Holland provided updates regarding a grant received by the City for a trail along Parrish Ave NE (CSAH 42), there will be a two-year delay for the roundabout at CSAH 39 and CSAH 19, the Wright County Sheriff's Office has proposed an hourly rate increase of $5 for years 2025 and 2026, and reroofing issue between a homeowner's association and residents. Mayor Stockamp closed the Open Forum at 7:23 PM. 2. Consider Agenda Approval: CM Goede requested to remove Item 3.15 from the consent agenda to Item 5.2 for further discussion. CM Moores motioned to approve the agenda as amended, seconded by CM Dahl. All in favor. Motion carried 5-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes, A. Moved to item 5.2 for further discussion. 3.16 Adopt Resolution 3024-43 Approving a Revised Employee and Volunteer Recognition Polic . 17 Approve a Special Event Permit — Rocl<woods Bar and Grill. 3.18 Authorize a Competitive Bid Process — WeIlk ouse 4 Drinking Water Improvements Project. CM Moores motioned to approve the consent agenda as amended, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. Parks and Recreation: 4.1 Carrick's Landing Park Improvements: A. Presentation by Parks and Recreation Director and City Engineer. Be Consider Resolution 202442 C. Consider Approval of a PUD Development Stage Plan &Preliminary Plat. Parks and Recreation Director Jacobs reviewed the staff report and presentation. CM Dunlap asked about being able to view the previous bids. City Engineer Wagner said the bids were included in the last City Council meeting packet. CM Goede motioned to adopt Resolution 2024-42 Rejecting Bids, Rescinding Bid Acceptance and Contract Award, and to Authorize a Competitive Bid Process for the Carrick Landing Park Improvements Project, seconded by CM Dunlap. All in favor. Motion carried 5-0. 5. Administration: 5.1 Approve Claims List: Mayor Stockamp abstained due to a family connection. CM Moores motioned to approve check 74891 in the amount of $72.29, seconded by CM Dahl. The City Council thanked Jim and Logan Stockamp for repairing the cemetery sign. Motion carried 4-0. 5.2 Aoorove a Vehicle Allowance. Moved from Item 3.15 to 5.2 for further discussion. CM Goede is requesting to table until Council has a chance to review past reimbursement amounts. CM Dunlap said he understands the amount proposed to be an average monthly amount from the data collected during the 2023 Compensation Study and the other Council Members agreed. CM Dunlap motioned to approve a vehicle allowance for the City Administrator in the monthly amount of $375, effective January 1, 2024, seconded by CM Moores. Voting in favor; Stockamp, Dahl, Dunlap, and Moores. Voting against; Goede. Motion carried 41. 6. City Council Reports and Updates: CM Dunlap asked to have all future EDA meetings audio and video recorded and shared to YouTube. CM Dunlap motioned to record all future EDA meetings, seconded by CM Goede. All in favor. Motion carried 5-0. Mayor Stockamp asked staff to review the recording and storage requirements. CM Dunlap asked to have the resolutions establishing the EDA included in the upcoming packet; from 1992 and 2013 amendment. City Attorney Kendall questioned why the resolutions would be needed. CM Dunlap has questions about the EDA's authority to issue bonds. City Attorney I<endall said questions should be addressed to the bond counsel. Assistant City Administrator/Human Resources Hille said Northland Securities will be in attendance. CM Moores and CM Goede suggested CM Dunlap send questions to staff in advance. CM Dunlap questions the three statutes allowing the EDA to issue bonds. City Attorney Kendall will not be at the meeting and suggested staff reach out to Northland Securities and Taft prior to the EDA meeting. Mayor Stockamp noted she and some Council Members attended Albertville Friendly City Days. 7. Staff Reports and Updates: Assistant City Administrator/Human Resources Hille noted City Offices will be closed Wednesday, June 191h in observance of Juneteenth. City Planner Licht said the upcoming Planning Commission meeting is cancelled, staff is reviewing development applications, and a cannabis ordinance public hearing has been scheduled for June 24th. City Engineer Wagner provided project and development updates.
