EDA ADVISORY COMMITTEE MEETING

1. Call Meeting to order.
LeRoy Lindenfelser, EDAAC Chair, called the meeting to order at 7*27 PM.

Also in attendance: Jerry Hendricks, Belair Eden Properties, Jim Elmquist, Eden
Properties.
Pete Sargeant was not able to attend but is one of principals in Belair
3. Discussion of development with Jerry Hendricks and Belair representatives.
W. Hendricks started out the discussion stating his group is starting to look at a master
plan which includes industry, retail, commercial and residential for Otsego. They have
nothing on paper as of yet, but wanted to get a feel from the EDAAC and City Council for
Erection and what they are looking for in Otsego.
W. Hendricks gave his background which included private business and muncipal
administration. Mr. Elmquist also briefly went over his background which included several
commercial building developments.
Mr. Hendricks said his company is looking at starting out with commercial activities such
as a grocery store (40,000 square feet) with 20,000 square feet of retail which will demand
municipal sewer. They have not contacted any landowners. What they need to know is if
the City is committed to sewer and water and where would they want this located.
There was discussion that the City is looking at the 101 corridor for services which would
be done in three stages and went over the areas. There was also discussion on the Wild
and Scenic and Flood Plain areas. The area between CSAH 42 and 101 would be
commercial and industry. It was also explained about the Comp. Plan currently being
updated.
There was discussion on the following issues:
65th Street access and the frontage road plan.
Potential industry on the west side of City
Grant money availability
Sewer Treatment Plant Location

Mr. Hendricks said his company is interested in purchasing land, putting infrastructure in
and selling the land off to interested parties. They would build but start with a 10,000
square foot building, dividing it four ways, have small companies come in and there would
be a covenants.
It was asked how importantCity Financial Package to them.
Mr. Hendricks explained what had taken place in the City of Farmington which provided
tax increments. It is very important for them to have some assistance from the City.
They would look at 160 acres, and each phase would be 40 acres, figuring the first phase
would take two to three years to complete with all phases completed over the next 15
years. Sewer capacity is hard to determine, depends on industry etc., most industries
would be around 3 to 4,000 gallons per day per acre, 50,000 to 60,000 gallons per day per
forty acres. Mr. Hendricks also talked about higher end townhouses, senior housing and
high density apartments.
Elaine Beatty invited them to the next Otsego/Dayton Sewer Meeting on May 6, 1997.
There was further discussion on tax increment financing.
Vince Peterson discussed the possibility of the EDAAC doing a Redevelopment Zone
Project. There was EDAAC discussion on this and they questioned if they have the
capacity or resources.
Chair Lindenfelser suggested Mr. Peterson put together a draft as a starting point. Mr.
Odell suggested to find out if Otsego would qualify and requested Housing
Redevelopment Authority be added to the next EDAAC Agenda.
5. Adourn.
Wally Odell motioned to adjourn. Gabe Davis seconded. All in favor. Motion
carried.
