AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending the City Council accept a quote and authorize the procurement and installation of a control panel and process integration components for Well 11. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Well 11 is Otsego’s newest municipal well, which is located on the West WWTF parcel. A test well was initiated in 2023, which successfully found water within the Tunnel City Wonewoc (TCW) aquifer. The expected capacity of Well 11 based upon the test well pumping is 400 gallons per minute. A control panel is required for its operations to support well equipment, monitoring and electrical needs. This is a free-standing, outdoor-rated cabinet with a large list of equipment defined within the bill of materials. AE2S Engineering provided specifications and sought quotes from vendors. Integrated Process Solutions Inc (IPS) provided the sole quote for the project within the Engineering estimates including freight totaling $105,944.00. IPS has worked with Otsego on many panels and integration projects with an excellent standard of practice of workmanship and communication. IPS is also the panel supplier for the in-progress West WWTF construction. Control Panels remain long lead items; this quote requires panel delivery by March 1, 2025. Submittals, drawings, factory testing, and Owners Manuals are provided with a standard one-year warranty for all equipment. A subsequent quote package will be sent to electrical installation contractors for the on-site installation work, which will include installation of the control panel supplied by IPS. Staff and Engineering provide recommendations to accept the quote for panel procurement. July 2, 2024 Mr. Kurt Neidermeier Utility Manager City of Otsego 13400 90th St. NE Otsego, MN 55330 Re: Recommendation for Notice of Award Well 11 Control Panel City of Otsego, Minnesota Dear Mr. Neidermeier: Pursuant to the authority of the Otsego City Council and following proper legal advertisement, the quote opening for the Well 11 Control Panel Package was conducted on Monday, July 1, 2024 at 2:00 PM through electronic email quote process offered privately to two (2) equipment manufacturers deemed capable of performing the work. A total of one (1) sealed quote was received for the project. The one quote submitted was completed in accordance with the project manual. The quote received was a total price of $105,944 as a comparison of the quote received the Engineer’s opinion of probable cost for the project was $120,000. Based on a review of the quote received and pending City official’s acceptance of the contract price, Advanced Engineering and Environmental Services, Inc. (AE2S) recommends that the City award a contract to Integrated Process Solution, Inc for Otsego’s well 11 control panel equipment. Integrated Process Solution, Inc was the lowest responsive and responsible quote for the combined Lump Sum Base bid price of $105,944.
