BACKGROUND/JUSTIFICATION:
The Job Creation Fund, a Program administered by the Minnesota Department of Employment and Economic Development
(DEED) provides job creation awards and capital investment rebates to designated businesses that retain or create high-paying,
full-time permanent jobs and invest in real property improvements.
An existing manufacturing business within the City is planning an expansion to their current facility, which will maximize the
utilization of their current property and allow for investment in additional capital equipment and employment opportunities.
The business is in the process of submitting an application to the Job Creation Fund. One of the requirements of the application
is to receive a resolution in support of the project from the City.
The Administrative Subcommittee was presented with this information at their July 10, 2024, meeting and provided
direction for City Council consideration of approval.

RESOLUTION NO: 2024-50
REGARDING THE SUPPORT OF A JOB CREATION FUND
APPLICATION IN CONNECTION WITH
P&F MACHINING
WHEREAS, the City of Otsego, Minnesota (the “City”), desires to assist P&F Machining (the “Business”), a manufacturing
company, which is proposing to construct an expansion to their facility in the City; and
WHEREAS, the City understands that the Business, through and with the support of the City, intends to submit to the
Minnesota Department of Employment and Economic Development an application for an award and/or rebate from the Job
Creation Fund Program; and
WHEREAS, the City held a City Council meeting on July 22, 2024, to consider this matter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
That after due consideration, the Mayor and City Clerk of the City, hereby adopts the following findings of fact related to the
project proposed by the Business and its application for an award and/or rebate from the Job Creation Fund Program and
express their approval.
The City Council hereby finds and adopts the reasons and facts supporting the following findings of fact for the approval of the
Job Creation Fund Program application:
1. Finding that the project is in the public interest because it will encourage the growth of commerce and industry,
prevent the movement of current or future operations to locations outside Minnesota, result in increased
employment in Minnesota, and preserve or enhance the state and local tax base.
The Business is proposing an expansion to their current facility that will allow the opportunity for their Business to grow
by having space for additional equipment and additional employment that will benefit the City by retaining their
operations within the community, increasing the tax base, and providing employment opportunities.
2. Finding that the proposed project, in the opinion of the City Council, would not be reasonably expected to occur solely
through private investment within the reasonably foreseeable future.
The Business is proposing an expansion to their current facility, procurement of additional equipment, and the hiring
of additional employees of which the City does not believe would happen without grant assistance.

3. Finding that the proposed project conforms to the general plan for the development or redevelopment of the City as
a whole.
The Business is proposing an expansion to their current facility which will provide full utilization of their property and
is in alignment with the City’s Comprehensive Plan.
4. Finding that the proposed project will afford maximum opportunity, consistent with the sound needs of the City as a
whole, for the development or redevelopment of the project by the private enterprise.
The Business is proposing an expansion to their current facility which will maximize the balance of their property and
allow for increased production of the facility, increased tax base, and increased employment opportunities.
