City Staff is recommending that the Council approve Change Order Proposals 39 and 40 from Rice Lake Construction
Group for the West WWTF project.

BACKGROUND/JUSTIFICATION:
A pair of Change Order Proposals for the West WWTF project were reviewed with the Public Works Subcommittee
(PWSC) on July 17, 2024. The following table is a summary of the change orders that were recommended to forward for
consideration by the full Council.
Change order #39 in the amount of $72,795 includes additional pipe materials/fittings (primarily large diameter ductile
iron pipe) necessary to accommodate pipe crossings for existing underground pipes that were at different elevations
than shown on record drawings. This area between the Pre-Treatment Building and the Fine Screen Building includes the
most existing underground pipe.
Change order #40 in the amount of $36,870 includes materials escalation costs related to the roofing of the remaining
structures being completed in 2024.
The proposed net increase in project cost of $109,665 represents 0.32-percent of the bid cost and would bring the total
change order net increase to 3.0-percent for the project. A contingency amount of 5.0-percent was included in the
project budget and financing package. Work completed and stored to date as of the most recent pay application
represented 74.0% of the updated project total inclusive of previously approved change order amounts.

Scott,
It was found that the new 24” site pipe running from the PTB to the FSB conflicted with the
existing forcemains running into the PTB. Similarly, the storm piping also had conflicts.
Additional fittings and manhole sections are needed to reroute these pipes . The total cost to
furnish and install these additional items is $72,795.00. Attached is a breakout of the costs.
Please note this excludes any grading changes, if needed.

As noted in the addendum, Rice Lake and our vendors were to not carry the escalation risk in
our bid as the City would be taking that on. The total escalation on the roofing material for the
ADM and PTB roofs is $36,870.00. Attached is a breakout of the costs.
Please note that this proposal includes an alternative shingle that was previously approved.

**** The Cool Series Shingles are no longer a locally stocked item. They are Manufactured in Shafter, CA
and now have a Full Pallet (16 Sq) minimum order. There is a 4 pallet minimum LTL pick up from Shafter,
CA plant. So the minimum order is now 64 Sq for a 7 Sq project and have a 6-8 week lead time.
NOTE:
1) Our Bid proposal will only be honored for 30 days.
2) Pricing subject to change as we are in a volatile market.
