Call to Order.
Chair Kitty Baltos called the meeting to order at 7:00 PM.
Roll Call: Chair Kitty Baltos. Commissioners: Angie Dehn, Jessica Schaffer, Matt Danzl,
Norman Witteborg, Kurt Baldry and Stephanie McCool.
City Council: Council Members Brittany Moores and Ryan Dunlap
Staff: Nick Jacobs, Parks and Recreation Director, and Connie Schwecke, Recreation
Coordinator.
1.Open Forum.
2.Consider Agenda Approval.
Parks and Recreation Director Jacobs requested to change the order of
the Agenda Items to Item 5.1, Item 4.1 and last Item 5.2.
Commissioner Baldry motioned to approve the amended agenda.
Seconded by Commissioner Dehn. All in favor. Motion carried.
3.Consider Meeting Minutes.
3.1 February 20, 2023 Meeting Minutes.
Commissioner Danzl motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Commissioner
Schaffer. All in favor. Motion carried.
5.New Business.
5.1 Election of Officers.
Chair Baltos asked for nominations for chair.
Commissioner Dehn nominated Kitty Baltos for chair. No other nominations were
voiced.
Chair Baltos asked for nominations for vice chair.
Chair Baltos nominated Angie Dehn for vice chair. No other nominations were
voiced.
Chair Baltos asked for a voice vote for chair.
The vote was 6 yeh and 1 abstained, as a matter of record, Kitty Baltos was
elected chair.
Chair Baltos asked for a voice vote for vice chair.
The vote was 6 yeh and 1 abstained, as a matter of record, Angie Dehn was
elected vice chair

4. Unfinished Business.
4.1 Carrick’s Landing Park Update.
Parks and Recreation Director Jacobs introduced Gabrielle Grinde HKGi who
presented the Carrick’s Park Plan Update to the commissioners. After discussion,
the commissioners agreed to use the black color choice for the fencing and
bollards.
Commissioner Dehn motioned to recommend to the City Council
approval of Carrick’s Landing Construction Plans as presented and to
consider authoring the competitive bidding process. Seconded by
Commissioner Schaffer. All in favor. Motion carried.
5.2 Friends of the Mississippi.
Parks and Recreation Director Jacobs introduced Alex Roth and Laura Domyancich-Lee.
Mr Roth and MS Dom presented the land management plan presentation. The
commissioners expressed their gratitude for FMR’s willingness to partner with the city.
6. Parks and Recreation Update.
Parks and Recreation Director Jacobs presented the parks update. Recreation
Coordinator Schwecke presented the recreation update.
7. City Council Reports.
City Council Member Moores presented the City Council Report.
8. Adjourn.
Commissioner Dehn motioned to adjourn. Seconded by Commissioner Danzl.
All in favor. Motion carried. Adjourned at 8:29 P.M.
