Item 3.1 7.8.2024 Draft Public Safety Meeting MinutesPage 1 of 2 PUBLIC SAFETY COMMISSION Northstar Regional-Riverwood Treatment Center July 9, 2024 6:30 PM Call to Order. The meeting was called to order at 6:30 PM. Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, John Braun, Gregory Hubbard, Mark Wolf, Loren Green, and Kyle Heltemes, Alternate Judith Sibert; City Council: Mayor Jessica Stockamp, CM Jefferey Dahl, CM Ryan Dunlap, Emergency Services Director Rausch 2.Consider agenda approval. Commissioner Gregory Hubbard motioned to approve agenda as written. Seconded by Commissioner Dan Freiberg. All in favor. Motioned carried 7-0. 3.Consider the following minutes: 3.1 June 11, 2024 Commissioner Gregory Hubbard motioned to approve the minutes as written. Seconded by Commissioner Loren Green. All in favor. Motion carried 7-0. 4.Open Forum. The Public Safety Commission toured the North Star Regional Treatment Center located at 10990 95th St. NE, Otsego, MN 55362. The purpose oft he tour is to get a better understanding on how the facility operates and, allow rescue and law enforcement to have a better understanding of the layout. The facility was happy to provide a tour and the Public Safety Commission found the tour informative. Daryl Rausch mentioned the equipment for the booth at the Otsego Prairie Festival arrived which included the tent and banner. 5.Review received monthly reports. 5.1 Albertville Fire Department. No representatives were present from the Albertville Fire Department. 5.2 Elk River Fire Department. No representatives were present from the Elk River Fire Department. 5.3 Rogers Fire Department. No representatives were present from the Rogers Fire Department. 5.4 Wright County Sherriff Department. Item 3.1 Page 2 of 2 Corporal Blitz was present. He mentioned that the fundamental issues he encountered were complaints about fireworks but no other major incidents. There were seventeen complaints. There have been more motor vehicle accidents within the county and fatalities in surrounding communities. There may be a need for more preventative measures. CM Dunlap mentioned the speed signs. Corporal Blitz said they are moved around but could be a hazard on some narrow roads. 5.5 Allina EMS Quarterly Report Two representatives were present from Allina. Second quarter response times (14 minutes 29 seconds) were slightly down from the first quarter which was 14 minutes and 59 seconds. Due to the construction on County Road 35 they plan to keep an ambulance in St. Michael. Commissioner Judith Sibert asked if there were gaps that may increase response times and are there ways to be more efficient. Allina said response times vary from month to month and currently there is not consistent volume. Response times are consistently reviewed. Commissioner John Braun brought attention to the Interstate 94 construction scheduled between Albertville and Monticello. The construction is set to begin July 22nd, 2024, and go through the fall of 2026. He just wants to ensure that it being considered. 5.6 CentraCare Quarterly Report No representatives were present from CentraCare. 6. Emergency Services Director Rausch Updates. Emergency Services Director Rausch mentioned there are 2 outreach events coming up. August 6 (3-6PM) Otsego Farmer's Market in the Coborn's Parking Lot and a building design meeting on July 22nd. 7.
