Background Information
August 2023-September 2023
Park Planning Consultants HKGi and City staff met to discuss opportunities for the Prairie Park Master Plan and set
expectations. City staff present included the City Administrator, City Planner, City Engineer, and Parks and Recreation
staff. A presentation led by HKGi showed precedent images from other community park master plans they had
conducted. HKGi and staff also walked the entirety of Prairie Park to get a ground level view to create a vison for Prairie
Park.
Using feedback from the meeting HKGi created materials for the website, social media, an engagement board for the
Prairie Festival, and a press release. The goal was to make as many residents as possible aware of the exciting
opportunity to master plan Prairie Park. The goal was to offer a survey using Survey Monkey that asked more detailed in-
depth questions to generate pointed feedback. The other method of engagement was using Social Pinpoint, an
interactive map where residents could leave comments and other residents were able to like or dislike the comments.
The City of Otsego advertised at the Prairie Festival and several posts on Facebook encouraging residents to leave
feedback.
October 2023-December 2023
Staff and HKGi recruited residents to form a new advisory committee to help guide HKGi and staff for the future of Prairie
Park. The City of Otsego advertised for this committee using social media. It was quickly filled by residents with diverse
backgrounds. The committee consists of residents of Otsego who represent athletic associations (ROYBA, ROSA, Boreal),
residents of the community, three Parks and Recreation Commissioners, and one City Council member.
The newly formed Prairie Park Advisory Committee met in October to assess the status of Prairie Park and the potential
for improvements. The Committee was led through the same presentation with precedent images and other community
park master plans. The Prairie Park Advisory Committee set goals for the master plan and proceeded to conduct a
strengths, weakness, opportunities, and threats (SWOT) analysis. This analysis led to extensive discussion on the
opportunities and vison for Prairie Park. The Prairie Park Advisory Committee was then asked to complete the survey and
spread the word to all residents. The community survey closed December 31, 2023.
January 2024
HKGi and staff met and reviewed the two forms of survey input. HKGi led a presentation that compiled all responses and
organized it into core themes. Staff were led through an exercise of using the feedback to create a concept of what
Prairie Park could look like in the future. Several concepts were created and vetted through this process. HKGi used this
feedback to create a template for the Prairie Park Advisory Committee meeting conducted in March. A featured article
was also published in the Otsego View informing residents about the Prairie Park Master Plan. Residents were invited to
attend the public open house at the Otsego Touch-A-Truck event on May 14.
March 2024
The Prairie Park Master Plan Advisory committee had their second meeting. At this meeting community survey results
were presented. HKGi then lead an interactive exercise using printed maps with printed to scale amenities and were
asked to place them on the map of Prairie Park where they felt each amenity should be placed. It was a creative session
that led to extensive discussion on the future of Prairie Park. Realizations from the meeting were that not all survey
results could be accommodated for in Prairie Park as it exists today. Priority was given to the amenities with the highest
requests from the community survey.
April 2024
HKGi and staff presented the three concepts that were created from all the meetings and input from the inception of the
Prairie Park Master Plan. This was the first time the Parks and Recreation Commission and City Council had a chance to
review community input and concepts. The Prairie Park Advisory Committee was also invited to the meeting to hear the
input from the Commission and Council. The intent of this meeting was to vet out the three concepts and offer feedback,
before the concepts were presented to the public at the open house hosted during the Otsego Touch-A-Truck event on
May 14 from 6:00pm-7:30pm.
April 2024-July 2024
In April the Parks and Recreation Commission met alongside members of the City Council and Prairie Park Advisory
Committee to review the initial three concepts of Prairie Park that were created. Ultimately, that conversation led to it
being narrowed to two concepts Concept “A” and Concept “B”. Park Planning consultants HKGi and staff proceeded to
create a space on the interactive website Social Pinpoint where residents could leave their comments on each of the
concepts. Also, HKGI and staff facilitated an open house at the annual City of Otsego Touch-A-Truck event. Both efforts to
engage the community were extremely successful. Feedback from Social Pinpoint and open house were compiled to
create the preferred concept in the Prairie Park Master Plan Document.
The attached document tells an extremely detailed story of how this process, which started in August of 2023, has made
it to this stage. Some key information that needs to be focused on:
Community Input efforts:

• Survey using Survey Monkey was created to gather more detailed information September-December of 2023
• Social Pinpoint was used again in Spring of 2024 to say which elements of Concept “A” and Concept “B” residents
liked or disliked
• An Open House was held at the annual Touch-A-Truck event to engage park users and gather input
• 2 Parks and Recreation Commission meetings were conducted where residents of the community were able to
attend
Phasing
1. Phase 1 (Estimated at $6,716,883)
• New Adventure Playground
• New Park Building/Pavilion with accessible restrooms, multi-purpose recreation and event space, and
concessions area
• Shade and drinking fountains to support the playground
• Veterans memorial relocation and upgrade
• Parking lot repaving and expansion
• Stormwater allowance and trees
2. Phase 2 (Estimated at $9,556,434)
• Ballfield updates
• New warming house/restrooms/concessions building
• New outdoor hockey rink and free skate area
• New parking lots west of the ballfields
• New off-leash dog park, parking, shelter, RC Track, and Archery area
• Relocated sledding hill in SW area of park
• Basketball court resurfacing
• Soccer field parking lots and lighting
Also, amenities that residents requested that Prairie Park did not have space to facilitate were a Community Center, Disc
Golf, Amphitheater, and Athletic complex/tournament level facility. Phase 1 and Phase 2 are amenities that Prairie Park
could facilitate.
The Parks and Recreation Commission unanimously recommended the City Council Consider the Prairie Park Master Plan
for adoption.
With the support from the Parks and Recreation Commission, City staff is recommending the City Council adopt the
Prairie Park Master Plan. Like other Master Plans for the City such as the Drinking Water Master Plan, Sanitary Sewer
Master Plan, the Comprehensive Plan, the Capital Improvement Plan, etc., adoption of the proposed Prairie Park Master
Plan will help guide future City Council decisions. Adoption of such plans provides direction to City staff to begin the next
stages of potential implementation, including identifying funding sources, grant applications, developing refined cost
estimates, reviewing phasing plans, and implementation timelines.

Introduction & Background Information
Project Purpose
The purpose of the park master plan is to provide a comprehensive and strategic framework
for the development, enhancement, and management of Prairie Park over a long-term period.
The master plan aims to engage residents and stakeholders in the planning process, identify
existing issues and opportunities, and explore ideas and concepts for the park’s future. A key
component of this process is developing a preferred concept plan that reflects the collective
vision of the community. By establishing a clear vision, the master plan helps guide resource
allocation, ensuring that improvements are implemented in a cohesive and phased manner. It
includes cost estimates and funding strategies to support the feasibility of proposed projects.
It also provides priorities and phasing for park improvements. Overall, the park master plan
seeks to create a vibrant and accessible park that enhances the quality of life for residents and
visitors of Otsego.

Advisory Committee Process
Residents and stakeholders were invited to participate in an Advisory Committee to assist staff and
consultants with decision making during the planning process.
Expectations for Advisory Committee Members
• Participate in three Advisory Committee meetings.
-Meeting #1 (October 11, 2023): View the park’s existing conditions, discuss park issues and
opportunities, discuss potential concept ideas, discuss and suggest ways to engage community
members in the process, and review and discuss the project schedule
-Meeting #2 (March 24, 2024): Review feedback received during the Phase 1 community
engagement process; Provide input and work together to develop draft concepts and ideas; discuss
Phase 2 of community engagement

Past Planning Efforts
Otsego Park System Plan
In July of 2019 the Otsego Parks + Recreation System Master Plan was implemented. This plan aims to
provide comprehensive guidance for the growth and maintenance of parks, recreation, and natural areas
over the next 10-20 years. It incorporates extensive community input collected through online surveys,
social media, and public meetings. Key findings highlight the importance residents place on amenities
like the Prairie Park Splash Pad and city trails. The community engagement also emphasized the need for
additional amenities such as play equipment, parking lots, lighting, paved trails, and natural play areas.
Overall, there was strong support for increasing facilities at a centralized community park and acquiring
more land for parks and trails.
The plan outlines several recommendations for enhancing Otsego's parks and facilities. These include
expanding Prairie Park with new pickleball courts, splash pad improvements, and additional parking. The
development of new neighborhood parks is also prioritized, with a focus on ensuring accessibility and
connectivity throughout the community. The plan advocates for the use of an asset management system
to maintain and replace existing facilities and suggests exploring partnerships for a future community or
recreation center. By adhering to these recommendations, the plan aims to create a well-connected, high-
quality park system that meets the evolving needs of Otsego's residents

Otsego Comprehensive Plan
The 2023 Otsego Comprehensive Plan, adopted by the City Council, outlines the community's growth
and development strategy for the next 20 years. It provides updated guidelines on land use, residential,
commercial, and industrial development, and infrastructure including sewer, water utilities, parks, and
transportation. Key findings include projected population growth, the emphasis on fiscally responsible
urban expansion, and a focus on maintaining environmental quality and community identity.
Additionally, it found that almost half of households in Otsego include families with children, reflecting a
growing community with diverse household types.
The plan addresses the need for comprehensive park development to enhance the quality of life in
Otsego. It emphasizes the expansion of parks, trails, and open spaces to provide equitable recreational
opportunities and preserve natural resources. This focus on parks and open spaces aims to foster a strong
sense of community identity and improve connectivity between neighborhoods and recreational areas.

Existing Conditions & Site Analysis
Introduction
Prairie Park is 63.5-acre community park located in central Otsego, Minnesota. The park
includes the Prairie Center building, which hosts City Council and other city commission
meetings, contains parks and recreation offices, and includes meeting rooms and flex space
used for recreation programming. Recreation features in the park include: 4 baseball/softball
diamonds, soccer fields, a playground, a splash pad, 4 pickleball courts, a basketball court, a
dog park, an open-air picnic shelter, a skate park, an archery range, an RC track, a veterans
memorial, a sledding hill, trails, a wooded area with and parking lots.
A site tour with city staff and multiple site visits were conducted during the planning process
to develop an inventory of the existing facilities and conditions in the park. The following
maps and images describe the state of the park in 2023/2024, as well as identify potential site
improvement opportunities and limitations.

Public Input & Concept Exploration
Introduction
A primary driver for the Prairie Park design process is to understand how people are using
the space today, and encourage them to communicate and share their ideas on how the
space could be used in the future. A two-phase approach to engagement was completed
during this plan. During the first phase, ideas were generated and gathered through an
interactive map and survey. During the second phase of engagement, community members
and stakeholders responded to concept plan options. The preferred concept plan reflects the
feedback collected and is a refined version of a concept plan that takes into account a variety
of community viewpoints and perspectives.

Interactive Map
The city of Otsego used a website called Social Pinpoint to create an interactive map of Prairie
Park. The interactive map allows viewers to zoom in and out of an existing aerial and place
their comments on the map. Comments consisted of three categories: ideas and suggestions,
I like this, and needs improvement. These comments were available for others to see and
like or dislike. The interactive map launched in September 2023, and closed in December
2023. Over this time, the site was viewed 676 times. There were 393 unique stakeholders/IP
addresses and the map received 59 comments.

neighborhoods with a longer sidewalk on Nashua Ave.

Upgrades at the ball fields to create an improved environment
for hosting league games and local weekend tournaments. The
3 items already listed in the survey are great, new restrooms,
concessions and upgraded dugouts (ADA). That said, the 4
ball fields are all in need of adding new field dirt / aggregate to
reduce the amount powder and to fill in low spots. Additionally,
batting cages would greatly increase the use of fields for

Goals for the Planning Process from Advisory Committee
• Consider revenue potential
• The Identity factor for Otsego is tough—some residents say or think they
live in Rogers, Albertville, or Monticello
WHAT
• Include the arts in some way (bandshell, sculpture)
• Consider a fitness walk
• Include ADA bathrooms
• Think about how other communities either compete with or complement
what Otsego offers (e.g. non-residents use the pickleball courts at Prairie
Park)—does Otsego really need a community center, or are there enough
indoor facilities in the surrounding communities?

Council. Following review, two final concepts were presented to the public at the Touch a Truck event on May 14, 2024, and on a Social Pinpoint interactive website,

Implementation Phasing & Cost Estimate
Prioritization
The proposed Prairie Park improvements will be implemented over the next 5-10 years as funding
and opportunities allow. The highest prioritization for improvements are listed in the cost estimate in
Phase 1.
Phase 1 projects include:
• New Adventure Playground
• New Park Building/Pavilion with accessible restrooms, multi-purpose recreation and event space,
and concessions area
• Shade and drinking fountains to support the playground
• Veterans memorial relocation and upgrade
• Parking lot repaving and expansion
• Stormwater allowance and trees
Input from the public, Advisory Committee members, Parks and Recreation Commissioners, City
Councilors, and city staff informed these priorities.
All other projects shown in this master plan are identified as Phase 2.
Phase 2 includes:
• Ballfield updates

• New hockey rink and free skate area
• New parking lot west of ballfields

The city currently plans and runs many recreation programs and events in Prairie
Park. With additional indoor facilities, there is the potential to add year-round
activities in the park. Current programs include:

During the Prairie Park master planning process, there were several park
facilities and amenities that were identified by community members as
desired in Prairie Park. These facilities were considered but ultimately were not
included in the master plan for Prairie Park. The following facilities should be
kept in mind for future park improvements in other locations in the city:
• Disc golf
• Community center
• Bicycle pump track
• Large Athletic complex/tournament level facility
• Amphitheater/performance space
• Archery (potentially move the range to another park)

Operations & Maintenance
Existing and future park and facility operations and maintenance
activities will be performed by a combination of full-time employees
(FTE) and summer seasonal workers. The table below identifies existing
and potential future duties with anticipated staff responsible for duties.
As new facilities are built, parks and recreation staff will need to take
on more responsibilities and more workers will need to be hired to
account for additional tasks. Efficiencies, such as automatic locks on
buildings and restrooms, will be considered to reduce staffing burden.
Park hours are sunrise to sunset.
It is anticipated that after the completion of Phase 1 park
improvements, the city would need to hire one additional seasonal
worker annually to support operations and maintenance of new
facilities (approximately $12,500 per year). Additional utility costs
(water, sewer, electric) for each new park pavilion should also be
considered (approximately $5,000 per year).
After completion of Phase 2 park improvements, the city should hire a
2nd additional seasonal worker and one additional FTE (approximately
$90,000 per year). These new employees would also support other
parks and open space operations and maintenance in the city’s system,
so the costs would not be isolated to Prairie Park alone.
Total Estimate O&M cost increases:
• After Phase 1 completion: $17,500 per year (one seasonal worker
plus utilities)
• After Phase 2 completion: $125,000 per year (one FTE plus two
seasonal workers plus utilities)

Cost Estimate
The Prairie Park Master Plan cost estimate is organized by phases and are listed in 2024 dollars. The costs are high level, planning estimates, which include a 5%
mobilization cost, 15% design and construction contingency, and 15% for design and engineering. The numbers are provided in order to plan and budget for future
improvements. Each project will need to be designed in detail to determine existing conditions, exact quantities, and address project details.
General park-wide and city-wide improvements, such as wayfinding signage, road updates and expansion, and trails along Nashua that are shown or listed in this
