The City Council continues to evaluate tools and resources that can effectively and efficiently meet the needs of our residents and our growing businesses in Otsego. A strategic goal of the City Council is to lead the community through innovative communication. Our residents are very interested in having easy access to up-to-date information on approved commercial developments. The City recently added communications staff, working with the Wright County Economic Development Partnership (WCEDP) on an easy-to- use platform, ZoomTour, that will provide information about projects happening in Otsego with a few clicks. The City is able to add information about new commercial and industrial developments once approved by the City Council including an image of the building and location on a map. A link to ZoomTour is provided on the City of Otsego website’s home page or can be found by entering ZoomTour in the search bar. It is surprising to realize that summer is already coming to an end. I would like to take this time to personally thank all of our people that joined the City this summer as seasonal employees in the Streets, Parks and Recreation, and Utilities Departments. Seasonal employees greatly expand the ability of the City to complete projects and undertake maintenance during the construction season. We are extremely fortunate to have many seasonal employees return year after year with experience that only makes their contributions more valuable. That ended its time as the usher for Otsego’s residents to their final resting place. The sign has been in its place above the entry to the cemetery since 1989. Prior to Otsego’s incorporation, the Otsego Vision Committee worked on garnering community pride and identity. As part of that effort, cemetery improvements were planned and completed by volunteers, community groups collaborated, and funds were raised. When the iron arch sign was installed over the driveway it was noticed “Cemetary” was misspelled. It should be “all E-s for eternity.” However, the spelling became part of the unique character of the site. The cemetery itself was used as early as 1854 and covers approximately four acres. It is non-denominational and gravesites can be purchased only by residents of Otsego. More information on the Otsego Cemetery and identifying and locating graves in the historic cemetery can be found through The Otsego Heritage Preservation Commission website at ci.otsego. mn.us/206/Heritage-Preservation-Commission. There you will find a free PDF under Historical Books. Thankfully, this is not the sign’s final end. Mayor Stockamp’s husband, Jim, and their son, Logan, worked hard to reconstruct the beloved sign. Starting at the beginning of this summer they honed their iron work skills restoring the sign after it was destroyed in the accident. Their time and skills contributions gave the sign a new look and a new home. While not directly over the driveway, it does still employ the same job and welcomes all into the historic grounds. The existing fire protection contracts, initially suited for a small rural community, no longer meet the needs of this growing population. This has highlighted the urgent need to improve emergency response times, enhance outcomes, and implement effective community risk reduction strategies. The Otsego Fire and Emergency Services Department will adopt a combination staffing model, integrating career and paid-on-call volunteer personnel. Career firefighters will provide 24/7 coverage, ensuring immediate response capabilities, while paid-on-call firefighters will supplement the career staff during larger incidents. This model ensures a robust and flexible response to emergencies, tailored to the community’s needs. Emergency response efficiency is measured by REFLEX time, which encompasses all aspects of emergency response from the moment a 911 call is made to the arrival on the scene. Relying solely on drive-time can be misleading, especially when volunteer-based incident response services are utilized. With the new department, 92% of the city will be within a 9-minute REFLEX time, significantly enhancing response times. Centrally positioned career firefighters will play a crucial role in reducing REFLEX time and improving overall emergency response efficiency. EMS services in Otsego are determined by a state board rather than the city. However, Otsego Fire/Rescue personnel will provide immediate EMS care while awaiting the arrival of private ambulances, ensuring residents receive prompt medical attention during emergencies. The department will focus on proactive fire prevention programs and community risk reduction initiatives, including: • Regular inspections of commercial and residential properties. • Public education campaigns on fire safety. • Smoke detector installations in vulnerable homes. • Development of emergency preparedness programs tailored to community needs. These initiatives aim to reduce the incidence and impact of fires and other emergencies, enhancing the overall safety of the community. Informed decision-making is crucial for the success of the Otsego Fire and Emergency Services Department. The new department aims to enhance community safety and response efficiency, addressing current needs and preparing for future growth. Information about the department, including past studies, site plans, and FAQs, is available on the city’s website. City staff and professional fire personnel are also available for questions and comments, encouraging continued engagement with residents and businesses. Entry fee is $10 per vehicle and free for spectators. Trophies will be awarded including the Mayor’s Choice, Club Choice, and the Top 10 vehicles as voted on by the spectators and participants. Last year’s winners were Don and Cherie Nyberg from Cromwell, MN with a 1956 Mercury Montclair. Win great cash prizes at the bingo games played from 4:00-5:30 p.m. in the big tent between the two band performances. Proceeds from the games go to Gifts Anonymous, a non-profit organization that assists families in Otsego and Elk River that are financially unable to provide Christmas gifts for their children. In July, the Otsego City Council voted 5-0 to award the contract for the Carrick’s Landing Park improvements. Along with awarding the bid, the City Council also authorized the purchase and installation of a ramp, dock, and park signage. The City has been awarded a $350,000 Minnesota Department of Natural Resources Outdoor Recreation Grant — the maximum grant amount available. The total project cost for the City of Otsego will be $369,800 after grant reimbursement. Within Carrick’s Landing Park transformation, you will find kayak and canoe access including the dock that will be ADA (Americans with Disabilities Act) accessible with a kayak launch and take-out. Other amenities being constructed are concrete steps to the river’s edge, a picnic shelter, a deck overlooking the river, a short boardwalk, a boat launch, paved trails, signage, and new options for shoreline fishing. The riverbank will be lined with native trees and shrubs to revegetate and prevent erosion. Paddle Port rental stations will allow residents to rent kayaks and traverse the Mississippi water trail from Norin Landing Park, south to Carrick’s Landing Park. The self-serve Paddle Port Station will be onsite at both parks in 2025. More details on the Paddle Port rental station will be included in the spring issue of the “Otsego View” City Newsletter. “River access was identified in our Parks and Recreation Master Plan as a great opportunity for improvement for the Otsego Parks and we are excited to offer this in our City,” Otsego Parks & Recreation Director Nick Jacobs said. Otsego residents have expressed how excited they are about improved river access. Guardian Angels is also enthusiastic as it only enhances the park and allows their residents who have mobility issues a safe route to a river touch point. Carrick’s Landing Park is located at 9050 Quantrelle Ave., just east of Guardian Angels. Project construction is in motion and is scheduled to be completed by late fall, with the Paddle Ports being added in the spring of 2025. River Access Site Plan 8 2024 Fall Otsego View OTSEGO INFRASTRUCTURE PROJECTS IN PROGRESS Street Renewal Project The street renewal project on Vasseurs Oak Grove Estates 3rd and 4th Additions and Halls 1st, 2nd, and 3rd Additions began in early August. The first step of the construction process was to reclaim the street asphalt, remove portions of driveways as necessary, and replace street cross culverts. This project is expected to have a quick construction timeline and is expected to be complete late September (weather dependent). Mill and Overlay Edge mill and overlay projects help prolong the life of a street. The projects are less disruptive to residents and cost significantly less than street reconstruction projects. The mill/ overlay projects consists of milling the top 1 ½” of blacktop off of the street and repaving a new 1 ½” of asphalt for a new driving surface. This project started in August and is expected to be complete the end of September. Wellhouse 4 Water Treatment Improvements Project Otsego is initiating water filtration treatment, Wellhouse 4 is our first step in making it a reality! Construction will begin this fall! The wellhouse will receive filtration technologies to enhance the water quality provided to residents. These facility improvements will remove iron, manganese, and radium from source supply wells at a design rate of 2,000 gallons per minute. Once completed, this project will improve drinking water quality, enhance site efficiencies and increase resiliency of the overall water system for the City of Otsego. Wellhouse 4 is located adjacent to the Riverwood National development at 10000 90th Street. This project is funded by Environmental Protection Agency Community Grants, the Minnesota State Revolving Fund, and Minnesota Emerging Contaminants Grants and water rates. The improvements for Wellhouse 4 are expected to be operational by February 2026, with final completion of the project planned for May 2026. West Wastewater Treatment Facility Project The existing Otsego West Wastewater Treatment Facility, located at 7551 Lancaster Avenue, has been in service since 2005 and is nearing its original rated capacity. A project to expand the treatment capacity of the West WWTF is underway. In addition to capacity expansion, it is the City’s desire to reduce odors, traffic, and noise from facility operations experienced by the adjacent residential neighborhood and City Park. This is being done through the design of a new treatment process and associated indoor waste solids loading facility, as well as relocation of an administration building and site access. This is especially true if you’re a growing city nestled on a busy stretch between I-94 and US Highway 10. And because of its location, Otsego is becoming a hotspot for business development and residential settlement. With a consistently strong population swell over the last 25 years, it may seem like development has taken its time. However, the planning process was strategically designed to ensure the city’s growth would bear fruit. “When Otsego became a city in the early 90s, the focus was on quality over quantity. So, development didn’t occur for a while,” City Planner Dan Licht said. “Now we’re seeing that the population is generating its own market and creating demand for businesses, services, and stores.” In fact, since SuperTarget anchored the main commercial area in 2006, Otsego has seen a significant influx of businesses. In the last five years alone, Licht said, the city has welcomed Michaels®, various medical- and office-type businesses, Coborn’s and Aldi grocery stores, three daycare centers, several liquor stores, a bank, a car wash, Ace® Hardware, Pet Supplies Plus® and Erbert & Gerbert’s Sandwich Shop (inside the Coborn’s grocery store). What’s the secret? Planning, really. “The city lays out areas for commercial uses with adequate infrastructure,” Licht said. “And, ultimately, it’s the private market in a capitalist economy that decides now is the time to build here.” Otsego’s development, though, isn’t without challenges. New businesses sometimes prefer to open in a neighboring city’s established commercial market. But franchise agreements are bigger issues. “If a business is located in one of those other markets,” Licht explained, “the territory they have a right to includes Otsego and precludes another store from opening. In accordance with Minnesota Statutes, the financial statements within the Report must be audited on an annual basis, which was completed by BerganKDV. On June 24, BerganKDV presented their opinion on the financial statements to the City Council, with the City receiving an Unmodified Opinion, also known as a clean opinion, and is the best opinion that can be given. Summary information regarding the City’s financials is provided below. Certificate of Achievement The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Otsego for its 2022 Annual Comprehensive Financial Report. The City first applied for this award in 2012, and has received the award every year since. To be awarded a Certificate of Achievement, the City must publish an easily readable and efficiently organized annual comprehensive financial report. The report must satisfy both accounting principles generally accepted in the United States and applicable federal, state, and local legal requirements. A Certificate of Achievement is valid for a period of one year. It is expected that the 2023 report conforms to the Certificate of Achievement program requirements. It has been submitted to the GFOA to determine the City’s eligibility for another certificate. Governmental Funds The City’s governmental funds account for all operations, capital projects and debt payments, except for the public utilities of water, sanitary sewer, and storm water. Those funds are excluded as they are operated like businesses and are intended to be self-sufficient. General Fund The General fund is the City’s primary fund and accounts for all day-to-day operations of the City except for water, sanitary sewer, and storm water utility systems. The utility operations are not included with Governmental Fund operations and are not funded through the property tax levy. Rather, the utility operations are fully self-funded through user charges to the customers on the public systems.
