2024.08.12 City Council Meeting MinutesOTSEGO CITY COUNCIL MEETING MONDAY, AUGUST 12, 2024 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. R�II Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Streets Operations Manager Kevin Lamson, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Wright County Commissioner Jeanne Holland provided updates regarding: Wright County Administrator's resignation and appointment of interim, proposed levy increase, and that Parks and Recreation staff should contact Health and Human Services for lactation station use at the Otsego Prairie Festival, Mayor Stockamp closed the Open Forum at 7:06 PM. 2. Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. July 22, 2024, Meeting. 3.3 Approve City Council Special Compensation for July 2024, 3.4 Approve Pay Application #2 for the Friedrich Park Project. 3.5 Approve Pay Application #24 for the West WWTF Improvements Phase 1 Prolect, 3.6 Adopt Resolution 2024-54 Accepting a Donation. 3.7 Adopt Resolution 2024-55 Imposing a Civil Penalty &Best Practices Training —Failed Alcohol Compliance, 3.8 Acceat Quotes and Authorize the Well #11 Electrical Equipment Installation. Adopt Resolution 2024-58 Vacation Existing Public Right -of -Way, Drainage, and Utility Easements. B. Approve a Final Plat Subject to Findings of Fact & Decision. C. Adopt Resolution 2024-59 Approving a Development Contract. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Moores. All in favor. Motion carried 5-0. 4. Public Hearing: 4.1 Danzl Vacation: A. Presentation by City Planner. B. Conduct Public Hearing, C. Consider Approval of Resolution 2024-60 Vacating Existing Drainage and Utili Easements. City Planner Licht reviewed the staff report and presentation. Mayor Stocl<amp opened the Public Hearing at 7:08 PM. No one from the public spoke. Mayor Stocl<amp closed the Public Hearing at 7:08 PM. CM Moores motioned to adopt Resolution 2024-60 vacating existing drainage and utility easements, seconded by CM Cioedeo All in favor. Motion carried 5-0. 5. City Council Reports and Updates: Mayor Stocl<amp said the League of Minnesota Cities recognized Representative Paul Novotny. CM Dahl reminded council and candidates about candidate filing and using social media. 6. Staff Reports and Updates: City Administrator/Finance Director Flaherty reminded the Council of the upcoming 194 groundbreaking event on Friday August 16. City Clerk Etzel said candidate filing closes tomorrow and that Primary Elections are tomorrow with polls open from lam-8pm. City Planner Licht said there is a Planning Commission meeting scheduled for next Monday. City Administrator/Finance Director Flaherty said materials were distributed regarding a resident with a drainage issue that was at the last Council meeting. City Engineer Wagner reviewed the property's drainage, which was established in 1972; this is an existing drainage pattern that was established 52 years ago. The resident asked if a storm drainage could be installed, which would require 750 feet of piping. City Engineer Wagner said staff looked at a recent rain fall event and the culvert was dry. City Attorney Kendall does not see any legal issues with the existing drainage. CM Dunlap asked if the homeowner could do the work themselves. City Engineer Wagner said yes, the grading plan would need to be reviewed and approved by staff, the property owner cannot block the existing drainage pattern. Mayor Aockamp asked about the water flow. City Engineer Wagner said the map provided the direction of water flow. Deputy Bilitz, Wright County Sheriff's Office provided updates regarding: CSAH 36 barricade and vandalism at Otsego Elementary and School Knoll Park. 7. Adjourn.
