City staff is recommending the City Council accept a quote and authorize installation of an odor control unit.

BACKGROUND/JUSTIFICATION:
City staff has identified the beneficial need of an odor control unit for a solids processing building at the East WWTF. The
odor risk location is at the belt thickening process established with the original wastewater facility construction and the
odors have trended with solids processing frequencies from weekly to triweekly. The specific location is currently not
odor controlled.
Engineering, equipment representatives and neighbor involvement guided staff to the addition of an odor control unit for
this solids processing building. A variety of odor control options were reviewed from organic passive, inline filters and
mechanical equipment. The proposed equipment is a smaller version of existing pretreatment and biosolids building
equipment, benefiting manufacturer and representation of parts and material efficiencies. Comparable consideration
was given for the reuse of an existing unit being removed from service at the West WWTF, however a reduced life cycle,
added media, and operating costs did not prove this option viable. The addition of the proposed unit would be the third
odor control device connected to individual buildings to mitigate odor risks at the facility. Approval now ensures
equipment is in place and operational this fall as a lead time of 10 weeks exists.
City staff recommends authorization of the quoted odor control unit for installation at the East WWTF. Additional costs
associated with the installation include electrical connections quoted at $4,875, a variety of piping modifications
estimated at $4,013, and concrete pad estimate of $2,500. Funding for this replacement is not budget detailed, however
funding is available within the Rehabilitation and Replacement budget line item.
The Public Works Subcommittee was presented with this information at their August 21, 2024, meeting and provided
direction for City Council consideration of approval.
