Mayor Larry Fournier ary 16632 — 70' Street Otsego, MN 55330 RE: Proposed Interchange, Highway 101 and C.R. 37, Otsego, Wright County, Minnesota Dear Mayor Fournier and City Councilmembers: We are the owners of a 32.6 acre property located in the southwest quadrant of Highway 101 and C.R. 37 (Property Identification No's. 118 - 500 - 341102 and 118 - 500- 352200). Our property is on the east, south and west of the City of Otsego water tower located on the south side of C.R. 37 immediately west of Highway 101. While we certainly understand the positive effect that subject interchange may provide to the community, it will have an opposite effect on our property. Following are our concerns: 1. Our property has been re- guided to industrial from medium density residential, despite the inherent physical issues. 2. Access to our property after the interchange improvement, we are told, will be at best, right in /right out, as the right turn lane and median will apparently not allow us four -way movement at C.R. 37. 3. We have been advised that finish grade elevations of the future C.R. 37 will, most likely, further aggravate access to our property. 4. There are two pipelines that cross our property that further preclude elevation changes of significance. 5. In the future, when Quaday Avenue is constructed to the west of our property, we still won't have access as we will not have frontage on Quaday. -6. Thus, utilization of our property for an industrial use, without four -way access to C.R. 37, has severely impacted on the value of our property, as well as when it may be developed. 7. At the time the property was guided to industrial from medium density residential, we had a signed agreement from a buyer to develop the property for medium density residential use. Page Two Mayor Fournier and City Councilmembers March 3, 2005 We, and our representatives, have attended many of the meetings dealing with the and use issues and the interchange, and have shared our concerns. It should be noted that the revised interchange design that removed the exit ramp from Highway 101 traveling southbound to access C.R. 37 has been replaced by a service road that requires an exit decision to C.R. 37 at the C.R. 42 interchange to further impact negatively on the use of our property. We are very disappointed with your actions regarding our property. I am expressing my concerns on this as I am out of town on March 14, 2005 when the public hearing is scheduled.
