No No BACKGROUND/JUSTIFICATION: Localized flooding of an existing pond northeast of the intersection of Queens Ave NE & 58th Street NE has recently been looked at by City Staff due to reports of high water encroaching into adjacent yards and threatening septic systems. It was determined that the existing outflow of the pond no longer functions and does not lie within a drainage easement that would allow for repair. Currently, when inundation of septic systems becomes imminent, City crews pump water across 58th Street to alleviate the threat. The proposed solution is to directional-drill an 8” PVC pipe from the pond, then under Queens Ave, and terminate at an existing outflow (ravine) that lies on the west side of Queens Ave between two industrial sites. Pipe depth will be about 12 feet under Queens and continue at that depth to the outlet. The proposed pipe will lie within an existing 20 ft. wide Drainage and Utility Easement between Lots 14 & 15, Block 2 of Wokson Hills (see attached map) on the east side of Queens. On the west side of Queens, the pipe will follow the property line between the two industrial sites where the terrain is steep and wooded. A 10 ft. Drainage and Utility Easement has been obtained and recorded, as 5 ft per side of said property line. The plan was submitted to a sub-contractor providing directional-drilling services for the Well #11 raw watermain project. The contractor met on-site with Hakanson Anderson to discuss the work needed to be done and later that day sent a quote. We reviewed the quote and thought it was a fair price for the services to be provided. Public Works Subcommittee reviewed this project and an estimate at the July 17th meeting. The quote is at the engineer estimate that was presented at Public Works Subcommittee.
