03-28-05 PHITEM 3_2 PUBLIC HEARING 891h Street and Parell Avenue 6 PM, March 28, 2005 OTSEGO CITY HALL 1. Mayor Fournier will open the Public Hearing Mayor Fournier called the Public Hearing to order at 6:03 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Dan Scharber and Jessica Stockamp. Absent: Mark Thorsted. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk; Kristen Carr, Assistant City Attorney, Daniel Licht, City Planner and Ron Wagner, City Engineer. 2. City Attorney comments. Ms. Carr went over the requirements, purpose and process of this Public Hearing. 3. Presentation by City Engineer of the proposed project and proposed Assessment Roll. Ron Wagner presented the project and the proposed Assessment Roll. Mr. Wagner noted that oil prices have gone up and therefore increased the cost of this project by about 10 percent. 4. Public Comments. Judy Hudson attested that the proper noticing, publishing and posting was completed. Mayor Fournier opened the Public Hearing for Public Comment at 6:16 PM. Ryan Schumacher, 8944 Parell Avenue, stated concern with drainage of water after the street has been paved, concerned that a storm sewer would have to be installed. Ron Wagner said there are culverts to handle the water. He explained the amount of flow from paved surface is about 5% more than gravel surface. Roger Kowalsky, 8934 Parell, stated he is against the project as he has lived on the gravel road for 33 years. Laverne Noll, 15420 891h St, stated she is for the project as the dust is bad and she likes that the curve will be reduced. 5. Close the Public Hearing. Mayor Fournier closed the Public Hearing at 6:24 PM. Public Hearing of March 28, 2005. 6. City Council Discussion. Mayor Fournier explained the decision for this project will be made at the City Council meeting immediately following this Public Hearing.
