04-11-05 PHITEM 3_4 PUBLIC HEARING ASSESSMENT FOR DELINQUENT ADMINISTRATIVE FINES APRIL 11, 2005 6 PM OTSEGO CITY HALL 1. Mayor Fournier will open the Public Hearing. Mayor Fournier opened the Public Hearing at 6 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Dan Scharber, Jessica Stockamp and Mark Thorsted. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Andrew MacArthur, City Attorney and Dan Licht, City Planner. 2. City Attorney comments and presentation of the Assessment Roll. Mr. MacArthur went over the history, the process and purpose of this Public Hearing. Dan Licht went over the history of these properties as far as the citations and the right to appeal. 3. Public Comments. Mayor Fournier opened the Public Hearing at 6:08 PM. Judy Hudson attested that the proper noticing and publishing was done. David Peterson, 87th Street, stated he still doubts the evidence, the vehicles were licensed and were removed, old stove was converted into a smoker and a tractor used for snow removal. Dan Licht said they have to be licensed and operable. He inspected the property today and he will issue more violations tomorrow. Mayor Fournier said this Public Hearing is to talk about the assessment and not the violations. Mr. MacArthur explained how Mr. Peterson had the right to appeal and he didn't. He needs to file a written objection and give to the City Clerk this evening and within 30 days he needs to serve the City with a Notice of Appeal for assessment and within 10 days file with the District Court. Mr. Peterson was given blank paper and he wrote his appeal. Mr. MacArthur recommend to assess Mr. Peterson $600.00 plus interest and Mr. Zobel at $1,100.00 plus interest. 4. Close the Public Hearing.
