AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending the City Council adopt a resolution ordering preparation of plans and specifications. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The City applied for the Active Transportation Program Grant for the construction of a bituminous trail along Parrish Avenue (CSAH 42) from 91st Street to 96th Street. Currently pedestrians and bicyclists use the grass or roadway where there is a high level of traffic with low stop compliance and low visibility. The trail would increase safety by eliminating both pedestrian and bicycle traffic from using grass ditches and from using the roadway. A sidewalk exists along the west side of Parrish Avenue north of 96th Street and an off-street bituminous trail exists south of 91st Street on the east side. The 10-foot-wide bituminous shared use trail will complete the missing trail from 96th Street to 91st Street. A pedestrian crossing is planned at 96th Street as the proposed off-street trail would continue from its current end point on the east side of the road. The 96th Street intersection would see ADA ramps, crosswalk signage, and crosswalk striping along with a push button pedestrian beacon system to warn vehicles of pedestrians crossing at this location. ADA ramps and crosswalk striping at the 91st Street crossing would also be included. The City Council approved pledging engineering, right-of-way, inspection, and other non-Active Transportation eligible costs, including any Active Transportation eligible costs in excess of Active Transportation infrastructure grant received, for the Project at the January 22, 2024 Council meeting. The current engineer estimate of the project is $240,381 and the grant awarded to the City was $160,000. The project costs are currently included in the 2025 Capital Improvement Plan. The attached resolution would authorize preparation of plans and specifications for the project, upon completion, would be brought to the City Council for consideration of authorization for a public bid process. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. Hakanson Anderson is hereby designated as the engineer for this improvement, and are hereby directed and authorized to prepare plans and specifications for the making of such improvements.
