AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending the City Council adopt a resolution ordering preparation of plans and specifications. ARE YOU SEEKING APPROVAL OF A CONTRACT? No No BACKGROUND/JUSTIFICATION: The City applied for the Safe Routes to School Program grant for the construction of a bituminous trail along 80th Street from Maciver Avenue west to an existing pedestrian trail near the Hunter Hills residential subdivisions. Currently pedestrians and school age students walk along the grass or in the roadway on 80th Street. This off-street trail is needed to provide safe access to and from Prairie View Elementary School and Prairie View Middle School and to eliminate both pedestrian and bicycle traffic from using grass ditches and from using drive lanes that have no shoulders. The 10-foot-wide shared use bituminous trail will be off street and adjacent and north of 80th Street from the existing end of the trail at Langley Avenue east to Maciver Avenue. At Maciver Avenue, the trail will connect to existing shared use trails that connect to the elementary and middle schools as well as the rest of the City of Otsego's extensive trail system. At the intersection of 80th Street and Maciver Avenue, ADA ramps and a striped crosswalk will be installed. The City Council approved pledging engineering, right-of-way, inspection, and other non-Safe Routes to School eligible costs, including any Safe Routes to School eligible costs in excess of Safe Routes to School infrastructure grant received, for the 80th Street Trail Construction project at the January 22, 2024 Council meeting. The current engineer estimate of the project is $269,616.00 and the grant awarded to the City was $160,000. The project costs are currently included in the 2025 Capital Improvement Plan. The attached resolution would authorize preparation of plans and specifications for the project, upon completion, would be brought to the City Council for consideration of authorization for a public bid process. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. Hakanson Anderson is hereby designated as the engineer for this improvement, and are hereby directed and authorized to prepare plans and specifications for the making of such improvements.
