The purpose of the replat is to alter almost all of the side and rear lot lines for the approved single family Tots to better accommodate the housing construction plans of the builders involved in the project. The replat does not change the approved number of single family or bayhome dwelling units or the layout of public streets. The City Engineer has reviewed revised construction plans based on the new plat layout for proper location of utility lines and stormwater drainage facilities. The Remington Coves Final Plat was approved subject to eight conditions by the City Council on 27 September 2004. E. The memorandum dated 3 May 2005 prepared by the City Planner, Northwest Associated Consultants, Inc., is incorporated herein. F. The engineering review dated prepared by the City Engineer, Hakanson Anderson Associates, Inc. are incorporated herein. DECISION: Based on the foregoing information and applicable ordinances, the requested replat of Remington Coves is hereby approved, subject to the following conditions: 1. THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN: Section 1. Chapter 6 of the Otsego City Code is hereby amended to add the following provisions: SECTION 7 PARK AND TRAIL REGULATIONS Section 6 -7 -1 Application Section 6 -7 -2 Exceptions Section 6 -7 -3 Curfew Section 6 -7 -4 Prohibited Activities Section 6 -7 -5 Liquor Section 6 -7 -6 Animals Section 6 -7 -7 Picnics and Picnic Shelters 6 -7 -1: APPLICATION: This section applies to all City of Otsego parks and trails within the City. 6 -7 -2: EXCEPTIONS: An activity otherwise prohibited by this section may be allowed to occur under any one or more of the following circumstances and upon such terms and conditions as the City Council may prescribe: A. When the activity is conducted by a duly authorized public employee performing a necessary public function. B. When the activity is a specifically authorized exception granted in writing by the City Council. 1 • ITEM 5.6 6 -7 -3 CURFEW: A. No person shall be upon any City of Otsego parks or trails, nor shall any person park a vehicle upon any City park, greenway or parking lot within a City park or greenway between the hours of 11:00 PM and 5:00 AM of the following day. Minors shall be further subject to the restrictions of the juvenile curfew established by Chapter 5, Section 3 of the City Code. B. Use of City of Otsego trails directly adjacent to and within the right -of -way of public streets shall be exempt from the curfew requirement set forth in Section 6 -7 -3.A of this Chapter. 6 -7 -4 PROHIBITED ACTIVITIES: The following activities shall be prohibited upon or within all City of Otsego parks, greenways and trails within the City: A. Injuring Structures. 1. No person shall cut, break, scratch, mark or in any way damage or deface any building, fence, sign, Tamp, flag pole, table, bench, railing, paving, public utility, improvement, facility or other structure, feature or property upon or within any City of Otsego park or trail. 2. No person shall move any bench, table or other equipment, structure or improvement located within any City of Otsego park or trail, except that portable picnic tables may be moved within the designated limits of the picnic area in which they are located. 3. No person shall install upon any City of Otsego park or trail permanent grills, tables, chairs, benches, volleyball, badminton, tennis, or croquet standards, or horseshoe stakes. B. Vegetation. Without specific permission of the City Council, no person shall in any way plant or cut, injure or deface any tree, shrub, or plant upon or within any City of Otsego park or trail. C. Refuse. No person shall deposit, place or leave in any City of Otsego park or trail any paper, rubbish, waste, cans, bottles or refuse of any kind, whether such material is offensive to the senses or injurious to health, except in provided receptacles. Garbage, trash and refuse from activities occurring outside of any City of Otsego park or trail shall not be deposited within any park or trail or any receptacles within any park or trail. 2 ITEM 5.6 D. Signs. No person shall post, glue, tack or otherwise display any sign, placard, banner, advertisement or inscription upon any City of Otsego park or trail. E. Use of Bathroom Facilities. 1. No person shall fail to cooperate in maintaining bathroom facilities within any City of Otsego park or trail in a neat, orderly and sanitary condition. 2. No person over the age of six (6) years shall use bathroom facilities designated for members of the opposite sex. F. Commercial Activities. No person shall sell, rent, lease, or offer for sale, rent or lease any article, thing, service whatsoever upon any City of Otsego park or trail without prior approval of a permit by the City Council. G. Disorderly Conduct. No person shall use threatening, profane, abusive disorderly, insulting or indecent language or commit any act that is a breach of the public peace upon any City of Otsego park or trail. H. Gambling. No person shall gamble upon any City of Otsego park or trail. Fire. No person shall start, maintain or allow to burn any fire upon any City of Otsego park or trail except as allowed by Section 6 -7 -7 of this Chapter. J. Nudity. No person shall be upon any City of Otsego park or trail nude, clad solely in any undergarment or otherwise clothed in such a manner as to expose their buttocks or male or female genitalia. K. Traps. No person shall possess, place or set or cause to be placed or set any trap, trapping device or weapon or shall take or kill any animal within any City of Otsego park or trail. L. Weapons. No person shall discharge any firearm or conduct archery activities within any City of Otsego park or trail. M. Golfing. No person shall engage in golfing practice within any City of Otsego park or trail. N. Motorized Vehicles. No person shall park, drive or move, or cause to be parked, driven or moved, any form of motorized vehicle over, on or across any portion of a City of Otsego park or trail other than on a driveway providing access to or through the park or trail or within a facility designated for parking. 3 ITEM 5.6 O. Watercraft. Except at designated public accesses, no floating devise, boat or other form of watercraft or structure shall be placed on, or rolled, dragged or pushed over, or moored to any structure within any City of Otsego park or trail. P. Fireworks. No person shall fire, discharge or explode any squib, cracker, firecracker or any other thing containing powder or other explosive material upon any City of Otsego park or trail. Q. Swimming. No person shall swim, bathe in or enter any waters upon any City of Otsego park or trail, except in areas designated for such activities by the City Council and posted by signs. 6 -7 -5 ANIMALS: A. No person shall take or allow to be taken upon any City of Otsego park or trail any animal except as provided for by this Section. B. A Domestic animal license issued by a responsible government agency shall be required and permanently affixed to the collar of the domestic animal in such a manner so as to be easily seen at any time that the domestic animal is within the City of Otsego park or trail. C. The domestic animal shall be under restraint and not permitted to run at large at any time within any City of Otsego park or trail. A domestic animal is under restraint when at heel beside a person having custody of it or obedient to that person's command, but not necessarily physical restraint. D. Any female domestic animal in heat or season shall be prohibited from any City of Otsego park or trail. E. Any person having custody of the domestic animal shall have in their immediate physical possession a means to collect and sanitarily dispose of and shall immediately collect and remove any and all feces deposited by the domestic animal within any City of Otsego park or trail. F. Horses shall only be allowed upon City of Otsego parks and trails specifically designated for such use by the City Council. Any person having custody of the domestic animal shall have in their immediate physical possession a means to collect and sanitarily dispose of any and all animal fecal matter and shall immediately collect and remove any and all feces deposited by the horse within any City of Otsego park or trail. 4 ITEM 5.6 6 -7 -6 PICNICS AND PICNIC SHELTERS: A. No person shall use any portion of the picnic areas for the purpose of holding picnics to the unreasonable exclusion of others, nor shall any person use such areas and facilities for an unreasonable length of time if such facilities are crowded, except as may be allowed by the City of Otsego Park Shelter Reservation policies. B. A fire used for culinary purposes may be started and maintained upon any City of Otsego park or trail only in a grill or inside a fire ring designed for such purposes within a designated picnic area. No person shall leave a picnic area before any fire has been completely extinguished and before all garbage, trash and refuse has been place in the receptacles provided. Where no receptacles are provided, all garbage, trash and refuse shall be carried away from the park and shall be properly disposed of elsewhere. C. The issue of institutional project development signs was initially raised by the City Council who directed the Planning Commission to review the need to establish allowances for such signs. The Planning Commission discussed draft language to allow for institutional project development signs at their meeting on 4 April 2005 and called for a public hearing. City staff added the issue of establishing a Freeway Corridor Sign District for the TH 101 corridor to the proposed amendments based on discussions with commercial businesses and developers regarding the pending upgrade of TH 101 to a freeway. Overpasses constructed as part of these improvements would obstruct views of signs currently allowed by the Zoning Ordinance (as well as the buildings) and the freeway design will require more advance planning to exit. The Planning Commission concurred with these objectives as part of their discussion. There were no public comments. The Planning Commission closed the public hearing and voted 7 -0 to recommend approval of the Zoning Ordinance amendment in the form attached hereto. c. THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN: Section 1. Section 20- 37 -6.0 of the Zoning Ordinance is hereby amended to include the following additional provisions: 5. Project Development Signs. A sign involving temporary identification of a new subdivision or development located upon a property where the sign is located shall be allowed by administrative permit provided that: a. One (1) sign not exceeding sixty four (64) square feet in surface area and a maximum height of 15 feet shall be allowed. b. The sign shall be setback not Tess than 20 feet from any property line. c. The sign may not be illuminated. d. Where the sign is placed on property in advance of applications required by this Chapter, the sign shall clearly identify that the project is a "potential" use of the property or similar words to that effect as approved by the Zoning Administrator. e. The property owner shall be responsible for an application to renew the administrative permit annually and conditioned upon documentation that the project remains a potential use of the property. f. A security as determined by the Zoning Administrator shall be 1 provided to ensure compliance with this Section and removal of the sign. Section 2. Section 20 -2 -2.S of the Zoning Ordinance is hereby amended to read as follows: Freeway Corridor Sign District: A special signing district encompassing the following areas: a. Land located within two thousand six hundred forty (2,640) feet of Interstate 94 right -of -way. b. Land located within 660 feet of the right -of -way for TH 101 or land within that area between the rights -of -way of Quaday Avenue and TH 101 and lands between the rights -of -way of Queens Avenue and TH 101, whichever is more restrictive. Section 3. Section 20- 37- 5.C.4.a of the Zoning Ordinance is hereby amended to read as follows: a. Freestanding. Not more than one (1) double sided freestanding sign. Sign area may not exceed one hundred. (100) square feet each side with a maximum height of twenty (20) feet, except that for signs within the Freeway Corridor District, the sign area shall not exceed two hundred (200) square feet each side with a maximum height of fifty (50) feet. Section 4. Section 20- 37- 5.C.4.b of the Zoning Ordinance is hereby amended to read as follows: b. Wall, Canopy, or Marquee. Wall, canopy or marquee signs shall be permitted on one fagade fronting a public street, except in the case of a corner lot or through lot where wall signs may be installed on two facades fronting a public street. The area of individual signs shall not exceed one hundred (100) square feet, except that for signs within the Freeway Corridor Districts, the area of signs installed on the facade of a principal building fronting to a principal arterial roadway shall not exceed two hundred (200) square feet. The proposed dwelling unit is located along Kahl Avenue in the southern portion of the development. The submitted plans indicate that a portion of the proposed dwelling encroaches up to 1.5 feet into the required 35 foot setback from the public street. The subject site is zoned PUD, Planned Unit Development District. The applicant is requesting a minor variance to allow the front yard setback encroachment. Section 20- 6- 3.A.2.b of the Zoning Ordinance allows for the City Council to approve setback deviations that do not exceed five feet. The Zoning Ordinance does not require a public hearing or Planning Commission review of minor variances unless determined to be necessary by the City Council. Exhibits: A. Site Location B. Site Survey ANALYSIS The PUD District established for Riverwood National requires a 35 foot setback from public streets for principal dwellings. The site plan for the proposed house on Lot 27, Block 12 shows the east corner of the two stall garage setback only 33.5 feet from the front lot line. The west corner of the garage will be setback 35 feet based on the curve of the street. As such, approximately 15 square feet of the garage would be within the required front yard. Consideration of a variance from the requirements of the Zoning Ordinance is to be evaluated based upon the criteria outlined in Section 20 -6 -2.B of the Zoning Ordinance: 1. In considering all requests for a variance and in taking subsequent action, the Planning Commission and the City Council shall make a finding of fact that the proposed action will not: a. Impair an adequate supply of light and air to adjacent property. b. Unreasonably increase the congestion in the public street. c. Have the effect of allowing any uses which are prohibited, permit a lesser degree of flood protection than the flood protection elevation for the particular area, or permit standards which are lower than those required by State law. d. Increase the danger of fire or endanger the public safety. e. Unreasonably diminish or impair established property values within the neighborhood, or in any way be contrary to the intent of this Chapter. f. Violate the intent and purpose of the Comprehensive Plan. g. Violate any of the terms or conditions of Item 2, below. 2. A variance from the terms of this Chapter shall not be granted unless it can be demonstrated that: a. Undue hardship will result if the variance is denied due to the existence of special conditions and circumstances which are peculiar to the land, structure, or building involved and which are not applicable to other lands, structures or buildings in the same district or area. (1) Special conditions may include exceptional topographic or water conditions or, in the case of an existing lot or parcel of record, narrowness, shallowness, insufficient area or shape of the property. (2) Undue hardship caused by the special conditions and circumstances may not be solely economic in nature, if a reasonable use of the property exists under the terms of this Chapter. (3) Special conditions and circumstances causing undue hardship shall not be a result of lot or building size, or building location when the lot qualifies as a buildable parcel. 2 b. Literal interpretation of the provisions of this Chapter would deprive the applicant of rights commonly enjoyed by other properties in the same district under the terms of this Chapter or deny the applicant the ability to put the property in question to any reasonable use. c. The special conditions and circumstances causing the undue hardship are not the result from the actions of the applicant. d. Granting the variance requested will not confer on the applicant any special privilege that is denied by this Chapter to other lands, structures or buildings in the same district under the same conditions. e. The request is not a result of non - conforming lands, structures or buildings in the same district. f. The request is not a use variance. g. The variance requested is the minimum variance necessary to accomplish the intended purpose of the applicant. The submitted survey shows that the subject site has a 20 foot wide drainage and utility easement across the rear lot line, which is 10 feet wider than typical. Also, the elevation of the street in front of the property is such that the garage floor elevation has been lowered to minimize the slope of the driveway to approximately three percent. Both of these factors serve to push the front of the garage (with a 22 foot depth) forward on the lot creating the setback encroachment. In terms of the criteria for approval of a variance, these factors are both related to the physical condition of the property and not direct actions of the applicant. In our opinion, the approval of the minor variance allows for reasonable use of the subject site. Further supporting approval of a minor variance is that the subject site is within a PUD District where setback flexibilities have been granted as part of the initial project approvals to accommodate a specific character for the project. The minor 1.5 foot encroachment into the required setback is therefore not out of character with the balance of the project and is not likely to even be apparent when viewing the lot. Although not a critera to be considered in evaluating the minor variance application is that the future resident of the home has a physical disability and the depth of the proposed garage is required by them to accommodate specialized vehicles. RECOMMENDATION Based on the criteria for approval of a minor variance being met by the topography of the subject site and location of an oversized drainage and utility easement effecting the depth of the lot, we recommend approval of the application as shown on the submitted site survey. 3 POSSIBLE ACTIONS 1. Motion to approve a minor variance allowing an encroachment into a required front yard within the Riverwood National PUD District based on a finding that the criteria for approving such a request have been satisfied. 2. The legal description of the property is LOT 1, BLOCK 2 VASSEUR'S OAK GROVE ESTATES, City of Otsego, County of Wright, State of Minnesota. B. The property lies within the Long Range Urban Service District and is guided for low density residential uses by the Otsego Comprehensive Plan, as amended. C. The property is zoned R -2, General Industrial District which allows for single family homes as a permitted use. D. Relocation of existing structures to lots within the City requires a conditional use permit in accordance with Chapter 19 of the Zoning Ordinance. E. Consideration of the application by the Planning Commission and City Council is to be based upon, but not limited to, the criteria outlined in Section 20 -4 -2.F of the Zoning Ordinance: 1. The proposed action's consistency with the specific policies and provisions of the official City Comprehensive Plan. Comment: Stated in the City's Comprehensive Plan is that "the character of individual neighborhoods shall be reinforced, maintained and upgraded'; the proposed CUP proposes to upgrade the existing dwelling unit by replacing it with a sturdier and better- maintained structure. 2. The proposed use's compatibility with present and future land uses of the area. Comment: The area is developed with low density single family residential uses, which are planned to continue as discussed in the Comprehensive Plan. Thus, the proposed use will be compatible with present and future land uses. 3. The proposed use's conformity with all performance standards contained in the Zoning Ordinance (i.e., parking, loading, noise, etc.). Comment: As noted above, the subject site and relocated structure comply with all applicable performance standards. However, a certificate of survey is necessary to document compliance. 1 4. The proposed use's effect upon the area in which it is proposed. Comment: The relocated dwelling and single family use of the property may be considered an improvement of the property from its existing condition and is therefore expected to have a positive effect on the neighborhood. 5. Dave Hagen of Loucks Associates was present to represent the developer. The public hearing was well attended by residents of the adjacent Crimson Ponds, Hidden Valley and Deer Field Acres subdivisions as well as residents of the large rural parcels south of the subject site. Major issues raised at the public hearing included the alignment of 75 Street, extension of O'Dell Avenue and Padget Avenue stub streets to the development from the north, the density of the lots along the north plat line abutting existing one -acre lots, drainage and wetland impacts along Lefebvre Creek. After discussion, the Planning Commission continued the public hearing to allow the developer and City staff to resolve outstanding issues. The Planning Commission again took up discussion of the application at their meeting on 18 April 2005. The developer had not made any substantial revisions to the submitted plans as directed by the Planning Commission. After further comments from the public and discussion by the Planning Commission the public hearing was closed and the application tabled. The Planning Commission provided specific direction to the applicant to revise their plans to provide lots at least 90 feet wide with a minimum area of 16,000 square feet in the two blocks west of Lefebvre Creek along the north plat line. The developer revised their plans as directed by the Planning Commission and submitted them for consideration on 2 May 2005. The Planning Commission noted that the changes to the plans resulted in five fewer lots abutting the existing one -acre lots in a more compatible arrangement. No public comments were taken as the public hearing was previously closed. The Planning Commission voted 7 -0 to recommend approval of the Zoning Map amendment and 7 -0 to recommend approval of the preliminary plat. The Planning Commission added an additional stipulation to the preliminary plat approval requiring construction traffic to access the site only via Odean Avenue or 78 Street. Findings consistent with the recommendations of the Planning Commission are attached for consideration at the City Council meeting on 9 May 2005 at 6:30 PM. A phasing plan shall be submitted outlining the anticipated final platting of the proposed subdivision. The phasing plan is subject to approval of the City Council, its schedule shall be made a condition of preliminary plat approval and it shall be incorporated as part of the terms and conditions of a development contract executed for the initial final plat of a phased development. 3. The land at the southwest comer of the plat south of the right -of -way of 75 Street shall be platted as an outlot to be conveyed to the abutting property owner to the south with the first phase final plat. 4. Secondary local access will be provided via Padgett Avenue NE (Crimson Ponds) and Ogden Avenue NE (Deer Field Acres). Costs for the removal of the cul -de -sac, reconstruction of driveways and any other construction relative to these connections shall be borne by the developer. GRADING, DRAINAGE AND EROSION CONTROL 1. Erosion control measures shall be in accordance with the Best Management Practices as published by the MPCA and shall meet all requirements of the permit. 2. The contour labels and much of the text is not legible. Please revise. 3. Concrete skimmer structures are required for all sedimentation basins. (See Standard Plate No. 402 & 403) 4. Slopes on the south side of 75 Street NE at approximate station 20 +00 appear to be shown at 2:1. Slopes steeper than 3:1 cannot be allowed. Any sloping onto adjacent property will require permission from the landowner. 5. The steep slopes of the proposed swales in the rear yards of Blocks 5, 6 and 7 are an erosion /maintenance concern. The use of rear yard inlets shall be considered or additional erosion control measures shall be taken. 6. Submit a Stormwater Drainage Report, which includes all of the information as discussed in the City Policy on Stormwater Drainage. (See Appendix C of the Engineering Manual) 2. Ponds appear to have sufficient size, although a review could not be completed without the computations. 3. Storm sewer sizing calculations will be required for final review. 4. Inlet spacing and street spread calculations will be required for final review. SANITARY SEWER COLLECTION SYSTEM 1. The extension of trunk sanitary sewer must be provided. The 12" trunk sanitary sewer shall begin at the existing 12" sewer in Page Avenue north of 78 Street. From there, the line shall follow existing drainage and utility easements on the north side of the Pheasant Creek Townhomes and eventually get back to the centerline of 78 Street extended into the project. The 12" trunk sewer shall continue to the creek just east of proposed 77 Street. There the 12" sewer shall be extended north following the east side of the wetlands to the end point at the eastern property line of Lot 8 of Hidden Valley. The design invert elevation at this end point shall be 858.00. 2. An 8" stub to the south shall be provided in the 12" trunk sewer manhole on 78 /75th Street where the 12" trunk makes a turn to the north. The invert of this 8" stub shall be 858.00 or lower. 3. At the intersection of proposed 77 Street and Odean Avenue, provide an 8" sewer line extension under (bore and encasement) Odean Avenue for future connection. The invert of this 8" stub shall be 911.00 or lower. 4. All internal sanitary sewer lines shall be designed to discharge into this 12" trunk sewer. The public hearing was continued at City staffs request to allow issues related to the site design and access to be discussed further • with the developer. The developer submitted revised plans for presentation at the 2 May 2005 Planning Commission meeting. Public testimony was limited to questions from the property owner to the north who had questions concerning improvements to Kadler Avenue, connecting street stubs to her property to the north, extension of utilities to serve the proposed development and potential drainage impacts to her property from rear yards along the north property line. City staff addressed these issues. The Planning Commission discussion focused on the phasing of commercial and industrial uses along with residential dwellings within the overall project. Subject to limitations on available dwelling units established by the initial Kittredge Crossings approval, the Planning Commission approved of the pace and balance of development with Kittredge Crossings. The Planning Commission made specific note of investments in streets and utilities made by the developer for both residential and commercial /industrial uses, efforts made to market the commercial /industrial properties and the market conditions for such uses. After this discussion, the Planning Commission closed the public hearing and voted 7 -0 to recommend approval of the applications. Findings consistent with the Planning Commission's recommendation are attached. The applications are to be considered by the City Council at their meeting on 9 May 2005 at 6:30 PM. 1 i POSSIBLE ACTIONS Decision 1 — Rezoning /PUD Development Stage Plan /Preliminary Plat A. The landscaping plan for t he yards abutting Kadler Avenue shall comply with the buffer yard planting design standards specified by Section 20- 16 -9.D of the Zoning Ordinance. 9. Include - centerline horizontal curve data on plan. 2. A temporary turn - around facility shall be provided at the closed end of Street A and Street C, in conformance with cul -de -sac size requirements. Temporary facilities shall not require curb and gutter and the construction standards shall be established by the City Engineer. Construction of said streets shall be to the boundary of the plat (Section 21- 7 -5.E). 3. • Construction traffic will not be allowed to enter the construction site via 74 Street NE or Kadler Avenue NE unless proper erosion control (rock entrances) are depicted to allow construction traffic by these streets. TRAFFIC /ACCESS ISSUES 1. At this time we do not feel that improvement of Kadler Avenue NE is required. Access fees will be collected at this time for future improvements when development west of Kadler Avenue NE occurs. We expect most of the traffic generated by this development to use Kittredge Parkway NE to access 70 Street NE, C.S.A.H. 19, and 1 -94. WETLANDS 1. Avoidance of wetlands must be attempted. If wetlands must be disturbed or filled they must be mitigated as per WCA requirements (Section 20- 16- 9.E.2). It appears that existing wetlands in proposed Outlot B and Block 3 will require mitigation. 2. A protective buffer of natural vegetation at least 20' wide from the delineated edge shall surround all wetlands. A principal building setback of 40' from the delineated edge of all wetlands or 20' from the protective buffer easement, whichever is greater, shall be provided. Some proposed structures do not meet this setback (Section 20- 16 -9.E). SURFACE WATER MANAGEMENT 1. A complete stormwater drainage report shall be submitted as outlined in the City of Otsego Engineering Guidelines, Appendix C, Policy on Stormwater Drainage Submittal Requirements for Developer. 2. The hydrology report for Kittredge Crossings Phase 1 & 2 does not take in to account any Stormwater drainage from Kittredge Crossings 10 Addition. A statement certifying the environmental condition of the site is required (Section 21 -6- 2.B.11). SANITARY SEWER COLLECTION SYSTEM 1. The sanitary sewer system for this project must be revised to provide for the future service of the properties on the north side of 70 Street included in the West Otsego Subdistrict W2. This will require a 12" trunk sewer stub to the south. Please contact William Morris for specific details of location and elevation of this stub. 2. The sanitary sewer system for this project must be revised to provide for the future service of the properties included in the West Otsego Subdistrict W3, W4, W6 and W8. This will require a 21" trunk connection into the 24" trunk. Please contact William Morris for specific details of location and elevation of this connection 3. Pipe oversizing and /or additional pipe depth may be required to extend service to other areas. In addition the route may need to be revised to service other areas. WATER DISTRIBUTION SYSTEM 1. The 12" trunk water line is needed to serve the future high density uses planned north of 70 street and up to this projects limits along Kittredge Parkway. Revise the route of the 12" trunk water line to follow Kittredge Parkway for all of its length. This should be accomplished by tying to the existing 12" water line in 74 Street and then crossing the site using the easternmost cul -de -sac to reach Kittredge Parkway at about 200 feet from the projects eastern boundary. Continue the 12" trunk water to Kadler Avenue. Provide 12" stubs to the south at each roadway intersection. OTHER CONSIDERATIONS 1. Kittredge Crossings 9 Addition townhome layout has been revised.
