Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Utility Manager Kurt Neidermeier, City Attorney
Dave Kendall, City Planner Dan Licht, and City Clerl< Audra Etzel.
1. Closed Session —Develop Offer for the Purchase of Real Property (MN Statute 13D.05,
Subd, 3. C-3).
Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute
13D.05, Subd, 3. C-3 to develop an offer for the purchase of property at PID #118-254-002010.
CM Dahl motioned to close the meeting at 5:38 PM to enter a closed session to discuss PID
#118-254-002010 in accordance with Minnesota Statute 131). 05, Subd. 3, C-3 to develop
offers for purchases of real property, seconded by CM Moores. All in favor. Motion carried 5-
0.
CM Moores motioned to reopen the special meeting at 5:41 PM, seconded by CM Goede. All
in favor. Motion carried 5-0.
CM Dahl motioned to the direct the City Attorney to prepare a purchase agreement for PID
118-254-002010 as discussed in the closed session, seconded by CM Goede. All in favor.
Motion carried 5-0.
Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute
13D.05, Subd. 3. C-3 to develop an offer for the purchase of property at PID #118-800-2614004
CM Moores motioned to close the meeting at 5:45 PM to enter a closed session to discuss PID
#118-800-261400 in accordance with Minnesota Statute 13D. 05, Subd. 3, C-3 to develop
offers for purchases of real property, seconded by CM Goede. All in favor. Motion carried 5-
0.
Mayor Stockamp motioned to reopen the special meeting at 6:01 PM, seconded by CM
Goede. All in favor. Motion carried 5-0.

CM Dahl motioned to direct staff to make offer for PID 118-800-261400 as discussed in the
closed session, and if agreed upon, for the City Attorney to prepare a purchase agreement,
seconded by CM Goede. All in favor. Motion carried 5-0.

13D.05, Subd. 3. C-3 to develop an offer for the purchase of property at PID #118-500-321100.
CM Dunlap motioned to close the meeting at 6:04 PM to enter a closed session to discuss PID
#118-500-321100 in accordance with Minnesota Statute 13D. 05, Subd. 3, C-3 to develop
offers for purchases of real property, seconded by CM Dahl. All in favor. Motion carried 5-0.
CM Dahl motioned to reopen the special meeting at 6:18 PM, seconded by CM Goede. All in
favor. Motion carried 5-0.
Staff was directed to let the property owner Know that the City would not accept the counter
offer at this time and that staff should maintain communication with the property owners.

CM Dunlap motioned to close the meeting at 6:20 PM to enter a closed session to discuss PID
#118-500-311100 in accordance with Minnesota Statute 13D. 05, Subd. 3, C-3 to develop
offers for purchases of real property, seconded by CM Dahl. All in favor. Motion carried 5-0.
CM Dahl motioned reopen the special meeting at 6:50 PM, seconded by CM Goede. All in
favor. Motion carried 5-0.
CM Dunlap motioned to direct staff to make an offer for PID 118-500-311100 as discussed in
the closed session, and if agreed upon, for the City Attorney to prepare a purchase
agreement, seconded by CM Goede. All in favor. Motion carried 5-0.
CM Moores at 6:52 PM motioned to continue this special meeting following the 7PM Regular
City Council meeting, seconded by CM Goede. All in favor. Motion carried 5-0.
Mayor Stockamp continued the special meeting at 8:39 PM.
2. 2025 Budget, Tax Levy and Capital Improvement Plan Review.
City Administrator/Finance Director Flaherty distributed a memorandum to the City Council and
reviewed it with the City Council.
Flaherty distributed information regarding neighboring cities and meeting stipends for their
respective advisory commissions. Flaherty noted the data was quite variable but concluded that
current meeting stipends are less than what other cities are paying. The City Council directed
staff to prepare an ordinance amendment increasing meeting stipends for the Planning

Commission to $30.00 per meeting and for all other commissions to increase the meeting
stipends to $20.00 per meeting. He noted that no motion is needed at this time as the City
Council will consider approval of the ordinance amendment at a future meeting.
Flaherty said the COLA currently budgeted is at 4%for 2025. Mayor Stocl<amp called
surrounding cities for their COLA and the average is about 4%. Hille noted that staff will
present data from neighboring and comparable cities along with data from the Bureau of Labor
Statistics at a future meeting for City Council consideration before the final budget adoption.
Flaherty said employee benefits are increasing 11%, which is under the 15%budgeted for 2025.
Hille reviewed the health benefit and deductibles, noting the City is currently considered a
small employer with aged based premiums for health insurance. CM Dahl asked if the HSA can
be adjusted to help offset the high deductible. Hille said staff is trying to find a balance within
the cost. Hille said the HSA covers about 20% of the family and 40% of a single of the
deductible; other options can be reviewed in the future as the City becomes a large employer
and health insurance options change accordingly.
Flaherty said public utilities budgets will be reviewed at the October 28th special meeting at
5:30 pm.
Flaherty said there should be one more meeting to finalize review of COLA, provide final review
Athe Capital Improvement Plan, review any known changes to operating budgets, and to
review the proposed final property tax levy.
Mayor Stockamp motioned to schedule a Special Meeting on Wednesday, November 20,
2024, at 6 PM, seconded by CM Dunlap. All in favor. Motion carried 5-0.
CM Dunlap asked about the amount of available funds not assigned to possibly bring down the
impact to the Capital Improvement Plan. Flaherty said the Capital Improvement Revolving Fund
would be part of the review on November 20 and that the City Council can review options on
use of those funds.
Flaherty said the Truth -In -Taxation meeting is scheduled for November 25, 2024, and the final
budgets and property tax levy should be adopted by the City Council on December 9, 2024.
3. Ad'lourn.
CM Goede motioned to adjourn at 9:06 PM, seconded by CM Dahl. All in favor. Motion
carried 5-0.
